1. The Basic Economic Problem | 基本经济问题

The fundamental economic problem is scarcity: unlimited wants but limited resources. This forces individuals, firms, and governments to make choices, leading to opportunity cost—the value of the next best alternative forgone.

The three key economic questions are: What to produce? How to produce? For whom to produce? Different economic systems answer these questions differently, with the main types being market, command, and mixed economies.

Production possibility curves (PPCs) illustrate maximum output combinations of two goods. Points inside the curve show underutilisation of resources, points on the curve indicate efficiency, and outward shifts represent economic growth.

2. Demand, Supply and Equilibrium | 需求、供给与均衡

Demand is the quantity of a good that consumers are willing and able to buy at various prices. The law of demand states that, ceteris paribus, as price falls, quantity demanded rises. A movement along the demand curve is caused by a change in price, while shifts are due to factors like income, tastes, prices of substitutes or complements.

Supply is the quantity producers are willing and able to offer for sale. The law of supply says that higher prices generally increase quantity supplied. Shifts in supply result from changes in costs of production, technology, taxes, subsidies, or the number of sellers.

Market equilibrium occurs where demand equals supply, determining the equilibrium price and quantity. Disequilibrium leads to excess supply (surplus) or excess demand (shortage). Price mechanism allocates resources by signalling to producers and consumers.

3. Elasticity | 弹性

Price elasticity of demand (PED) measures responsiveness of quantity demanded to a change in price. Formula: PED = % change in quantity demanded ÷ % change in price. Values: perfectly inelastic (0), inelastic (between 0 and –1), unitary (–1), elastic (less than –1), perfectly elastic (–∞). Determinants include availability of substitutes, necessity vs luxury, proportion of income, and time.

4. Market Failure and Government Intervention | 市场失灵与政府干预

Market failure occurs when the price mechanism fails to allocate resources efficiently. Key causes: externalities (positive and negative), public goods (non-excludable, non-rival), merit and demerit goods, information gaps, monopoly power, and factor immobility.

当价格机制无法有效率地配置资源时,就出现了市场失灵。主要原因包括:外部性(正和负)、公共品(非排他、非竞争)、优效品和劣效品、信息不对称、垄断势力以及要素不流动性。

Negative externalities lead to overproduction because private costs are lower than social costs. Positive externalities cause underproduction since private benefits are less than social benefits. Diagrams must show marginal social cost (MSC) vs marginal private cost (MPC), or marginal social benefit (MSB) vs marginal private benefit (MPB).

负外部性导致生产过剩,因为私人成本低于社会成本。正外部性导致生产不足,因为私人收益低于社会收益。作图时需要展示边际社会成本(MSC)与边际私人成本(MPC),或边际社会收益(MSB)与边际私人收益(MPB)。

Government interventions include indirect taxes (to internalise external costs), subsidies (for merit goods), price controls (maximum/minimum prices), tradable pollution permits, state provision of public goods, and regulation. Evaluate each measure for effectiveness, cost, and unintended consequences.

5. Production, Costs and Revenue | 生产、成本与收入

Production converts inputs (factors of production: land, labour, capital, enterprise) into outputs. Productivity measures output per unit of input. Specialisation and division of labour can increase productivity but may reduce worker motivation.

生产是将投入(生产要素:土地、劳动、资本、企业家才能)转化为产出的过程。生产率衡量每单位投入的产出。专业化和劳动分工可以提高生产率,但可能削弱工人的积极性。

Costs: fixed costs (do not vary with output, e.g. rent), variable costs (change with output, e.g. raw materials), total cost = fixed + variable. Average cost = total cost ÷ output. Economies of scale reduce average costs as output expands; diseconomies of scale raise them.

Revenue: total revenue = price × quantity sold. Average revenue = total revenue ÷ quantity = price. Marginal revenue is the additional revenue from selling one more unit. Profit maximisation occurs where marginal cost = marginal revenue (MC=MR).

6. Market Structures | 市场结构

Market structures range from perfect competition to monopoly, mainly differentiated by number of firms, barriers to entry, product homogeneity, and price-setting power.

