1. The Economic Problem and Resource Allocation | 经济问题与资源配置

The fundamental economic problem is scarcity: unlimited wants but limited resources. This means choices must be made, leading to opportunity cost — the next best alternative given up. The three basic economic questions are: what to produce, how to produce, and for whom to produce.

Resources, or factors of production, are land, labour, capital, and enterprise. 2. Demand, Supply and Market Equilibrium | 需求、供给与市场均衡

Demand is the quantity of a good or service consumers are willing and able to buy at various prices in a given time period. The law of demand states that as price rises, quantity demanded falls (ceteris paribus). Movements along the demand curve are caused by price changes; shifts occur due to factors like income, tastes, prices of substitutes/complements, and population.

Price elasticity of demand (PED) measures responsiveness of quantity demanded to a change in price. PED = % change in quantity demanded ÷ % change in price. If PED > 1, demand is elastic (luxury goods); if PED < 1, inelastic (necessities); if PED = 1, unit elastic. PED influences total revenue: raising price increases revenue if inelastic, decreases if elastic.

4. Market Failure and Government Intervention | 市场失灵与政府干预

Market failure occurs when the free market does not allocate resources efficiently. Main causes: positive and negative externalities, public goods, information gaps, monopoly power, and inequality. Negative externalities (e.g., pollution) mean social cost > private cost; positive externalities (e.g., education) mean social benefit > private benefit.

Production converts inputs into outputs. In the short run, at least one factor is fixed. The law of diminishing returns states that adding more of a variable factor to a fixed factor eventually yields smaller increases in output. Productivity measures output per unit of input.

Governments typically pursue four main objectives: economic growth, low unemployment, low and stable inflation (price stability), and a favourable balance of payments. Additionally, equitable income distribution and environmental sustainability are increasingly prioritised.

9. Inflation and Price Stability | 通货膨胀与物价稳定

Inflation is a sustained rise in the general price level. Deflation is a fall. The UK government targets 2% CPI inflation. Inflation is measured by the Consumer Price Index (CPI) and the Retail Price Index (RPI), which track the price of a representative basket of goods and services over time.

Protectionism uses tariffs, quotas, subsidies, and non-tariff barriers to restrict imports. 11. Fiscal and Monetary Policy | 财政与货币政策

The budget balance: surplus when tax > spending, deficit when spending > tax. Government borrowing finances deficits, increasing national debt.
