International trade is the lifeblood of the global economy. For GCSE WJEC Economics, you need to understand why nations buy and sell across borders, how trade is shaped by policies and exchange rates, and what it means for consumers, firms and governments. This revision guide unpacks all the essential concepts, from absolute and comparative advantage to trading blocs and the balance of payments, with clear explanations and exam-ready insights.

1. Benefits of International Trade |

International trade allows countries to specialise in producing goods and services where they have a comparative advantage, then exchange them for products made more efficiently elsewhere. This increases total global output and raises living standards.

Without trade, nations would be forced to produce everything domestically, even goods for which they lack resources or skills. Trade grants access to a wider variety of goods, from tropical fruits to advanced electronics, enhancing consumer choice.

Greater competition from international firms pressures domestic producers to improve quality and lower costs, while the expansion of markets allows firms to exploit economies of scale, reducing average costs.

2. Absolute and Comparative Advantage |

Absolute advantage occurs when a country can produce a good using fewer resources (or produce more output per unit of input) than another country. It is a simple comparison of productivity.

Comparative advantage exists when a country can produce a good at a lower opportunity cost than its trading partner. Opportunity cost is the value of the next best alternative forgone. Even if a nation has absolute advantage in all goods, gains from trade are still possible by specialising according to comparative advantage.

Consider a two-country, two-product model. Country X can produce 10 cars or 20 tonnes of wheat. Country Y can produce 8 cars or 24 tonnes of wheat. The opportunity cost of 1 car in Country X is 2 tonnes of wheat, while in Country Y it is 3 tonnes of wheat. Therefore, Country X has a comparative advantage in cars, and Country Y in wheat. Specialisation and trade benefit both.

Country Cars (max) Wheat (max, tonnes) Opp. cost of 1 car Opp. cost of 1 tonne wheat
X 10 20 2 tonnes wheat 0.5 cars
Y 8 24 3 tonnes wheat 1/3 car

In WJEC exams you may be asked to calculate opportunity costs or identify which country should specialise in which product. Always show your working and state clearly which country has the lower opportunity cost for each good.

3. Free Trade and Protectionism |

Free trade is the unrestricted exchange of goods and services between countries, with no government-imposed barriers such as tariffs or quotas. It aims to maximise the benefits of specialisation and comparative advantage.

Protectionism refers to policies that restrict imports to protect domestic industries from foreign competition. Governments may adopt protectionist measures to shield local jobs, nurture infant industries, or safeguard strategic sectors such as defence and food security.

While free trade tends to increase efficiency and consumer welfare, it can lead to structural unemployment in industries that cannot compete internationally. Protectionism can offer breathing room for adjustment but often raises prices and reduces choice for consumers.

4. Methods of Protectionism |

A tariff is a tax imposed on imported goods. It raises the price of imports, making domestically produced substitutes more competitive. The government also earns tax revenue.

A quota is a physical limit on the quantity of a good that can be imported. By restricting supply, quotas push up the domestic price, benefiting local producers but hurting consumers through higher prices and reduced choice.

Subsidies to domestic producers lower their costs, enabling them to sell at lower prices and compete against imports. However, subsidies require government spending and can lead to inefficiencies if firms become reliant on state support.

An embargo is a complete ban on trade with a particular country, usually for political or security reasons. Administrative barriers, such as strict safety standards or complex customs procedures, can also act as hidden protectionism by making it harder and more costly to import.

5. Arguments for and against Protectionism |

Arguments for protectionism include protecting infant industries, which need time to grow and become competitive without being crushed by established foreign rivals. Safeguarding jobs in declining sectors during a transition period is another common rationale.

National security can justify shielding defence-related industries, while measures against dumping – where foreign firms sell goods below cost to capture market share – are seen as leveling the playing field. Some argue that diversification away from over-specialisation insulates an economy from volatile global prices.

Arguments against protectionism highlight that it often leads to higher prices for consumers and less choice. Domestic industries shielded from competition may become inefficient and rely on government support, leading to a misallocation of resources.

Retaliation by trading partners is a significant risk: if one country raises barriers, others may do the same, triggering a trade war that harms all. In addition, protectionism can slow the diffusion of technology and innovation, undermining dynamic efficiency.

6. Trading Blocs |

A trading bloc is a group of countries that agree to reduce or eliminate trade barriers among themselves while often maintaining a common external trade policy. Blocs vary in the depth of integration.