Monopoly can lead to higher prices, lower output, and loss of allocative efficiency. However, advantages include dynamic efficiency through R&D and economies of scale. Governments may regulate monopolies via price caps, windfall taxes, or promoting competition.

垄断可能导致价格更高、产出更低和配置效率损失。然而,其优势包括通过研发实现的动态效率和规模经济。政府可能通过价格上限、暴利税或促进竞争来监管垄断。


7. Macroeconomic Objectives | 宏观经济目标

The main government macroeconomic objectives are: low and stable inflation (target around 2%), sustainable economic growth, low unemployment, and a balanced current account on the balance of payments. Additionally, less inequality and environmental sustainability are often included.

政府的主要宏观经济目标包括:低且稳定的通货膨胀(目标约为 2%)、可持续的经济增长、低失业率、国际收支经常账户的平衡。此外,减少不平等和环境可持续性也常被列入。

Economic growth is measured by the percentage change in real GDP. Inflation is measured by the Consumer Price Index (CPI) or Retail Price Index (RPI). Unemployment is measured by the claimant count or the Labour Force Survey (ILO measure).

8. Government Macroeconomic Policies | 政府宏观经济政策

Fiscal policy involves government spending and taxation to influence aggregate demand. Expansionary fiscal policy (higher spending/lower taxes) boosts growth; contractionary fiscal policy (lower spending/higher taxes) reduces inflation. Government budget can be in surplus, deficit, or balanced.

Supply-side policies aim to increase the productive capacity of the economy. Examples: education and training, infrastructure investment, deregulation, tax reforms, and labour market flexibility. These shift the long-run aggregate supply (LRAS) curve to the right.

9. International Trade and Globalisation | 国际贸易与全球化

Countries trade to obtain goods they cannot produce efficiently themselves. The theory of comparative advantage states that countries should specialise in goods with the lowest opportunity cost and trade for others. Benefits: lower prices, greater variety, economies of scale, and technology transfer.

国家进行贸易是为了获得自己无法高效生产的商品。比较优势理论认为,各国应专门生产机会成本最低的商品,并通过贸易换取其他商品。好处包括:更低的价格、更多的种类、规模经济和技术转让。

Protectionism restricts trade via tariffs, quotas, subsidies to domestic producers, and non-tariff barriers. Arguments for protectionism include protecting infant industries, preventing dumping, preserving jobs, and national security. However, it raises prices and reduces choice.

Globalisation refers to the increasing integration of economies worldwide through trade, capital flows, technology, and labour movement. It is driven by reduced transport costs, trade liberalisation, and TNC growth. Impacts can be both positive (growth, poverty reduction) and negative (inequality, environmental damage).

10. Exchange Rates | 汇率

An exchange rate is the price of one currency in terms of another. It can be determined by market forces (floating), fixed by the government, or managed (dirty float). Appreciation means the currency strengthens; depreciation means it weakens.

汇率是一种货币以另一种货币表示的价格。它可由市场力量决定(浮动汇率)、由政府固定(固定汇率)或进行管理(有管理的浮动)。升值意味着该货币走强;贬值则意味着走弱。

Exchange rate changes affect trade: a depreciation makes exports cheaper and imports dearer, improving trade balance if the Marshall-Lerner condition holds (sum of PED for exports and imports > 1). An appreciation has the opposite effect.

Factors influencing exchange rates include interest rates, inflation, current account position, speculation, and political stability. Higher interest rates attract hot money inflows, causing appreciation.

11. Economic Development | 经济发展

Economic development is a broader concept than economic growth; it includes improvements in living standards, health, education, and reduction of poverty. Human Development Index (HDI) combines life expectancy, education, and GNI per capita.

Obstacles to development include: primary product dependency, savings and investment gaps, poor infrastructure, corruption, conflict, debt, and lack of access to credit and technology. Policies to promote development: aid, trade liberalisation, FDI, microfinance, and good governance.

Always define key terms in your answers, even if not explicitly asked. Use diagrams accurately—label axes, curves, and equilibrium points. For “evaluate” questions, provide both sides of the argument and a reasoned conclusion.
