📚 Economic Development in IGCSE AQA Economics | IGCSE AQA
Economic development is a broad concept that goes beyond simply increases in output. It refers to the improvement in the overall well-being of people in a country, including higher living standards, better health and education, reduced poverty, and greater freedom of choice. In IGCSE Economics, it is essential to understand the difference between economic growth and development, and the various ways in which development can be measured and fostered.
1. What is Economic Development? |
Economic development means an improvement in the quality of life and living standards for a country’s population. This includes not only higher income per person, but also better access to healthcare, education, clean water, and sanitation. Development also involves greater economic and social freedoms, reduced inequality, and the protection of the environment for future generations.
The concept of development is multidimensional. It recognises that higher GDP alone does not guarantee that all citizens enjoy a higher standard of living. For example, a country might experience rapid economic growth due to oil exports, but if the wealth is not spread across the population, poverty may remain high and life expectancy low.
2. Economic Growth vs. Economic Development |
Economic growth is a narrow, quantitative measure, usually defined as an increase in a country’s real Gross Domestic Product (GDP) over time. It focuses on the rise in the value of goods and services produced. In contrast, economic development is a wider, qualitative concept that encompasses improvements in living standards, health, education, and environmental sustainability.
It is possible to have economic growth without development. For instance, if GDP rises mainly due to military spending or production that causes heavy pollution, average living standards might not improve. Conversely, sustainable development can occur with moderate growth if resources are used to improve healthcare and education, thereby raising the quality of life.
3. Measuring Economic Development – GDP |
Gross Domestic Product (GDP) is the total value of all final goods and services produced within a country in a year. While GDP is primarily a measure of economic growth, it is often used as a starting point for comparing development levels. GDP per capita (GDP divided by population) gives an average income per person and is widely reported.
GDP per capita has serious limitations as a measure of development. It does not account for income distribution, so a small wealthy elite can raise the average while most people remain poor. It also ignores non-market activities (such as subsistence farming) and negative externalities like pollution. Moreover, it says nothing about health, education, or life expectancy.
4. Human Development Index (HDI) |
The Human Development Index (HDI) is a composite index developed by the United Nations to provide a more complete picture of development. It combines three key dimensions: a long and healthy life (measured by life expectancy at birth), access to knowledge (measured by mean years of schooling and expected years of schooling), and a decent standard of living (measured by Gross National Income per capita, adjusted for purchasing power parity).
HDI values range between 0 and 1, with countries categorised as very high, high, medium, or low human development. Because it includes health and education, HDI reveals much more about well-being than income alone. However, HDI still does not capture inequality within a country, personal security, or environmental quality, which is why the UN later introduced the Inequality-adjusted HDI (IHDI).
5. Other Indicators of Development |
Beyond GDP and HDI, economists use a range of other indicators to assess development. These include the percentage of the population with access to clean water, the infant mortality rate, the literacy rate, and the number of doctors per 1,000 people. Gender‑related measures, such as the Gender Inequality Index, highlight disparities between men and women in health, empowerment, and labour market participation.
Poverty measures, such as the proportion of the population living below the international poverty line (currently $2.15 per day, PPP), are crucial. Composite indices like the Multidimensional Poverty Index (MPI) examine overlapping deprivations at the household level, including nutrition, child mortality, years of schooling, and access to electricity. These indicators reveal the depth and nature of deprivation that income alone cannot show.
6. Factors Affecting Development – Investment and Savings |
Investment in physical capital, such as machinery, factories, and infrastructure, raises productivity and creates jobs, which in turn fuels economic development. High levels of savings in a country provide the funds that banks can lend to businesses for investment. Without sufficient savings, a country may have to rely on foreign borrowing, which can lead to debt problems.
Investment in human capital – education, training, and healthcare – is equally important. A more educated, healthier workforce is more productive and adaptable to technological change. Many developing countries suffer from a ‘brain drain’, where skilled workers emigrate, reducing the domestic human capital stock. Policies promoting both domestic and foreign direct investment (FDI) can accelerate development.
7. Health, Education and Population |
Improvements in healthcare – such as vaccination programmes, access to clean water, and better nutrition – reduce infant mortality and raise life expectancy. A healthier population misses fewer days of work and spends less on medical treatment, allowing families to invest more in education and small businesses, thus creating a virtuous cycle of development.
Education equips people with literacy, numeracy, and problem‑solving skills that are essential for modern economies. It also empowers women, which tends to lower fertility rates and improve the health and education of the next generation. However, rapid population growth in some low‑income countries can strain resources and make it harder to raise living standards. Striking a balance through family planning and empowerment is a key development goal.
8. Trade, Debt, and Foreign Aid |
International trade can be a powerful engine for development, as it allows countries to specialise according to their comparative advantage, earn foreign exchange, and access larger markets. However, many developing countries rely heavily on exporting primary commodities, whose prices are volatile and tend to decline relative to manufactured goods. This can cause instability and terms‑of‑trade deterioration.
High levels of external debt force countries to spend a significant portion of their export earnings on debt servicing rather than on healthcare or education. Debt relief programmes, such as the Heavily Indebted Poor Countries (HIPC) initiative, aim to reduce this burden. Foreign aid, whether in the form of grants, concessional loans, or technical assistance, can supplement domestic resources. But its effectiveness depends on good governance and the absence of corruption.
9. Poverty and Income Inequality |
Widespread poverty is both a cause and a consequence of underdevelopment. When large segments of the population live on less than $2.15 a day, they cannot afford adequate nutrition, healthcare, or education, which perpetuates low productivity and poor growth. Development strategies must therefore target poverty reduction directly through social safety nets, cash transfer programmes, and pro‑poor employment schemes.
High income inequality can undermine development, even in a growing economy. If the benefits of growth are captured by the rich, social tensions may increase and the domestic market for goods and services remains small because the poor lack purchasing power. Progressive taxation and investment in public services such as universal education and healthcare can help reduce inequality and make growth more inclusive.
10. Sustainable Development |
Sustainable development meets the needs of the present without compromising the ability of future generations to meet their own needs. This requires balancing economic growth with environmental protection and social inclusion. The United Nations Sustainable Development Goals (SDGs) set 17 targets to be achieved by 2030, covering poverty, hunger, health, education, clean energy, climate action, and reduced inequalities.
Climate change poses a major threat to development, especially for low‑income countries that depend on agriculture and are vulnerable to extreme weather. Moving towards renewable energy, sustainable agriculture, and greener technologies is essential. Governments can use regulations, subsidies, and carbon taxes to encourage sustainable practices, while international cooperation is vital to finance the transition in poorer regions.
