📚 GCSE WJEC Economics: Opportunity Cost – Key Revision Points | GCSE WJEC

Opportunity cost is one of the most fundamental concepts in GCSE WJEC Economics. It underpins every economic decision, from how individuals spend their time and money to how governments allocate budgets. Understanding opportunity cost not only helps you analyse real-world choices but also boosts your exam performance. In this revision guide, we will break down the concept, explore its applications across different economic agents, and practise typical exam-style questions.

1. What is Opportunity Cost? |

Opportunity cost is the value of the single next best alternative that you give up when making a choice. It is not simply the money spent; it includes the satisfaction or benefit you could have derived from the alternative.

For example, if you decide to study for an extra hour rather than working at a part-time job, the opportunity cost is the wages you would have earned during that hour.

2. Scarcity, Choice and Opportunity Cost |

Scarcity means that resources are limited while human wants are unlimited. Because of scarcity, people, firms and governments cannot have everything they desire, so they must make choices. Every choice involves an opportunity cost.

Without scarcity, there would be no need to choose, and therefore there would be no opportunity cost. Scarcity is the basic economic problem that forces us to decide what to produce, how to produce and for whom to produce.

3. The Economic Problem and Opportunity Cost |

The fundamental economic problem is that we have finite resources but infinite wants. This means economic agents constantly face trade-offs. Opportunity cost is the true cost of any choice, represented by the next best alternative forgone.

Consider a country that decides to use agricultural land to build a new airport. The opportunity cost is not just the money spent on construction, but the food that could have been grown on that land, as well as the environmental benefits provided by the green space.

4. Opportunity Cost in Consumer Decisions |

Consumers face opportunity costs every day when deciding how to allocate their limited income. Buying a new smartphone means forgoing a weekend trip or saving for future needs. The opportunity cost is the highest-valued alternative that is sacrificed.

Some opportunity costs are monetary, such as the interest lost when you spend money instead of saving it. Others are non-monetary, such as the leisure time you give up to attend an extra revision class.

5. Opportunity Cost for Producers |

Firms must choose how to use their limited resources—land, labour and capital—to maximise profit. If a bakery uses its flour to make bread, the opportunity cost is the cakes it could have produced and sold instead.

Similarly, a company that invests in new machinery might give up the opportunity to hire more staff. The firm chooses the option that is expected to bring the highest return, but must always bear in mind the opportunity cost of the next best project.

6. The Production Possibility Frontier (PPF) and Opportunity Cost |

The Production Possibility Frontier (PPF) is a curve that shows the maximum combinations of two goods an economy can produce when all resources are fully and efficiently used. Movement along the PPF illustrates opportunity cost.

Point Computers Phones Opportunity Cost (Moving from A to B)
A 0 20
B 1 18 2 phones

To produce one more computer, the economy must give up two phones. The opportunity cost of the first computer is 2 phones. If the PPF is concave (bowed outwards), opportunity cost increases as more of a good is produced.

7. Calculating Opportunity Cost |

Opportunity cost is not always obvious. It should be quantified wherever possible. The formula is:

Opportunity Cost = Value of Next Best Alternative Forgone

For example, if a student could either work for 4 hours at £8 per hour or study to improve exam grades, the opportunity cost of choosing to study is £32 (4 hours × £8). However, the benefit of higher future earnings may outweigh this cost.

When comparing investment options, firms calculate opportunity cost as the return they would have earned from the next best investment. Suppose a farmer switches from growing wheat to corn; the opportunity cost is the profit forgone from wheat.

8. Opportunity Cost and Government Policy |

Governments operate with limited budgets, so they too face opportunity costs. Allocating more funds to healthcare means less is available for education or defence. The opportunity cost of building a new hospital might be closing a library or reducing road repairs.

In cost-benefit analysis, the government must weigh the opportunity cost of a project against the expected social benefits. For instance, hosting a major sporting event could boost tourism but the opportunity cost might be the affordable housing that could have been built on the same land.

9. Free Goods and Economic Goods |

A free good is one that is abundant and does not require a sacrifice to obtain; its opportunity cost is zero. An example is air for breathing or sunlight on a sunny day. No choice needs to be made to enjoy it, so there is no next best alternative forgone.

An economic good, on the other hand, is scarce relative to demand, so obtaining it requires giving up something else. Most goods and services in an economy are economic goods. Understanding the distinction helps explain why opportunity cost only applies to economic goods.

10. Marginal Opportunity Cost |

Marginal opportunity cost refers to the additional cost of producing one more unit of a good, expressed in terms of the next best alternative sacrificed. It is the slope of the PPF at a given point.

In many cases, marginal opportunity cost rises as production increases because resources are not equally efficient in producing all goods. For instance, moving farmers from grain to dairy farming might increase the opportunity cost of each additional litre of milk if land is better suited for crops.

11. Common Misconceptions and Exam Tips |

Misconception: Opportunity cost is the total value of all the alternatives you give up. Reality: It is only the value of the single next best alternative.

Misconception: Free goods like public parks have no opportunity cost. Reality: If the land could have been used for something else, there may be an opportunity cost, unless the good is truly abundant.

Exam Tip: WJEC questions often ask you to identify the opportunity cost from a given scenario. Always state the next best alternative explicitly—do not use vague terms. If you are given a PPF diagram, read the axes carefully and calculate the opportunity cost in terms of the other good. In longer answers, link opportunity cost to the economic problem of scarcity to demonstrate deeper understanding.
