1. What is Politics? |

Politics is the process through which people make collective decisions. It involves the distribution of power and resources within a society, and the ways in which individuals and groups try to influence those decisions. Politics can be observed in governments, communities, and even within a school council.

The political scientist Harold Lasswell famously defined politics as “who gets what, when, and how.” This simple definition helps us focus on the key questions: which groups hold power, what benefits they secure, and the methods they use to achieve their goals.

At the Year 8 level, students explore how politics affects everyday life, from the rules at home and at school to the decisions made by local and national governments. Understanding politics empowers young people to engage responsibly with the world around them.

2. Government and the State | 政府与国家

The state is a political entity with a permanent population, a defined territory, a government, and the capacity to enter into relations with other states (sovereignty). The government, on the other hand, is the organisation that runs the state and makes binding decisions. Governments may change without the state changing.

Key functions of government include maintaining law and order, providing public goods such as education and healthcare, managing the economy, and defending national borders. Without an effective government, societies can fall into chaos, as no central authority exists to settle disputes or enforce rules.

There are different levels of government: local governments handle community concerns like parks and libraries, while central or federal governments deal with national matters such as defence and foreign policy. In the UK, for example, the central government sits at Westminster, and local councils manage county or city affairs.

3. Democracy vs. Dictatorship |

Democracy is a system of government in which supreme power is vested in the people, exercised either directly by them or through freely elected representatives. A key feature of democracy is regular, free, and fair elections. Citizens have the right to express their views, organise political parties, and hold their leaders accountable.

In a direct democracy, people vote on every issue themselves. In a representative democracy, they elect officials to make decisions on their behalf. Most modern democracies are representative due to the size and complexity of states.

A dictatorship, by contrast, is a form of government in which power is concentrated in the hands of one person or a small group. This often involves the suppression of political opposition, limits on freedom of speech and press, and the use of force to maintain control. In dictatorships, citizens typically have no meaningful say in how they are governed.

4. Rule of Law and Justice |

The rule of law is the principle that all people and institutions are subject to and accountable to the law, which is fairly applied and enforced. No one is above the law, not even government ministers or the police. Laws must be clear, public, and stable, and the process by which laws are enacted, administered, and enforced must be accessible and fair.

Justice refers to the fair and equitable treatment of all individuals. It includes access to impartial courts, the right to a fair trial, and the protection of fundamental rights. A just society ensures that when laws are broken, the consequences are consistent and proportionate, and victims receive proper redress.

An independent judiciary is crucial: judges must be free from political interference so that they can apply the law without fear or favour. This separation of the judiciary from the other branches of government upholds the rule of law and protects citizens’ rights.

5. Rights and Responsibilities |

Rights are legal, social, or ethical principles of freedom or entitlement. Fundamental rights such as the right to life, freedom of expression, and the right to education are often protected by national constitutions and international agreements like the Universal Declaration of Human Rights (UDHR).

Rights can be classified into civil and political rights (e.g., the right to vote, freedom of assembly) and social and economic rights (e.g., the right to healthcare, housing). While rights empower individuals, they also come with responsibilities: respecting the rights of others, obeying the law, paying taxes, and, in some countries, serving on a jury.

Without a sense of responsibility, the exercise of rights can harm others or undermine social order. For example, freedom of speech does not give one the right to spread hate speech or false information that damages another’s reputation. Thus, rights and responsibilities are two sides of the same coin.

6. Elections and Voting |

Elections are a fundamental democratic mechanism that allows citizens to choose their representatives and hold them accountable. They provide legitimacy to the government and enable the peaceful transfer of power. For an election to be democratic, it must be free (no intimidation), fair (equal opportunity for candidates), and regular (held at fixed intervals).

Various voting systems exist. The main types include first-past-the-post (the candidate with the most votes wins, used for UK general elections), proportional representation (seats are allocated in proportion to votes received), and mixed systems. Each system has advantages and drawbacks concerning fairness and the representativeness of the outcome.

The right to vote, or suffrage, was historically restricted by factors such as gender, property ownership, and race. Movements like the suffragettes fought to extend voting rights. Today, most democracies grant universal adult suffrage, though young people under 18 are usually excluded, prompting debates about the voting age.

7. Political Parties and Ideologies |

Political parties are organised groups that seek to influence government policy by getting their candidates elected to public office. They develop manifestos—documents outlining their proposed policies and principles—and try to appeal to a broad spectrum of voters. Parties simplify choices for citizens and help structure political debate.

Ideology is a coherent set of ideas about how society should work and how problems should be solved. Common ideologies include liberalism (emphasising individual freedom and equality), conservatism (valuing tradition and gradual change), socialism (advocating for social ownership and economic equality), and environmentalism (prioritising ecological sustainability).

Parties are often placed on a left-right political spectrum. Left-wing parties generally support more government intervention in the economy and social equality, while right-wing parties tend to favour free markets, lower taxes, and traditional social values. In reality, many parties combine elements from different ideologies.

8. Separation of Powers |

The separation of powers divides government into three distinct branches: the legislature (which makes the law), the executive (which implements and enforces the law), and the judiciary (which interprets the law and adjudicates disputes). This principle prevents the concentration of power and protects against tyranny.

The concept was famously advanced by the French philosopher Montesquieu. In practice, many countries have additional checks and balances. For example, the legislature may have the power to remove executive officials via impeachment, and the judiciary can strike down laws that violate the constitution.

In a parliamentary system like the UK’s, the executive (prime minister and cabinet) is drawn from the legislature, so there is a partial fusion rather than a strict separation. Nonetheless, an independent judiciary still provides a crucial check on the abuse of power by the other branches.

9. The Role of the Citizen |

Active citizenship goes beyond campaigning and voting. It includes engaging in community projects, joining interest groups, attending public meetings, and volunteering. Active citizens help shape public policy and hold authorities accountable at all levels of government.

Young people can participate politically even if they cannot yet vote. Student councils, youth parliaments, petitions, and awareness-raising campaigns allow them to express their views and effect change. CIE Politics encourages students to understand that their voices matter and that they can contribute to a fairer society.

An informed citizen is better equipped to distinguish between fact and misinformation. Media literacy, critical thinking, and respectful debate are essential skills that enable citizens to participate meaningfully in political life without being manipulated by propaganda or fake news.

10. Global Politics and International Organisations |

Politics also occurs on a global scale, where issues such as climate change, trade, conflict, and migration require cooperation across borders. No single country can solve these challenges alone; international agreements and organisations are essential for collective action.

Key international organisations include the United Nations (UN), which aims to maintain peace, promote human rights, and deliver humanitarian aid; the European Union (EU), a political and economic union of 27 member states; and the World Trade Organization (WTO), which regulates international trade. These bodies create rules and provide forums for negotiation.

Understanding global politics helps students become global citizens who are aware of the impact of their actions on other parts of the world. It also highlights how international decisions affect their own lives, from product prices to environmental standards.
