4. Negative Consumption Externalities | 负消费外部性

Negative consumption externalities arise when the consumption of a good harms third parties, e.g., smoking, excessive alcohol, or driving a petrol car. Here, the marginal social benefit (MSB) is lower than the marginal private benefit (MPB) because of the external costs to others.
