The HR department aims to ensure the business has the right number of people with the right skills at the right time, while complying with employment legislation and fostering a productive, motivated culture. Effective HRM can lower labour turnover, reduce absenteeism and improve customer service, directly contributing to a firm’s competitive strength.

The recruitment process starts with job analysis — collecting information about the tasks, responsibilities and conditions linked to a vacancy. From this analysis, a job description is written. It typically states the job title, department, location, main duties, reporting lines and working hours. A person specification then lays out the qualifications, experience, skills and personal attributes required for the ideal candidate. These are often divided into essential and desirable criteria. Using clear, objective documents helps ensure fair selection and reduces the risk of discrimination claims.

3. Internal vs External Recruitment | 内部招聘与外部招聘

Internal recruitment fills vacancies through promotion or transfer of existing employees. It costs less, speeds up the hiring process and boosts morale by showing career progression opportunities. However, it does not bring fresh perspectives and may create a new vacancy elsewhere. External recruitment attracts candidates from outside the business via job advertisements, agencies or online platforms. 4. Selection Methods | 选拔方法

After shortlisting, the selection stage aims to identify the best-fit candidate. Structured interviews use a fixed set of questions, enabling fair comparison; unstructured interviews are more conversational but less reliable. Tests can measure numerical, verbal or problem-solving skills. Assessment centres combine multiple exercises — group tasks, presentations and in-tray exercises — to gauge a candidate’s suitability for managerial or graduate roles. The choice of method depends on cost, time and the job requirements.

Off-the-job training takes place externally through courses, workshops or e-learning; it brings fresh knowledge but can be more expensive and may cause temporary staff absence. Development activities, such as leadership programmes, help build a pipeline of future managers.

6. Motivation Theories: Maslow and Herzberg | 激励理论:马斯洛与赫茨伯格

Understanding what drives employees is essential for effective management. Abraham Maslow proposed a five-level hierarchy of needs: physiological (food, water), safety (job security, health cover), social (friendship, belonging), esteem (recognition, status) and self-actualisation (fulfilling one’s potential). According to Maslow, once a lower need is satisfied it no longer motivates, and the individual moves up to the next level. In a workplace, this means that basic pay and safe conditions must be in place before teamwork or creative challenges can truly inspire.

Frederick Herzberg’s two-factor theory distinguishes between hygiene factors and motivators. Hygiene factors — such as salary, company policies, supervision and physical working conditions — do not cause satisfaction but can prevent dissatisfaction if handled adequately. Motivators — such as achievement, recognition, interesting work and personal growth — directly lead to job satisfaction and higher motivation. Therefore, managers should first address hygiene factors to eliminate discontent, then build motivators into job design to unlock employees’ full engagement.
