Strategic management is the continuous process of setting long-term direction, making interrelated decisions, and allocating resources to achieve sustainable competitive advantage. It sits at the heart of both IB Business Management and Edexcel A Level Business, bridging internal capabilities with the external environment to shape where the organisation wants to go and how it will get there.

Strategic management is the set of managerial decisions and actions that determine the long-run performance of a business. It involves environmental scanning, strategy formulation, strategy implementation, and evaluation and control. Unlike operational management, which focuses on day-to-day efficiency, strategy asks ‘Are we doing the right things?’ rather than just ‘Are we doing things right?’

Key characteristics of strategic decisions include: they are long-term in nature, involve significant resource commitments, are difficult to reverse, and affect the whole organisation. The strategic management process is often depicted as a cycle: analysis → choice → implementation → evaluation.

2. The Three Levels of Strategy | 战略的三个层次

Businesses typically operate with strategy at three interconnected levels: corporate, business (or competitive), and functional. In a single-business company, corporate and business-level strategies overlap, but in a diversified firm they are distinct.

3. PESTLE Analysis: Scanning the Macro-Environment | PESTLE分析:宏观环境扫描

The PESTLE framework helps managers analyse the broad external factors that may create opportunities or threats. The six categories are Political, Economic, Social, Technological, Legal, and Environmental. IB and Edexcel both require students to apply PESTLE to real-world contexts rather than merely describe it.

PESTLE is most effective when linked to specific strategic implications. For example, rising UK interest rates (Economic) may squeeze disposable income, making demand more price-sensitive, and thus favour a cost-leadership strategy in retail.

Critics argue that PESTLE can become a laundry list of factors without prioritisation. Students should always rank factors by their likely impact and urgency to demonstrate evaluation skills.

4. Porter’s Five Forces: Analysing Industry Structure | 波特五力模型:分析产业结构

Michael Porter’s Five Forces framework shifts the focus from the macro-environment to the industry in which the firm competes. It identifies five competitive forces that shape profitability and helps managers decide whether to enter, invest, or exit an industry.

The five forces are: 1. Threat of new entrants – influenced by barriers to entry such as economies of scale, capital requirements, brand loyalty, and access to distribution. 2. Bargaining power of buyers – strong when buyers are large, purchase standardized products, or can backward-integrate. 4. Threat of substitute products – relates to products from different industries that satisfy the same need. 5. Rivalry among existing competitors – driven by industry growth rate, exit barriers, and product differentiation.

A high force reduces a firm’s ability to raise prices and earn profits. For Edexcel and IB, the model should be used to recommend whether an industry is attractive and to guide competitive strategy. An evaluation might note that rapid technological change can quickly reshape all five forces, reducing the model’s predictive power.

Tangible resources include financial reserves, equipment, and location; intangible resources encompass brand reputation, patents, and organisational culture.

When constructing a SWOT, students must ensure they do not confuse internal and external factors. A common mistake is listing ‘strong brand’ as an opportunity; it is a strength. Opportunities come from PESTLE and Five Forces analysis. The strategic conversion matrix then asks: how can we use strengths to exploit opportunities? How can we fix weaknesses to avoid threats?

Porter argued that a business can outperform rivals only if it establishes a difference it can preserve. He proposed three internally consistent generic strategies: Cost Leadership, Differentiation, and Focus (which splits into cost focus and differentiation focus).

Cost leadership means becoming the lowest-cost producer in the industry. This requires tight cost control, efficient scale, and experience-curve effects. Low cost allows the firm to offer low prices (to gain market share) or to maintain average prices with higher margins. Aldi and Ryanair are classic examples.

Market penetration seeks to increase sales of existing products in existing markets, for instance through price cuts, loyalty schemes, or expanded distribution. It relies on a deep understanding of current customers.

Product development introduces new products into existing markets, exploiting brand loyalty and customer knowledge. Market development takes existing products into new geographical regions or demographic segments.

Diversification involves new products in new markets. It can be related (leveraging existing capabilities) or unrelated (entering a completely unfamiliar industry). IB and Edexcel questions often ask students to recommend a growth strategy for a given case study, requiring justification of risk vs. reward.

A well-designed strategy is worthless without effective implementation. Implementation involves organising resources, designing structures, managing change, and aligning the culture and leadership style with the strategy. The McKinsey 7S framework is a useful diagnostic tool here, emphasising that hard elements (strategy, structure, systems) must fit with soft elements (shared values, skills, style, staff).

Strategy must be monitored to ensure it remains relevant. Evaluation criteria include suitability (does the strategy address the strategic position?), feasibility (do we have the resources and skills?), and acceptability (does it meet stakeholder expectations and risk appetite?).

Balanced Scorecards translate strategy into measurable objectives across four perspectives: financial, customer, internal processes, and learning & growth. Contingency planning also forms part of control; businesses should ask ‘what if’ and prepare for scenario changes, such as economic downturns or supply chain disruptions.

Environmental, Social, and Governance (ESG) criteria now influence strategic choices because failure to address climate risk or labour practices can destroy brand value and attract regulation. Edexcel and IB syllabuses increasingly expect students to link strategy to the long-term, triple bottom line (people, planet, profit).
