In both IB and AQA Economics, students often confuse similar yet fundamentally different concepts. Mastering these distinctions is essential for achieving high marks in examinations and developing a deeper understanding of economic theory. This article clarifies twelve pairs of commonly misunderstood concepts.

Scarcity is the basic economic problem that arises because resources are limited while human wants are unlimited. It is a permanent condition that every society faces, forcing choices about what to produce, how to produce, and for whom to produce.

A shortage, on the other hand, is a temporary situation where the quantity demanded of a good or service exceeds the quantity supplied at the current market price. Shortages can be resolved by allowing the price to rise, whereas scarcity cannot be eliminated.

A key exam tip is to remember that scarcity explains why we need to make choices; shortages describe a market disequilibrium. Do not use the terms interchangeably.

Positive economics deals with objective, testable statements about economic reality. It focuses on ‘what is’ and can be verified or refuted using data. For example, ‘An increase in the national minimum wage raises unemployment among low-skilled workers’ is a positive statement.

Normative economics involves value judgments and opinions about what ought to be. It cannot be tested scientifically. An example is ‘The government should increase the minimum wage to reduce poverty.’ Such statements often include words like ‘should’, ‘ought to’, or ‘fair’.

Both IB and AQA questions frequently ask you to distinguish between positive and normative statements. Including both types in an evaluation can demonstrate higher-order thinking.

Demand refers to the entire relationship between the price of a good and the quantity that consumers are willing and able to buy over a range of prices. It is represented by the downward-sloping demand curve. A change in any non-price determinant, such as income or tastes, shifts the whole demand curve.

Quantity demanded is a specific amount consumers plan to buy at a particular price. It is a single point on the demand curve. A change in the good’s own price causes a movement along the demand curve, which is a change in quantity demanded, not a change in demand.

In exam answers, avoid saying ‘demand increases’ when you mean quantity demanded increases due to a price fall. Precise language scores higher marks.

Supply represents the entire relationship between the price of a product and the quantity that producers are willing and able to offer for sale. The supply curve typically slopes upward. Factors such as production costs, technology, and taxes shift the supply curve.

Quantity supplied is the amount producers wish to sell at a given price. It corresponds to a point on the supply curve. A movement along the supply curve occurs only when the product’s own price changes; that is a change in quantity supplied.

Confusing ‘supply’ with ‘quantity supplied’ is one of the most common errors in diagram-based questions. Always check whether the change is caused by a price factor or a non-price factor.

5. Movement Along the Curve vs. Shift of the Curve | 沿曲线移动 vs 曲线移动

A movement along a demand or supply curve is caused exclusively by a change in the good’s own price. When price falls, there is an extension (increase) in quantity demanded; when price rises, there is a contraction (decrease). The same applies to supply: a higher price causes an extension of quantity supplied, and a lower price causes a contraction.

A shift of the entire curve is caused by changes in any of the non-price determinants. For demand, these include income, tastes, prices of related goods, expectations, and the number of buyers. For supply, they include costs of production, technology, indirect taxes, subsidies, and the number of sellers.

Using the correct terminology on diagrams—writing ‘shift’ or ‘movement along’—is essential for IB and AQA mark schemes.

Normal goods are goods for which demand increases when consumer income rises, and demand decreases when income falls. Most goods are normal, such as brand-name clothing, organic food, and electronics. Their income elasticity of demand (YED) is positive.

Inferior goods are goods for which demand moves in the opposite direction to income. As income rises, demand for inferior goods falls because consumers switch to higher-quality substitutes. Examples include supermarket own-brand basics, bus travel, and instant noodles. Inferior goods have a negative YED.

Remember that ‘inferior’ does not mean low quality in a judgmental sense; it is an economic classification based on how demand responds to income changes.

Substitute goods are products that can be used in place of one another to satisfy a similar want. An increase in the price of Good A leads to an increase in the demand for Good B (its substitute), as consumers switch away from the more expensive option. Examples include tea and coffee, or butter and margarine.

