Common Misconceptions in SQA Modern Studies and How to Correct Them | SQA

📚 Common Misconceptions in SQA Modern Studies and How to Correct Them | SQA

Many Year 10 pupils preparing for SQA Modern Studies find themselves tripped up not by a lack of knowledge, but by persistent misconceptions that blur the line between a pass and a top-grade answer. Understanding what a concept is not is often just as valuable as knowing what it is. This article tackles the most frequent misunderstandings in National 5 politics, explaining why they arise and, more importantly, how to reframe your thinking so you can write with precision and confidence.

1. Misunderstanding Devolution and Federalism |

A common slip is to describe Scotland’s relationship with the UK as a federal system. In a federation, such as Germany or the USA, regional governments have constitutionally protected powers that the central government cannot unilaterally remove. Devolution is different: the UK Parliament at Westminster remains sovereign and, in theory, could abolish the Scottish Parliament by a simple Act of Parliament.

To correct this, always remind yourself that the UK is a unitary state with devolved powers, not a federal state. When writing about the Scottish Parliament’s authority, frame it as ‘devolved powers’ that exist because Westminster chose to grant them. A useful exam phrase is: ‘Under the Scotland Act 1998, certain legislative powers were devolved to Holyrood, but ultimate sovereignty remains with the UK Parliament.’

2. Confusing the Roles of the First Minister and Prime Minister |

Pupils sometimes write as if the First Minister of Scotland simply does the same job as the Prime Minister on a smaller scale. Although both are heads of government, the First Minister’s formal title is ‘First Minister and Keeper of the Scottish Seal’ and they lead a government responsible only for devolved matters such as health and education. The Prime Minister leads the UK government and deals with reserved matters like defence and foreign affairs.

A sharper contrast is in how they are appointed. The Prime Minister is appointed by the monarch based on who commands the confidence of the House of Commons. The First Minister is nominated by a vote in the Scottish Parliament and then formally appointed by the monarch. Never say the First Minister is ‘elected by the people of Scotland’ – that role is chosen by MSPs, not directly by voters.

3. Incorrectly Assuming the Prime Minister is Directly Elected |

One of the most stubborn misconceptions is the belief that voters in a general election cast a ballot for their preferred Prime Minister. In reality, they vote for a local Member of Parliament. The leader of the party that secures a majority of seats in the House of Commons is then invited to form a government and becomes Prime Minister. This is the Westminster model of parliamentary government.

To avoid the trap, explicitly state: ‘The Prime Minister is not directly elected; voters choose their MP, and the party with the most MPs usually forms the government, with its leader taking the premiership.’ This is essential when explaining why a party’s leadership change can result in a new Prime Minister without a general election.

4. Misinterpreting Proportional Representation |

Students regularly claim that the Additional Member System (AMS) used for the Scottish Parliament is fully proportional. It is not; AMS is a mixed system designed to be more proportional than First-Past-the-Post, but it still tends to favour larger parties and can produce majority governments. The regional list element partially compensates for constituency disproportionality, but does not guarantee perfect proportionality.

A better way to describe AMS is to say: ‘AMS combines elements of First-Past-the-Post and the Party List system, making the overall result more proportional than Westminster elections, but not strictly proportional.’ Always contrast it with pure forms like the Single Transferable Vote or a closed-list system.

5. Confusing Civil Rights with Human Rights |

In essays on inequality, pupils often use the terms ‘civil rights’ and ‘human rights’ interchangeably, but in the SQA Modern Studies context they carry distinct meanings. Civil rights are legal protections granted by a state to its citizens – the right to vote, the right to a fair trial, freedom from discrimination under domestic law. Human rights, as framed by the Universal Declaration of Human Rights and the European Convention on Human Rights, are universal moral entitlements that exist regardless of citizenship.

To correct this, keep a mental checklist: civil rights = state‑granted, legally enforceable; human rights = universal, inalienable, moral claims. When discussing the Human Rights Act 1998, note that it brings the ECHR into UK law, effectively turning some international human rights into enforceable domestic civil rights.

6. Thinking That MPs Only Represent Their Constituents |

A superficial reading often leads pupils to state that an MP’s job is solely to take up issues on behalf of the people who voted for them in their own constituency. While constituency work is a major part of an MP’s role, they are also a representative of the nation, bound by their party’s manifesto and subject to collective responsibility if they hold a ministerial post. Edmund Burke’s trustee model captures this tension: an MP must exercise their own judgment for the common good, not just follow local opinion.