A free trade area (FTA) eliminates tariffs and quotas on trade between member countries but allows each member to set its own barriers against non-members. Example: USMCA (formerly NAFTA).

A customs union goes further by adopting a common external tariff on imports from non-members, removing the need for rules of origin within the bloc. The EU began as a customs union.

A single market (or common market) adds the free movement of factors of production – labour, capital, goods and services – and harmonises many regulations. The European Single Market is the best-known example, enabling the four freedoms.

A monetary union involves member countries sharing a common currency and a single monetary policy, as seen in the Eurozone. This removes exchange rate uncertainty but requires member states to give up independent monetary policy.

7. The European Union and Single Market |

The European Union is a political and economic union of 27 member states that evolved from a post-war customs union into the world’s deepest and most integrated single market. For WJEC, you must be familiar with its role in trade and the impact of membership.

The single market guarantees the free movement of goods, services, people and capital. It eliminates technical barriers, mutual recognition of standards, and opens up a market of over 440 million consumers, allowing firms to scale up significantly.

EU membership brings trade creation, as lower costs boost intra-EU trade, but can also lead to trade diversion, where trade shifts from more efficient external suppliers to less efficient internal ones due to the common external tariff.

Brexit – the UK’s withdrawal from the EU – ended freedom of movement and the UK’s participation in the single market and customs union. This introduced customs checks, rules of origin requirements, and non-tariff barriers, affecting the volume and pattern of UK trade.

8. Balance of Payments |

The balance of payments records a country’s financial transactions with the rest of the world. The current account is the most relevant part for international trade, covering trade in goods (visible trade), trade in services (invisible trade), primary and secondary income flows.

A current account deficit means a country imports more than it exports, spending more foreign currency than it earns. This may be financed by borrowing or selling assets, but a persistent deficit can be unsustainable and may lead to currency depreciation.

A surplus indicates that the country is a net lender to the rest of the world. Causes of deficits include strong domestic demand for imports, lack of international competitiveness, or an overvalued exchange rate. Deficits can be addressed by demand-side policies, supply-side reforms, or protectionist measures, each with trade-offs.

9. Exchange Rates and International Trade |

The exchange rate is the price of one currency in terms of another. It directly influences the price of exports and imports. A depreciation (fall in value) makes exports cheaper and imports more expensive, while an appreciation (rise in value) has the opposite effect.

If the pound sterling depreciates from £1 = $1.30 to £1 = $1.10, UK exports priced in pounds become cheaper for US buyers, potentially boosting export volumes. However, imported raw materials and components become more expensive, raising costs for domestic firms.

The Marshall-Lerner condition states that a depreciation will only improve the trade balance in the long run if the sum of price elasticities of demand for exports and imports is greater than 1. In the short run, the J-curve effect can cause the trade balance to worsen before it improves, as contracts are sticky.

10. Globalisation and Trade |

Globalisation is the increasing integration and interdependence of the world’s economies, driven by reduced transportation and communication costs, trade liberalisation, and the growth of multinational corporations (MNCs).

Globalisation has dramatically increased the volume and variety of international trade. Supply chains now span multiple countries, with components manufactured where the opportunity cost is lowest, a process known as offshoring.

While globalisation has lifted millions out of poverty and accelerated technology transfer, it has also been criticised for contributing to income inequality, environmental damage, and vulnerability to external shocks, such as financial crises or pandemics disrupting global supply networks.

11. Exam Tips for WJEC GCSE Economics | WJEC GCSE

When answering comparative advantage questions, always calculate and clearly state the opportunity cost ratios. Use the table method to show the before-trade and after-trade positions, and explain how both countries consume beyond their production possibility frontier.

For evaluation questions on protectionism, don’t just list pros and cons – consider the time frame (short-run vs long-run), the specific industry (e.g. infant industry vs sunset industry), and the likelihood of retaliation. Use real-world examples like US-China tariffs or EU agricultural policy.

When discussing trading blocs, match the depth of integration to the case. For the EU, highlight the single market’s four freedoms and the impact of Brexit. Always link back to trade creation and trade diversion effects.

In exchange rate questions, remember the difference between depreciation and devaluation (the latter is an official act in a fixed exchange rate system). State the mechanism: currency depreciation -> relative price change -> demand shift -> trade balance effect, but also mention the J-curve and elasticity conditions for top marks.
