1. What is Politics? |

Politics is the process by which people make collective decisions, allocate resources, and establish rules for a society. It involves power relationships, authority, and the ways in which conflicts are managed peacefully.

At its simplest level, politics answers the question ‘who gets what, when, and how’. In a modern state, this is done through institutions such as parliaments, governments, and courts.

Politics also includes the ideas and beliefs that shape policy, such as freedom, equality, and justice. Understanding these concepts helps citizens evaluate decisions made on their behalf.

2. Democracy | 民主

Democracy means ‘rule by the people’. In a direct democracy, citizens vote on every decision themselves, but in a large modern society like the UK, a representative democracy is used.

In a representative democracy, eligible citizens elect representatives to make decisions and pass laws on their behalf. These representatives are accountable to the people at regular elections.

Key features of democracy include free and fair elections, protection of human rights, the rule of law, and an independent judiciary. Citizens also have the freedom to express their views and to form or join political parties.

The UK is a parliamentary democracy, meaning that the government is drawn from the elected Parliament and must maintain the confidence of the House of Commons to remain in power.

3. The UK Parliament |

Parliament is the supreme legislative body in the United Kingdom. It consists of three parts: the monarch, the House of Commons, and the House of Lords. However, in practice, the monarch’s role is mostly ceremonial.

The House of Commons is made up of 650 Members of Parliament (MPs), each elected by a geographical constituency. It is the more powerful chamber because its members are democratically elected.

The main functions of the House of Commons include making laws, scrutinising the work of the government, approving taxation and spending, and representing the interests of the public.

The House of Lords is made up of appointed and hereditary peers, plus bishops. It acts as a revising chamber, examining bills in detail and suggesting amendments, but it cannot permanently block legislation approved by the Commons.

4. Government and Prime Minister |

The government is the executive branch responsible for running the country and implementing laws passed by Parliament. It is headed by the Prime Minister, who is usually the leader of the political party with the most MPs in the House of Commons.

The Prime Minister appoints a Cabinet of senior ministers, each responsible for a specific department such as health, education, or defence. Together they form the core decision-making body of the executive.

The government sets the policy agenda, proposes new laws, manages public finances, and represents the UK internationally. It is held to account by Parliament through questions, debates, and select committee inquiries.

If a government loses a vote of no confidence in the Commons, or if it is clear it can no longer command a majority, a general election may be called or a new government may be formed.

5. The Monarchy | 君主制

The United Kingdom is a constitutional monarchy. This means the monarch is the head of state, but their powers are limited by law and by convention. The current monarch is King Charles III.

The monarch’s duties are mainly ceremonial. These include the State Opening of Parliament, giving Royal Assent to bills passed by Parliament, and appointing the Prime Minister after a general election. In practice, Royal Assent has not been refused since 1708.

The principle of ‘the monarch reigns but does not rule’ summarises the modern role. The government governs in the monarch’s name, but all real political power lies with the democratically elected Parliament and the Prime Minister.

The monarchy symbolises continuity and national unity. Debates about its future often revolve around cost, relevance, and the possibility of moving towards a republic.

6. Elections and Voting |

General elections decide the composition of the House of Commons. They are held at least every five years, though an early election can be called under certain circumstances. The voting system used is First-Past-The-Post (FPTP).

Under FPTP, the UK is divided into 650 constituencies, and the candidate with the most votes in each constituency wins a seat. This system tends to favour two large parties and can produce a strong majority government, but it can also lead to many votes being ‘wasted’.

To vote in a UK general election, a person must be 18 or over, a British citizen or qualifying Commonwealth or Irish citizen, and registered on the electoral roll. Every vote is important for shaping the country’s direction.

By-elections occur when a single seat in the Commons becomes vacant, while local elections choose councillors who run services like libraries, parks, and waste collection.

7. Political Parties | 政党

A political party is an organisation that brings together people with similar political ideas and aims to win elections and form a government. Parties develop policies on a wide range of issues, from the economy to the environment.

The two largest parties in the UK are the Conservative Party, which traditionally supports lower taxation and free markets, and the Labour Party, which traditionally supports workers’ rights and public services. However, their policies evolve over time.

Smaller parties like the Liberal Democrats, the Scottish National Party (SNP), and the Green Party also play important roles, especially in coalition governments or where they have strong regional support.

Parties select candidates to stand in elections, campaign to persuade voters, and if successful in forming a government, implement their manifesto promises. The opposition parties hold the government to account by challenging its decisions publicly.

8. The Legal System |

The rule of law is a fundamental principle in the UK, meaning that everyone is subject to the law and no one is above it. This ensures fairness and protects citizens from arbitrary power.

Laws in the UK are made by Parliament through Acts of Parliament, also known as statutes. Bills must be approved by both Houses and receive Royal Assent to become law. Judges then interpret and apply these laws in courts.

The court system is independent of the government and Parliament. The hierarchy includes Magistrates’ Courts and Crown Courts for criminal cases, and County Courts and the High Court for civil cases. The Supreme Court is the highest court of appeal.

Justice must be accessible, and citizens have the right to a fair trial. Legal aid may be available for those who cannot afford legal representation, helping to uphold the principle of equality before the law.

9. Rights and Responsibilities |

Citizens in the UK enjoy a range of rights, including the right to life, liberty, and security; freedom of expression; the right to a fair trial; and the right to participate in free elections. Many of these are protected under the Human Rights Act 1998.

With rights come responsibilities. Citizens are expected to obey the law, pay taxes, serve on a jury if called, and respect the rights of others. Participating in community life and voting in elections are also seen as important civic duties.

The idea of active citizenship means individuals take an interest in public affairs and contribute to society beyond simply obeying laws. This can include volunteering, staying informed about current issues, and campaigning for change peacefully.

Rights are not absolute; they can be limited to protect public safety, national security, or the rights of others. Balancing individual freedom with collective wellbeing is a constant challenge in any democratic society.

10. Local and Devolved Government |

While the UK Parliament and central government handle national issues, local government deals with services that affect everyday life. Local councils are elected and provide education, social care, transport, housing, and environmental services.

Local government in England has a variety of structures, including county councils, district councils, and unitary authorities. The specific responsibilities differ from area to area, but all local councils are funded partly by council tax and government grants.

Devolution has transferred some law-making powers away from Westminster to national bodies: the Scottish Parliament, the Senedd Cymru (Welsh Parliament), and the Northern Ireland Assembly. These can pass laws on matters like health, education, and transport in their own parts of the UK.

Devolution means that the UK is not a single political system but a union of four nations with complex shared and separate powers. Understanding this helps explain why policies can differ significantly between England, Scotland, Wales, and Northern Ireland.