Complementary goods are products that are jointly consumed together. A rise in the price of Good A reduces the quantity demanded of Good A, which in turn decreases the demand for Good B, its complement. Examples include printers and ink cartridges, or cars and petrol.

The cross elasticity of demand (XED) is positive for substitutes and negative for complements. This numerical sign is often tested in both syllabi.

8. Price Elasticity of Demand (PED) vs. Income Elasticity of Demand (YED) | 需求价格弹性 vs 需求收入弹性

Price Elasticity of Demand (PED) measures the responsiveness of quantity demanded to a change in the good’s own price. The formula is:

PED = %Δ Quantity Demanded ÷ %Δ Price

PED is almost always negative due to the law of demand, but economists often ignore the minus sign and consider the absolute value. Goods with |PED| > 1 are price elastic; goods with |PED| < 1 are price inelastic.

Income Elasticity of Demand (YED) measures the responsiveness of demand to a change in consumers’ income:

YED = %Δ Quantity Demanded ÷ %Δ Income

YED can be positive or negative. Positive YED indicates a normal good; negative YED indicates an inferior good. A YED greater than 1 identifies a luxury good, while a YED between 0 and 1 is a necessity.

Do not confuse the two: PED relates to price, YED relates to income. Both are essential for firms’ pricing strategies and governments’ tax policies.

Consumer surplus is the difference between the maximum price consumers are willing to pay for a good and the market price they actually pay. It measures the welfare or benefit consumers receive from market transactions. On a diagram, it is the area below the demand curve and above the market price.

Producer surplus is the difference between the minimum price producers are willing to accept to supply a good and the market price they actually receive. It reflects the welfare gain of producers. Diagrammatically, it is the area above the supply curve and below the market price.

Together, consumer and producer surplus form the total community surplus, a measure of allocative efficiency. Any market distortion, such as a tax or price control, tends to reduce total surplus and create a deadweight loss.

Explicit costs are the direct monetary payments made by a firm for the use of resources it does not own. Examples include wages, rent for premises, utility bills, and raw material payments. These costs are recorded in a company’s accounting statements.

Implicit costs are the opportunity costs of using resources the firm already owns. They do not involve a direct money outlay and are not recorded in traditional accounts. The most common implicit cost is the forgone salary an entrepreneur could have earned in the next best alternative employment, and the forgone interest on capital invested.

Economic cost is the sum of explicit and implicit costs. Many IB and AQA questions ask you to calculate economic profit, so you must remember to subtract both types of costs from total revenue.

Accounting profit is the difference between a firm’s total revenue and its explicit costs. It is the profit figure typically reported on financial statements and is used for tax purposes. Accounting profit = Total Revenue – Explicit Costs.

Economic profit takes both explicit and implicit costs into account. It is calculated as Total Revenue minus the sum of explicit costs and implicit costs. Economic profit = Total Revenue – (Explicit Costs + Implicit Costs).

If a firm generates zero economic profit (normal profit), it is covering all its opportunity costs and earning just enough to keep resources in their current use. A positive economic profit (supernormal profit) indicates the firm is more than covering its opportunity costs. Make sure you can clearly distinguish normal and supernormal profit in both IB and AQA papers.

Free goods are resources that are so abundant that there is no opportunity cost involved in their consumption. Their supply exceeds demand at a zero price, and no one has to sacrifice anything to obtain them. Classic examples include air, sunlight, and seawater—though in reality, pure free goods are rare.

Economic goods, by contrast, are scarce relative to the demand for them, and their consumption involves an opportunity cost. Most goods and services we encounter are economic goods, from food and clothing to education and healthcare. They command a positive market price.

This distinction links directly back to the fundamental concept of scarcity. In both IB and AQA, you may be asked to define an economic good and provide a real-world illustration, so a clear understanding is vital.
