1. The Basic Economic Problem | 基本经济问题

The fundamental economic problem arises because resources are scarce while human wants are unlimited. This forces individuals, firms and governments to make choices and incur opportunity cost — the next best alternative forgone.

The three basic economic questions are: What to produce? How to produce? For whom to produce? These questions are answered differently in market, mixed and planned economies.

Factors of production — land, labour, capital and enterprise — earn rewards: rent, wages, interest and profit respectively. Their mobility and productivity influence an economy’s capacity to produce goods and services.

The production possibility curve (PPC) illustrates scarcity, choice, opportunity cost and efficiency. A movement along the PPC shows reallocation of resources; an outward shift represents economic growth.

2. Demand, Supply and Market Equilibrium | 需求、供给与市场均衡

The law of demand states that, ceteris paribus, as the price of a good increases, the quantity demanded decreases. This results in a downward-sloping demand curve. Factors that shift the demand curve include income, tastes, prices of related goods (substitutes and complements), and population.

The law of supply states that, ceteris paribus, as the price of a good increases, the quantity supplied increases, producing an upward-sloping supply curve. Supply can shift due to changes in production costs, technology, taxes, subsidies, weather and the number of sellers.

Market equilibrium occurs where quantity demanded equals quantity supplied. A price above equilibrium creates a surplus, exerting downward pressure on price; a price below equilibrium creates a shortage, pushing price upward. These market forces restore equilibrium automatically.

Remember the distinction between a movement along the curve (caused by a change in the good’s own price) and a shift of the curve (caused by a change in any other determinant). This is frequently tested in multiple‑choice and structured questions.

3. Elasticities | 弹性

Price elasticity of demand (PED) measures the responsiveness of quantity demanded to a change in price.

PED = %ΔQd ÷ %ΔP

PED = %ΔQd ÷ %ΔP

PED values: perfectly inelastic (0), inelastic (0–1), unitary (1), elastic (>1), perfectly elastic (∞). Determinants include the availability of close substitutes, degree of necessity, proportion of income spent, and time period. PED affects total revenue: if demand is elastic, a price rise lowers total revenue; if inelastic, a price rise raises total revenue.

Key determinants of PES: production time, availability of spare capacity, perishability of the product, and the ease of storing stocks. Supply is typically more elastic in the long run than in the short run.

Income elasticity of demand (YED) = %ΔQd ÷ %ΔY. Normal goods have positive YED; luxury goods have YED > 1, while necessities have YED between 0 and 1. Inferior goods have negative YED. Cross elasticity of demand (XED) = %ΔQd of good A ÷ %ΔP of good B. Substitutes have positive XED, complements have negative XED.

4. Market Failure and Government Intervention | 市场失灵与政府干预

Market failure occurs when the free market fails to allocate resources efficiently, leading to a net welfare loss. It can result from externalities, public goods, information gaps, and market power.

Negative externalities (e.g. pollution from a factory) mean social cost > private cost, so the market overproduces the good. Diagrams with marginal social cost/benefit curves are essential for explaining welfare loss or gain.

State provision is often used for public goods and healthcare. Be ready to evaluate the effectiveness and unintended consequences of each policy.

Total cost (TC) = total fixed cost (TFC) + total variable cost (TVC). Average cost (AC) = TC ÷ output. Marginal cost (MC) is the extra cost of producing one more unit. Firms aim to maximise profit, which occurs where MC = MR (marginal revenue).

Economies of scale reduce long‑run average costs as output expands; they arise from technical, managerial, financial, marketing and purchasing advantages. Diseconomies of scale increase average costs due to problems of coordination and communication in very large firms.

IGCSE Economics covers perfect competition and monopoly briefly. Perfect competition features many small firms, identical products, no barriers to entry, and firms are price‑takers. A monopoly is a single seller with high barriers, and it can set prices, leading to higher profits but possible inefficiency.

Many real‑world markets are oligopolistic, with a few dominant firms, interdependent decision‑making, product differentiation and non‑price competition. You should also review the concept of market power and the role of competition policy.

6. Macroeconomic Aims and Possible Conflicts | 宏观经济目标与可能的冲突

Governments typically pursue five main macroeconomic aims: sustainable economic growth, low and stable inflation, low unemployment, a satisfactory balance of payments on the current account, and redistribution of income. Economic growth is measured by the annual percentage change in real GDP.

政府通常追求五大宏观经济目标:可持续的经济增长、低而稳定的通货膨胀、低失业率、经常账户收支的良好平衡,以及收入的再分配。经济增长用实际 GDP 的年度百分比变化来衡量。

Inflation is measured by the Consumer Price Index (CPI). Demand‑pull inflation occurs when aggregate demand exceeds aggregate supply; cost‑push inflation arises from rising costs of production. The unemployment rate counts those actively seeking work but unable to find it.

Fiscal policy involves government spending and taxation to influence the level of economic activity. A budget deficit is expansionary, while a surplus is contractionary. Direct taxes (income tax, corporation tax) affect income and profits; indirect taxes (VAT, excise duty) affect spending.

Monetary policy uses interest rates, the money supply and the exchange rate to achieve macroeconomic targets. A lower interest rate encourages borrowing and consumption, raising AD; a higher rate does the opposite. Central banks may also use quantitative easing to increase the money supply.

You should be able to analyse the relative effectiveness of fiscal and monetary policy in different contexts, and discuss supply‑side policies such as education, training, privatisation and deregulation that aim to increase productive capacity.

8. International Trade and Globalisation | 国际贸易与全球化

Countries trade because of the principle of comparative advantage: even if one country is more efficient in producing all goods, specialisation and trade can still benefit both. Comparative advantage is linked to lower opportunity cost.

Diagrams showing the foreign exchange market are fundamental.

Globalisation refers to the increasing integration of economies worldwide through trade, investment, migration and technology. It has brought both opportunities (economic growth, poverty reduction) and challenges (inequality, environmental degradation, vulnerability to external shocks). MNCs play a key role in this process.

9. Economic Development | 经济发展

Economic development is a broader concept than economic growth; it includes improvements in living standards, health, education, and reductions in poverty and inequality. GDP per capita is a useful but incomplete measure of development.

The Human Development Index (HDI) combines life expectancy, education (mean and expected years of schooling) and GNI per capita to give a more rounded picture. Other indicators include access to clean water, literacy rates, and infant mortality.

IGCSE Economics requires you to draw, label and interpret diagrams accurately. The most important diagrams to master include:

  • Demand and supply curves with shifts and market equilibrium
  • Negative and positive externality diagrams showing welfare loss/gain
  • PPC showing scarcity, choice and opportunity cost
  • AD/AS diagrams for macroeconomic equilibrium
  • Foreign exchange market diagram
  • Price control diagrams (maximum and minimum price)
