📚 A-Level WJEC Economics: Scarcity and Choice Key Points | A-Level WJEC

Scarcity is the central concept that defines economics as a social science. It arises because human wants for goods and services are virtually unlimited, while the resources available to produce them are finite. This fundamental imbalance compels individuals, firms, and governments to make choices, each of which involves an opportunity cost. In the A-Level WJEC specification, understanding scarcity and choice is the necessary foundation for exploring how markets operate, why governments intervene, and how economies grow. This article covers the key points you need to master the topic, with clear explanations in both English and Chinese.

1. The Fundamental Economic Problem |

The fundamental economic problem is that resources are scarce relative to unlimited wants. Society must decide what to produce, how to produce it, and for whom to produce it. These three questions arise directly from scarcity.

Without scarcity, there would be no need for economic systems or decision-making. Every good would be a free good, like air in an unpolluted atmosphere. But in reality, most goods are economic goods, which command a price and require resources to be sacrificed.

2. Scarcity: Absolute vs Relative |

Scarcity can be understood in both absolute and relative terms. Absolute scarcity refers to a physical shortage of a resource, such as oil reserves that will eventually run out. Relative scarcity is the more common concept in economics – it means that a good is scarce compared to the demand for it at a zero price. A limited-edition sneaker is not physically absent, but at a price of zero, far more people would want it than can actually obtain it.

WJEC examiners often use relative scarcity to explain why economic agents must make choices, even in wealthy societies. The fact that a billionaire faces scarcity of time, if not of money, illustrates that scarcity is a universal condition.

3. Choice and Opportunity Cost |

Choice is the act of selecting among alternatives. Because resources are scarce, choosing one option means forgoing the next best alternative. The value of that next best alternative is the opportunity cost. This applies equally to consumers, firms, and governments. If a student decides to spend an hour revising Economics instead of going to the cinema, the opportunity cost is the enjoyment and benefit lost from not watching the film.

Opportunity cost is not simply the sum of all other alternatives; it is only the single next best alternative. This precision is essential for WJEC multiple-choice and data-response questions.

4. Factors of Production |

The resources used to produce goods and services are called factors of production. They are traditionally grouped into four categories: land, labour, capital, and enterprise. Land includes all natural resources such as minerals, water, and agricultural land. Labour refers to the human effort, both physical and mental, applied in production. Capital consists of man-made aids to production, such as machinery, factories, and infrastructure. Enterprise is the willingness to take risks and organise the other three factors to create output.

Each factor earns a reward: land earns rent, labour earns wages, capital earns interest, and enterprise earns profit. The scarcity of these factors, and their rewards, shapes the distribution of income in an economy.

5. Production Possibility Frontier (PPF) |

The PPF is a curve that shows the maximum possible output combinations of two goods or types of goods that an economy can produce, given fixed resources and technology. Points on the curve represent full and efficient employment of resources. Points inside the curve indicate unemployment or inefficient resource use. Points outside the curve are unattainable given current constraints.

For WJEC, a typical PPF diagram has capital goods on the vertical axis and consumer goods on the horizontal axis. Shifts of the curve, and movements along it, are critical for explaining opportunity cost and economic growth.

6. PPF and Opportunity Cost | PPF

The shape of the PPF reflects the nature of opportunity cost. A straight-line PPF implies constant opportunity cost, meaning the resources are equally suited to producing both goods. A concave (bowed-out) PPF, which is more realistic, shows increasing opportunity cost. As more of one good is produced, the economy must use resources that are increasingly less suited to that production, thereby sacrificing ever larger amounts of the other good.

Calculating opportunity cost from a PPF involves reading the change in one good relative to the change in the other. For example, moving from point A to point B on a PPF might show that producing 10 extra units of capital goods requires giving up 5 units of consumer goods; the opportunity cost of one capital good is 0.5 consumer goods.

7. Shifts of the PPF and Economic Growth | PPF

An outward shift of the PPF represents economic growth – an expansion in the economy’s capacity to produce. This can be caused by an increase in the quantity or quality of resources, or by technological progress. For instance, an improvement in education raises labour productivity, shifting the PPF outward. Similarly, the discovery of new mineral deposits expands the land factor.

An outward shift that favours capital goods more than consumer goods can affect future growth potential. WJEC often asks students to distinguish between an outward pivot and a parallel shift, and to link these to the debate about consumer-led versus investment-led growth.

8. Economic Systems and the Allocation of Resources |

Scarcity forces every society to adopt an economic system to answer the three fundamental questions. The main types are market economies, where decisions are decentralised and made through price mechanisms; command (planned) economies, where the state makes central decisions; and mixed economies, which combine elements of both. In reality, all modern economies are mixed, though the degree of government involvement varies.

WJEC expects you to evaluate the strengths and weaknesses of each system in terms of efficiency, equity, and freedom of choice. Scarcity makes these trade-offs inescapable; no system can simultaneously achieve all objectives perfectly.

9. Marginal Analysis and Rational Choice |

Economics assumes that decision-makers think at the margin. This means considering the additional (marginal) benefit of an action compared with its additional (marginal) cost. A rational choice occurs when marginal benefit (MB) exceeds or equals marginal cost (MC). For consumers, this could mean buying an extra unit of a good if the satisfaction gained is greater than the price paid. For firms, it means producing up to the output level where marginal revenue equals marginal cost.

Marginal analysis provides a powerful tool for understanding how choices respond to incentives, which is a recurring theme in WJEC data-response tasks. A change in price or income alters the marginal calculus and can lead to observable changes in behaviour.

10. Free Goods and Economic Goods |

Free goods are abundant in supply and have no opportunity cost, such as air, sunlight, or salt water in the open ocean. Economic goods are scarce relative to demand and therefore command a positive price. The distinction matters because the allocation of economic goods is the core concern of economics. Free goods do not require rationing or a market price.

Some goods can move between the two categories. Clean water is an economic good in many parts of the world because purification and distribution use scarce resources. If an environmental disaster pollutes the air, even breathing may no longer be a free good in that affected region.

11. The Role of Incentives in Choice |

Because scarcity forces choice, incentives become critical in guiding behaviour. An incentive is a factor that motivates a particular course of action. Prices are the primary incentives in market economies: a rise in the price of a good provides consumers with an incentive to buy less, while giving producers an incentive to supply more. Policies such as taxes, subsidies, and regulations alter incentives and can be used to correct market failures arising from scarcity.

WJEC case studies often involve analysing how a tax on sugar-sweetened beverages changes consumer choice by increasing the opportunity cost of purchasing those drinks, relative to healthier alternatives.

12. Sustainability and Intertemporal Choice |

A deeper implication of scarcity is the need for sustainable use of resources. Choices made today affect the availability of resources for future generations. This intertemporal aspect of scarcity is closely linked to the concept of sustainability – meeting the needs of the present without compromising the ability of future generations to meet their own needs. Overfishing today, for instance, may boost current consumption but reduces fish stocks for tomorrow, representing a high intertemporal opportunity cost.

In A-Level essays, you can use the PPF model to discuss sustainability: if growth relies on depleting non-renewable resources without technological progress or investment in renewables, the current outward shift of the PPF could be temporary or even reverse in the long run.
