📚 IGCSE WJEC Business: Human Resource Management Key Points |

Human Resource Management (HRM) is the strategic approach to managing an organisation’s most valuable asset — its people. It covers everything from recruitment and training to motivation and dismissal. In the WJEC IGCSE Business syllabus, HRM appears as a key functional area, focusing on how firms attract, retain, and develop employees to meet business objectives. Understanding HRM helps students analyse real-world workforce issues and the role of effective people management in business success.

1. What is Human Resource Management? |

Human Resource Management (HRM) involves the policies, practices and systems that influence employee behaviour, attitudes, and performance. It is concerned with making the best use of the workforce to achieve organisational goals. Key HRM functions include human resource planning, recruitment and selection, training and development, performance management, rewarding employees, and maintaining good industrial relations. Effective HRM can increase productivity, reduce labour turnover, and improve employee motivation, leading to higher profitability.

Businesses with strong HRM practices often enjoy a better reputation as employers, making it easier to attract top talent. Human resources are different from other resources because employees have feelings, creativity, and the ability to decide how hard they work. Therefore, managers must lead, not just control, their workforce.

2. Human Resource Planning |

Human resource planning is the process of forecasting the future demand for and supply of labour in an organisation. It helps a business to have the right number of employees, with the right skills, in the right place, at the right time. A key part of this is analysing current workforce data, such as age profiles, skills audits, and labour turnover rates.

Labour turnover is a vital metric in HR planning. It measures the proportion of employees leaving a business over a period. The formula is:

Labour Turnover = (Number of Leavers in Period ÷ Average Number of Employees) × 100%

A high labour turnover rate can indicate poor morale, ineffective recruitment, or uncompetitive pay. HR planning also involves deciding whether to use full-time, part-time, temporary, or flexible staff in response to changes in demand.

3. Recruitment and Selection |

Recruitment is the process of attracting a pool of qualified applicants for a job vacancy. Selection involves choosing the most suitable candidate from that pool. A business can recruit internally (from existing employees) or externally (from outside the organisation). Each method has advantages and disadvantages.

  • Internal recruitment: cheaper, quicker, motivates staff with promotion prospects, and the candidate already knows the company culture. However, it limits the pool of ideas and creates another vacancy.

  • External recruitment: brings new skills and ideas, attracts a wider range of candidates. Drawbacks include higher cost, longer induction time, and risk of choosing someone who does not fit the culture.

The selection process typically involves shortlisting applications, interviews, testing (aptitude, psychometric, or skills-based), and assessment centres for senior roles. A job description outlines the duties and responsibilities, while a person specification describes the ideal candidate’s qualifications, experience, and personal attributes. Both documents are essential to fair and effective selection.

4. Training and Development |

Training is the process of equipping employees with the skills and knowledge needed to perform their current job effectively. Development focuses on preparing employees for future roles and responsibilities. Key types of training include:

  • Induction training: introduces new employees to the business, its policies, and their co-workers. It helps reduce anxiety and improve early productivity.

  • On-the-job training: learning by doing, often with coaching from experienced colleagues. It is cost-effective and directly relevant, but may pass on bad habits and disrupt production.

  • Off-the-job training: conducted away from the work station, such as college courses, workshops, or external conferences. It provides expert input and new perspectives, but is more expensive and may not always be job-specific.

Businesses benefit from training through higher productivity, better quality, fewer accidents, and increased employee motivation. Employees gain greater job satisfaction and career prospects. However, training can be costly, and some staff might leave after receiving expensive training, which discourages some firms from investing heavily.

5. Motivation Theories |

Motivation refers to the internal and external factors that stimulate the desire and energy in people to be continually interested and committed to a job. Understanding what motivates employees helps managers design effective reward systems and working conditions. Key motivation theories in the WJEC syllabus include Taylor, Maslow, Herzberg, and Mayo.

Theorist Key Idea Business Application
Taylor Scientific management; money is the main motivator. Piece-rate pay, close supervision.
Maslow Hierarchy of needs: physiological, safety, social, esteem, self-actualisation. Meet lower-order needs first, then provide recognition and development.
Herzberg Two-factor theory: hygiene factors (e.g. pay, conditions) prevent dissatisfaction; motivators (e.g. achievement, responsibility) create satisfaction. Ensure good working conditions, then design enriching jobs.
Mayo Human relations approach; social needs and group norms influence productivity. Teamwork, positive group culture, manager-worker communication.

There is no single best way to motivate all employees. Financial methods such as bonuses, commission, and profit sharing can be powerful, but non-financial methods like job enrichment, recognition, and flexible working are equally important. A modern approach often blends elements from several theories to suit different employee groups.

