In GCSE CCEA Economics, the concepts of scarcity and choice form the foundation of the entire subject. Understanding that resources are limited while human wants are unlimited forces individuals, firms, and governments to make decisions every day.

Scarcity forces us to prioritise needs over wants. A household with a limited budget must first spend on food and rent before considering entertainment.

4. The Concept of Choice | 选择的概念

Because resources are scarce, economic agents—consumers, producers, and governments—cannot have everything. They must make choices. Every choice involves giving up something else.

Choice is at the heart of economics. A consumer choosing to buy a coffee instead of saving that money, a firm deciding to produce cars instead of vans, and a government allocating budget to healthcare instead of defence all illustrate the universality of choice.

Opportunity cost is a subjective concept. For one person, the opportunity cost of studying economics for an hour might be lost relaxation; for another, it might be lost time to practise a musical instrument.

6. Calculating Opportunity Cost | 机会成本的计算

Consider a farmer who can use one field to grow either 10 tonnes of wheat or 5 tonnes of barley. The opportunity cost of producing 1 tonne of wheat is 0.5 tonnes of barley.

The calculation is straightforward: divide what you give up by what you gain. If the farmer switches from barley to wheat, the opportunity cost per tonne of wheat sacrificed is 5/10 = 0.5 tonnes of barley.

7. The Production Possibility Frontier (PPF) | 生产可能性边界(PPF)

A PPF shows the maximum possible combinations of two goods that an economy can produce when all resources are fully and efficiently employed, given a fixed state of technology.

Points on the PPF curve, such as A and B, represent productive efficiency—it is impossible to produce more of one good without sacrificing some of the other. Points inside the curve, like C, indicate unemployed or inefficiently used resources.

8. Movements Along vs Shifts of PPF | 沿PPF移动与PPF的位移

A movement along the PPF occurs when an economy reallocates resources from producing one good to another. Due to the law of increasing opportunity cost, the PPF is typically bowed outwards—resources are not equally efficient in all uses.

An outward shift of the entire PPF represents economic growth, caused by an increase in the quantity or quality of resources, or technological progress. For example, better education improves labour quality, shifting the PPF outward.

Remember that a good classified as free today can become an economic good if scarcity emerges—clean air is increasingly scarce in polluted cities, and thus has an implied opportunity cost.

10. Resource Allocation Mechanisms | 资源配置机制

All societies must choose a mechanism to answer the three basic economic questions. The main systems are market economies, planned economies, and mixed economies.

Many students confuse scarcity with a shortage. Scarcity is permanent and universal; a shortage is a temporary market condition where demand exceeds supply at a given price.
