Scarcity is the central problem in economics. The basic economic problem is the existence of unlimited wants but limited resources. This problem forces every society to answer three fundamental questions: What to produce? How to produce? For whom to produce?

Every economy, whether it is a free market, a planned economy or a mixed economy, must resolve these three questions because of scarcity. The way a society answers them defines its economic system.

3. Choice and Opportunity Cost | 选择与机会成本
Because resources are scarce, choosing one option means giving up another. The opportunity cost of a choice is the value of the next best alternative forgone. It is not simply the money spent, but the most desirable alternative you have sacrificed.

In exam questions, always be ready to identify the opportunity cost in a given scenario. It is a concept that applies to consumers, producers and the government alike.

4. Production Possibility Frontier (PPF) | 生产可能性边界
The Production Possibility Frontier (PPF) is a curve showing the maximum combinations of two goods or types of goods an economy can produce with its existing resources and technology, assuming full and efficient employment of resources.

For instance, imagine an economy that produces only food and machines. In your Edexcel exam, you may be asked to draw a PPF, label axes, show points and explain movements along or shifts of the curve. An outward shift of the PPF represents economic growth, resulting from an increase in the quantity or quality of resources.

Producers also operate under scarcity. They have limited funds, time, and access to raw materials, so they must decide what goods to produce, in what quantities, and which production methods to use.

A car manufacturer, for example, faces the choice between investing in more robots (capital-intensive) or hiring more workers (labour-intensive). The resources used to produce goods and services are classified into four factors of production: land, labour, capital and enterprise. All are scarce, which is why economies cannot produce everything.

For opportunity cost, clearly state the next best alternative forgone and give a specific example from the case study if one is provided.
