Scarcity is the fundamental economic problem that arises because resources are limited while human wants are unlimited. This forces individuals, firms, and governments to make choices, which always involve opportunity costs. In IB Economics, understanding scarcity and choice is the starting point for the entire syllabus, linking microeconomic and macroeconomic analysis through the lens of resource allocation.

The basic economic problem states that finite resources cannot satisfy infinite human wants. Resources—land, labour, capital, and entrepreneurship—are scarce, meaning there are not enough of them to produce all the goods and services that people desire.

2. Factors of Production | 生产要素

The four factors of production are the resources used to create goods and services. Land includes all natural resources such as water, minerals, forests, and agricultural land. Entrepreneurship is the ability to combine the other three factors, take risks, and innovate.

Opportunity cost is the value of the next best alternative foregone when a choice is made. Since resources are scarce, choosing one option means giving up another. The opportunity cost is not all possible alternatives, but specifically the single next best one.

4. The Production Possibility Curve (PPC) | 生产可能性曲线

The production possibility curve (PPC) is a graphical representation showing the maximum combinations of two goods an economy can produce with given resources and technology, assuming full and efficient employment. Points on the curve are efficient, inside the curve are inefficient, and outside the curve are unattainable with current resources.

The PPC illustrates scarcity because the curve acts as a boundary; combinations outside it are unattainable. It illustrates choice because society must pick a point along the curve. It illustrates opportunity cost through the slope: moving along the curve means giving up some of one good to get more of the other.

A straight-line PPC indicates constant opportunity cost, meaning resources are equally suited to producing both goods. This scenario is rare in reality. A concave (bowed-out) PPC indicates increasing opportunity cost, which is more realistic because resources are not perfectly adaptable between different uses. As more of one good is produced, increasingly unsuitable resources must be used, raising the cost in terms of the other good.

6. Economic Growth and the PPC | 经济增长与 PPC

Economic growth is represented by an outward shift of the PPC. This can occur due to an increase in the quantity of resources (e.g., higher labour force, more capital) or an improvement in the quality of resources (e.g., better education, technological progress). A shift outward means the economy can now produce more of both goods, reducing scarcity.

7. Free Goods and Economic Goods | 免费品与经济品

An economic good is scarce and therefore commands a price; its consumption involves an opportunity cost. Most goods we encounter are economic goods. A free good, by contrast, is not scarce and has no opportunity cost, such as air or sunlight in most contexts. However, if clean air becomes scarce due to pollution, it can become an economic good.

Sustainable resource use involves making choices that preserve the ability of future generations to meet their own needs. This is why environmental economics is embedded in the IB syllabus.

For a 10-mark question, define scarcity early, use a PPC diagram to illustrate trade-offs, and provide real-world examples such as government budget allocations or a student’s study timetable.
