Evaluating policy proposals often involves comparing the changes in consumer surplus, producer surplus, and deadweight loss.

If the world price is below the domestic equilibrium price, the country imports the good; if above, it exports.

An import quota has similar effects but usually does not generate government revenue unless the quota licenses are auctioned.

(5) If both curves shift, explain which effect dominates or note the ambiguity. (6) If a price control or tax is imposed, show the new price, shortage/surplus, or tax incidence.
