Human Resource Management: Key Revision Points |

📚 Human Resource Management: Key Revision Points |

Human Resource Management (HRM) is the strategic approach to managing people within an organisation. It covers everything from hiring and training to motivating and retaining employees. For IGCSE Business, understanding the key functions of HRM and how they help a business achieve its objectives is essential. This revision guide summarises the core topics you need to know: recruitment, training, motivation, remuneration, employment relations, and workforce planning.

1. Functions of Human Resource Management |

HRM involves a range of interconnected activities designed to make the best use of employees. The main functions include workforce planning, recruitment and selection, training and development, performance management, setting remuneration and benefits, maintaining good employment relations, and ensuring compliance with employment laws. All these functions aim to increase productivity and reduce staff turnover.

Effective HRM also contributes to a positive organisational culture. By promoting fairness, recognising achievements, and providing opportunities for growth, the HR department helps to build loyalty and engagement. This in turn reduces costs such as those arising from high absenteeism or frequent recruitment.

2. Recruitment and Selection |

Recruitment is the process of identifying a need for a new employee and attracting suitable candidates. Businesses can recruit internally, for example by promoting existing staff, or externally through advertisements, recruitment agencies, or online platforms. Internal recruitment is quicker and cheaper, and it motivates employees who see a career path. However, it limits the pool of new ideas and can create a vacancy elsewhere.

The selection process follows recruitment and aims to choose the best candidate. Common methods include application forms, interviews, ability tests, and assessment centres. A good selection process must be fair and based on a job description and person specification. The job description outlines duties and responsibilities, while the person specification details the qualifications, skills, and experience required.

3. Training and Development |

Training is the process of equipping employees with the skills and knowledge needed to perform their current jobs effectively. The main types are on-the-job training, where employees learn while working, and off-the-job training, which takes place away from the workplace, such as at a college or training centre. Induction training is a special form given to new starters to help them settle in.

Development focuses on preparing employees for future roles and responsibilities. It is more long-term and often includes mentoring, job rotation, and professional courses. Both training and development benefit the business by raising productivity, improving quality, and reducing accidents and errors. They also increase employee motivation and make the organisation more competitive.

4. Motivation Theories |

Motivation is the drive that makes people work hard and achieve goals. Taylor’s scientific management theory suggested that workers are mainly motivated by money, so he advocated piece-rate pay. In contrast, Maslow’s hierarchy of needs argued that employees have five levels of needs: physiological, safety, social, esteem, and self-actualisation. A business must satisfy lower-level needs before higher ones can become motivators.

Herzberg’s two-factor theory divided factors into ‘hygiene factors’, such as working conditions and salary, which can cause dissatisfaction if inadequate, and ‘motivators’, like achievement and recognition, which truly motivate. McGregor’s Theory X and Theory Y described two contrasting views of workers: Theory X assumes people dislike work and must be controlled, while Theory Y assumes people find work natural and seek responsibility.

5. Remuneration and Financial Rewards |

Remuneration refers to the total financial and non-financial rewards given to employees. Time-based pay, or wages, pays workers for the number of hours they work. Piece-rate pay pays according to the amount produced. Salaries are a fixed annual amount paid monthly, common for managerial and professional staff. Commission is a payment linked to the value of sales made, motivating sales staff but potentially leading to aggressive selling.

Profit sharing gives employees a share of the company’s profits, encouraging a sense of ownership. Bonuses are one-off payments for good performance. Fringe benefits, or perks, include company cars, private health insurance, and staff discounts. These financial incentives are often used alongside non-financial methods to improve motivation across the whole workforce.

6. Non-Financial Motivation Methods |

Not all motivation comes from money. Job enrichment involves giving workers more challenging tasks and greater responsibility, making the job more satisfying. Job enlargement means adding more tasks of a similar level to reduce monotony. Empowerment allows employees to have more control over their own work and decision-making, which can increase commitment.

Teamworking can meet social needs and create a supportive environment. Recognition of good work, whether through praise, awards, or simply saying ‘thank you’, is a powerful motivator. Providing training and clear career progression paths also shows employees that the business values their future, reducing turnover and building loyalty.

7. Employment Relations and Trade Unions |

Employment relations concern the relationship between employers and employees. Good relations are built on effective communication, fair treatment, and consultation. Trade unions are organisations that represent workers’ interests, aiming to secure better pay, safer working conditions, and job security. They engage in collective bargaining with employers on behalf of their members.

When disputes arise, industrial action may occur. This can include strikes (workers refuse to work), work-to-rule (employees follow rules exactly, slowing work), or overtime bans. Such actions harm both the business and employees, so most disputes are resolved through negotiation, conciliation (a neutral third party helps reach agreement), or arbitration (a third party makes a binding decision).

8. Workforce Planning and Flexibility |

Workforce planning is the process of forecasting future staffing needs and ensuring the business has the right number of people with the right skills at the right time. It involves analysing current staff, predicting future demand, and identifying gaps that may require recruitment or training. Effective planning helps avoid shortages or surpluses of labour.

Businesses increasingly use flexible working practices to cut costs and respond to changes in demand. Part-time contracts, temporary or zero-hour contracts, and outsourcing are common forms. While they give employers flexibility, they can reduce employee loyalty and job security. Homeworking and remote work, accelerated by digital technology, can improve work-life balance but require trust and proper management.

9. Redundancy and Dismissal |

Redundancy happens when a job is no longer needed, often due to restructuring, technological change, or a fall in demand. It is a form of involuntary departure and is not related to the employee’s performance. Businesses must follow fair procedures, including consultation with employees and considering alternative roles. Redundant employees are usually entitled to redundancy pay.

Dismissal is the termination of employment by the employer due to the employee’s conduct, capability, or a breach of law. It can be fair if a proper disciplinary process is followed, or unfair if the reason or process is unjust. Constructive dismissal occurs when an employee feels forced to resign because the employer has breached the employment contract significantly.

10. Employment Law and Ethical HRM |

Businesses must operate within a legal framework that protects both workers and employers. Key legislation covers health and safety at work, providing a safe environment and reducing risks. Equal opportunities laws prohibit discrimination on the basis of gender, race, age, disability, and other characteristics. Minimum wage regulations set the lowest hourly rate that can legally be paid.

Beyond the law, ethical HRM involves treating employees with respect and fairness. It includes offering reasonable working hours, supporting diversity and inclusion, protecting whistleblowers, and avoiding exploitative practices. Ethical employers often find it easier to attract and retain talent, which can enhance their reputation and long-term profitability.
