Thomas Hobbes described a hypothetical ‘state of nature’ without government, where individuals have absolute freedom but live in constant fear. He concluded that life in such a state would be ‘solitary, poor, nasty, brutish, and short,’ leading people to form a social contract and establish a sovereign power.
