Strategic management is the continuous planning, monitoring, analysis and assessment of all that is necessary for an organisation to meet its goals and objectives. It involves setting a direction, understanding the competitive landscape, and making choices that allocate resources to achieve a sustainable advantage. In both IB and CIE Business syllabi, this topic draws together earlier functional areas such as marketing, finance and operations into a holistic, long-term perspective.

1. What is Strategic Management? | 什么是战略管理?

Strategic management is a top-level, organisation-wide activity that focuses on long-term survival, growth and value creation. Unlike tactical or operational decisions, strategic decisions are complex, involve significant commitment of resources, and are difficult to reverse. They are normally made by senior management and board of directors.

2. Strategic Hierarchy | 战略层级

Strategy exists at three main levels: corporate, business and functional. Corporate strategy concerns the overall scope of the organisation, including diversification, mergers and acquisitions, and resource allocation across business units. Business (or competitive) strategy deals with how a firm competes in a particular market, often captured by Porter’s generic strategies. Functional strategy refers to how individual departments such as marketing, HR and operations support the higher-level strategies.

3. Strategic Analysis: SWOT | 战略分析:SWOT

SWOT analysis is a fundamental tool for auditing an organisation and its environment. It stands for Strengths, Weaknesses, Opportunities and Threats. Strengths and weaknesses are internal factors, while opportunities and threats are external. This framework helps managers identify strategic issues that must be addressed.

A good SWOT does not just list bullet points; it analyses relationships between factors. Examiners expect students to draw conclusions and make recommendations from a SWOT, not merely present a list.

Michael Porter’s Five Forces model analyses the competitive intensity and attractiveness of an industry. The five forces are: the threat of new entrants, the bargaining power of suppliers, the bargaining power of buyers, the threat of substitute products or services, and the intensity of competitive rivalry.

When entry barriers are low and competition is fierce, industry profitability tends to be limited. Strategic managers use this model to decide whether to enter, stay in or exit an industry, and to position the firm where these forces are weakest. In CIE and IB exams, you must be able to draw and label the model and explain how each force can reduce profit potential.

Porter argues that a business can achieve above-average performance by adopting one of three generic strategies: cost leadership, differentiation or focus. Cost leadership means being the lowest-cost producer in the industry. Differentiation involves offering a product or service perceived as unique. Focus means targeting a narrow market segment, either through cost focus or differentiation focus.

The Ansoff Matrix is a strategic marketing planning tool that maps four growth strategies based on products and markets: market penetration (existing products, existing markets), product development (new products, existing markets), market development (existing products, new markets) and diversification (new products, new markets).

The BCG Matrix analyses a firm’s product portfolio according to market growth rate and relative market share. It categorises products into four types: stars (high growth, high share), cash cows (low growth, high share), question marks (high growth, low share) and dogs (low growth, low share).

In exams, expect to plot products on the matrix and justify recommendations such as invest, harvest or divest.

Suitability checks whether a strategy fits the strategic position; acceptability considers stakeholder expectations and return-risk trade-offs; feasibility deals with resources and competences.

The control process involves setting targets, measuring actual performance, comparing the two and taking corrective action.

Success in strategic management questions demands precise terminology. Terms such as ‘competitive advantage’, ‘synergy’, ‘core competence’, ‘strategic drift’ and ‘stakeholder mapping’ often appear in mark schemes. Always define key terms before applying them to the case study.

Time management is crucial: plan your response, use clear paragraphs and show evaluative judgement throughout.