6. Remuneration and Rewards |

Remuneration is the total payment and benefits received by an employee for their work. Employers use different pay systems to attract, retain, and motivate staff. The main types are time-rate pay, piece-rate pay, salary, commission, and profit sharing.

  • Time-rate pay: employees are paid per hour or per day. It is simple to administer, but offers no incentive to work faster.

  • Piece-rate pay: payment per unit produced. It encourages high output, but may reduce quality and increase stress.

  • Salary: a fixed annual amount paid monthly, common for professional and managerial jobs. It provides stability but is not directly linked to short-term effort.

  • Commission: payment based on sales value or volume, often combined with a low basic salary. Motivates sales force but can lead to aggressive selling.

  • Profit sharing: a bonus linked to the company’s profits. Aligns employees’ interests with business success, but profit may be affected by outside factors.

In addition to basic pay, fringe benefits (or ‘perks’) such as company cars, health insurance, and pension contributions can form a significant part of the total reward package, especially for senior roles. A well-designed pay system should be fair, transparent, and linked to performance where possible.

7. Organisational Structures |

Organisational structure refers to the way a business arranges its employees and jobs so that work can be performed and objectives achieved. Key concepts include hierarchy, chain of command, span of control, and centralisation versus decentralisation. The structure is often shown in an organisation chart.

Tall and flat structures: A tall structure has many levels of hierarchy and narrow spans of control. Communication can be slow, but there are more promotion opportunities. A flat structure has few levels and wide spans of control; it encourages faster communication and more delegation, but managers may be overstretched.

Centralisation means most decision-making authority rests with senior management at the centre. Decentralisation delegates authority down to lower levels or regional branches. Centralisation ensures consistency and control, while decentralisation empowers employees and speeds up local responses. The choice depends on the business’s size, culture, and competitive environment.

8. Communication in Business |

Effective communication is the exchange of information between people that results in a common understanding. It is crucial for coordination, motivation, and decision-making. Communication can be internal (between people inside the business) or external (with customers, suppliers, and other stakeholders).

  • Formal communication follows official channels, such as reports, meetings, and noticeboards. It is structured and documented, aiding clarity and accountability.

  • Informal communication is casual conversation between employees, often called ‘the grapevine’. It can spread information quickly but may be inaccurate.

Barriers to communication include language difficulties, excessive jargon, noise, poor listening, and emotional interference. To overcome these, businesses can use clear, concise language, repeat key messages, choose the most appropriate medium (e.g. face-to-face, email, video call), and encourage feedback. Modern communication technologies such as intranets and collaborative software can enhance information flow but also create information overload.

9. Industrial Relations and Trade Unions |

Industrial relations refer to the relationship between employers and employees, especially groups of employees represented by trade unions. A trade union is an organisation that represents workers’ interests, aiming to protect and improve pay, working conditions, and job security.

Unions negotiate with employers through collective bargaining. If negotiations fail, they may take industrial action, such as a strike (withdrawal of labour) or work-to-rule (strict adherence to rules to slow productivity). Businesses usually try to avoid conflict because strikes damage production, reputation, and employee relations.

Methods to settle disputes include conciliation (a neutral third party helps discussions), arbitration (a third party makes a binding decision), and mutual negotiation. Good industrial relations are built on trust, fair treatment, and regular consultation. Many modern businesses actively work with unions to create a cooperative climate, reducing the need for formal disputes.

10. Current HRM Challenges and Trends |

Human resource management today faces new challenges driven by technology, globalisation, and social change. Key issues include remote working, workforce diversity, ethical employment, and the gig economy.

  • Remote and hybrid working: Increased flexibility can boost work-life balance and reduce office costs, but managers must find new ways to monitor performance and maintain team cohesion.

  • Diversity and inclusion: A diverse workforce brings different perspectives and can improve creativity and market understanding. HR must ensure equal opportunities regardless of gender, ethnicity, age, or disability.

  • Ethical employment: Businesses are under pressure to provide fair wages, safe conditions, and avoid exploitation in their supply chains. Ethical HR practices strengthen brand reputation.

  • Gig economy and flexible workforce: Many firms use freelance, temporary, or zero-hours contracts to gain flexibility. While this reduces fixed labour costs, it can create insecurity and lower employee loyalty.

These trends require HR professionals to be strategic partners in business, not just administrative support. Legislation, such as the UK Equality Act 2010, sets minimum standards that businesses must comply with, but leading firms go beyond compliance to build a positive employer brand.
