In QC, responsibility for quality lies mainly with inspectors; in QA, every employee is responsible. QC often relies on sampling at the end of the production line, whereas QA involves continuous monitoring throughout the whole process. Exam questions frequently ask you to compare these two approaches, so memorising their contrasting features is essential.

5. Total Quality Management (TQM) | 全面质量管理

Total Quality Management is a philosophy where every person in the organisation is committed to continuous improvement of quality. Under TQM, quality becomes part of the company culture rather than a separate department’s job. Teams work together to identify problems and propose solutions, often using quality circles. Benchmarking can be internal (comparing different branches of the same firm), competitive (against direct rivals) or functional (looking at similar processes in any industry). It drives continuous improvement and helps a business stay competitive, but it requires honest self‑assessment and sometimes access to competitor data, which can be difficult to obtain.

Internal failure costs arise when defects are found before the product reaches the customer, for instance scrap, rework and downtime. External failure costs are the most damaging because they occur after the customer has received a faulty product, including warranty claims, returns, legal fees and, critically, damage to reputation. An effective quality system tries to minimise failure costs by investing in prevention, which usually saves money in the long run.