In an exam answer, show balance: ‘An MP represents their constituency by holding surgeries and raising local issues in Parliament, but they also represent the wider public by voting on national legislation and upholding their party’s principles.’ This dual role is critical to understanding representative democracy.

7. Equating the Cabinet with Parliament |

Another frequent confusion is treating ‘Cabinet’ and ‘Parliament’ as synonyms. Parliament is the legislature, comprising the House of Commons, the House of Lords and the monarch‑in‑Parliament. The Cabinet is an executive body of senior government ministers chosen by the Prime Minister, usually from the House of Commons. The Cabinet is accountable to Parliament, but it is not Parliament itself.

To keep them separate, use the phrase: ‘Parliament makes laws; the Cabinet decides policy and runs government departments.’ Remind yourself that the doctrine of the separation of powers, although blurred in the UK, still requires distinguishing between the executive and legislative functions.

8. Misunderstanding the Role of Pressure Groups |

Pressure groups are often described simply as organisations that try to change the law. While true for many, this leaves out the enormous diversity of their methods and aims. Insider groups, such as the British Medical Association, work closely with policymakers through consultation. Outsider groups, like Extinction Rebellion, often adopt direct action because they lack that institutional access. Some groups do not even seek legislative change – they may focus on changing public attitudes or providing services.

For high marks, always specify whether a pressure group is insider or outsider, promotional (cause‑based) or sectional (interest‑based), and evaluate its influence using examples. Saying ‘Greenpeace campaigns to protect the environment’ is weak; saying ‘Greenpeace, an outsider promotional group, uses media‑savvy direct action to push climate change up the political agenda, though its outsider status limits consistent policy access’ demonstrates analytical skill.

9. Assuming That the UK Constitution is Unwritten and Therefore Flexible |

Pupils love to call the UK constitution ‘unwritten’ and then argue it can be changed easily. The reality is more subtle. Much of it is written, just not in a single codified document. Statute law (e.g. the European Communities Act 1972, now the Retained EU Law), common law, and authoritative works such as Erskine May are all written sources. Flexibility exists because no special procedure is required to pass constitutional statutes, but political and constitutional conventions create significant inertia.

A correct formulation would be: ‘The UK constitution is uncodified rather than fully unwritten; it can evolve through Acts of Parliament, but conventions and the rule of law mean that fundamental changes, such as abolishing the Supreme Court, would face enormous political and legal obstacles.’

10. Oversimplifying Cause and Effect in Social Issues |

When tackling questions on inequality, health or crime, weaker answers often rely on a single‑factor explanation: ‘Poverty causes crime’ or ‘Poor health is caused by lifestyle choices.’ Modern Studies demands a multi‑factor approach. Crime, for instance, is linked to poverty, but also to educational failure, peer influence, lack of recreational facilities, substance misuse and the effectiveness of policing.

To correct oversimplification, always ask yourself: ‘What else might be contributing? Is there evidence that challenges this link?’ Use phrases like ‘Among a complex web of factors,’ ‘While poverty is a significant contributor, it must be considered alongside…’ and support each factor with a specific statistic or named study. This shows holistic understanding.

11. Using Vague or Unsupported Evidence |

A classic pitfall is writing ‘research shows that…’ or ‘many people believe that…’ without naming the source. In National 5 assignments and exams, unsupported assertions weaken your argument and cost marks. Examiners want to see that you can handle evidence critically, citing organisations like the Joseph Rowntree Foundation, the Scottish Index of Multiple Deprivation, or named academic studies.

Train yourself to name-drop accurately: ‘According to the Joseph Rowntree Foundation’s 2023 report, 24% of children in Scotland live in relative poverty.’ This not only adds credibility but also meets the SQA requirement for ‘using evidence to support points.’ Keep a revision bank of five to six key statistics with their sources for each topic.

12. Ignoring Source Bias in Exam Questions |

In the enquiry skills section, students often accept a source’s claim at face value instead of interrogating the origin, purpose and possible bias. A statistic can be selectively chosen, a trade union’s press release will frame policy differently from a newspaper editorial, and a snapshot figure may hide a long‑term trend. Failing to acknowledge this makes your evaluation one‑dimensional.

When presented with a source, automatically ask: Who produced it and why? Is the information fact or opinion? Are comparisons fair? Use phrases like ‘The source is likely to overstate the success of the policy because it was published by the government department responsible for implementing it. A truly balanced evaluation would require data from independent watchdogs.’ Practise writing two‑sided evaluations.
