Transactions are measured in monetary terms and follow the principle of double-entry bookkeeping, where every transaction is recorded as both a credit and a debit, meaning the BoP must always balance in an accounting sense.

The Capital and Financial Account records the flow of capital in and out of the country. The Capital Account (smaller in size) records capital transfers and the acquisition or disposal of non-produced, non-financial assets such as land sold to embassies. In the short run, the J-curve effect shows the deficit may initially worsen before it eventually improves.
