1. What is Government and Politics? |

Government refers to the institutions and officials that make, implement and enforce laws and policies within a state. In the UK, this includes the Prime Minister, the Cabinet, the civil service, local councils and devolved administrations. Politics is the process by which people negotiate, compete and cooperate to influence decisions that affect society. It involves power, authority, debate and conflict between different ideas and interests.

Politics can be studied at different levels: from local community campaigns to parliamentary law‑making, from the behaviour of voters to the ideology of parties. In your AQA course, you focus mainly on the UK’s representative democracy, its key institutions, and the ways citizens can participate beyond simply voting.

2. Democracy and Political Participation |

Democracy means ‘rule by the people’. The UK is a representative democracy: citizens elect representatives (MPs, councillors, mayors) to make decisions on their behalf. Direct democracy, where people vote on individual issues – for example, the 2016 EU referendum – also plays a role, though it is less common.

Political participation covers many activities: voting in elections, joining a political party, signing petitions, attending demonstrations, contacting your MP, or even standing for office. A healthy democracy requires a high level of participation so that government reflects the will of the people. Factors such as age, education, social class and media influence can all affect how and why people take part.

3. Elections and Voting Systems |

General elections in the UK choose Members of Parliament (MPs) for the House of Commons. They must be held at least every five years. The voting system used for general elections is First‑Past‑the‑Post (FPTP): in each constituency, the candidate with the most votes wins, even if they do not gain an overall majority. This system tends to produce a strong, single‑party government but can lead to disproportional results, where a party’s share of seats does not match its share of votes.

Other voting systems are used for devolved assemblies and some English local elections. The Additional Member System (AMS) combines constituency MPs with regional lists to make the overall result more proportional. The Single Transferable Vote (STV) allows voters to rank candidates in order of preference. Each system has advantages and disadvantages in terms of proportionality, voter choice and the link between representatives and constituents.

Voting System | 投票制度 Used for | 用于 Key Feature | 主要特点
FPTP UK general elections Single‑member constituencies, winner takes all | 单议席选区,胜者全得
Mix of constituency and party‑list seats | 选区议席与政党名单议席混合

4. Political Parties | 政党

A political party is an organised group of people who share similar political beliefs and aim to win power in order to put their ideas into practice. The UK has a multi‑party system dominated by two large parties – the Conservative Party and the Labour Party – but other parties such as the Liberal Democrats, the Scottish National Party (SNP) and the Green Party also play important roles, especially in devolved bodies and local government.

Parties perform several functions: they formulate policies, recruit and train candidates, provide a platform for political debate, and help organise government and opposition. Ideologically, parties can be placed on a left‑right spectrum. The Labour Party traditionally supports greater state intervention and social equality (left‑wing), while the Conservative Party emphasises free markets, individual responsibility and tradition (right‑wing). The Liberal Democrats sit broadly in the centre, and the SNP prioritises Scottish independence alongside centre‑left policies.

5. Pressure Groups and Other Influences |

Pressure groups are organisations that seek to influence government policy without standing for election. They differ from political parties because they do not aim to form a government. Some groups are sectional (also called interest groups), representing a specific section of society, such as the British Medical Association (BMA) for doctors or the National Union of Students (NUS). Others are promotional (cause groups), campaigning for a particular issue or set of values, like Greenpeace on environmental matters or Liberty on human rights.

Pressure groups use various methods: lobbying MPs and ministers, organising demonstrations and petitions, using social media, and sometimes taking direct action. Their success often depends on resources, public support, expertise and access to decision‑makers. Think tanks, the media and large corporations also influence politics by shaping public opinion and providing policy ideas.

6. The British Constitution |

A constitution sets out the fundamental rules by which a country is governed. The UK constitution is unusual because it is uncodified: there is no single written document called ‘the Constitution’. Instead, it is made up of several sources, including statute law (Acts of Parliament), common law (judge‑made precedents), conventions (long‑established practices), works of authority and, increasingly, international treaties.

Key principles of the UK constitution are parliamentary sovereignty (Parliament is the supreme legal authority), the rule of law (everyone is subject to the law), and the separation of powers (the executive, legislature and judiciary have distinct roles). In recent years, devolution and membership of the European Union (now ended) have challenged traditional understandings of parliamentary sovereignty, leading to debates about constitutional reform.

7. Parliament: The House of Commons and House of Lords |

The UK Parliament is bicameral, meaning it has two chambers: the elected House of Commons and the appointed House of Lords. The House of Commons is the dominant chamber. Its 650 MPs represent constituencies, debate and pass legislation, scrutinise the government and approve the budget. The party with the majority of MPs forms the government, and the largest minority party becomes the Official Opposition.

The House of Lords complements the work of the Commons. Its members – life peers, bishops and a small number of hereditary peers – are not elected. The Lords revise legislation, provide expertise and act as a revising chamber. However, under the Parliament Acts, the Lords can only delay, not permanently block, most bills. Proposals to reform the Lords, including introducing elected members, remain a recurring topic of debate.

8. The Prime Minister and Cabinet |

The Prime Minister (PM) is the head of the UK government. The PM is usually the leader of the largest party in the House of Commons and is formally appointed by the monarch. The PM’s powers include appointing and dismissing ministers, chairing Cabinet meetings, representing the UK internationally and making key policy decisions. The Cabinet is made up of senior ministers – such as the Chancellor of the Exchequer, the Home Secretary and the Foreign Secretary – who head major government departments.

The relationship between the PM and the Cabinet can vary. Some PMs are seen as ‘presidential’, dominating decision‑making, while others adopt a more collegial style. The concept of collective ministerial responsibility requires all ministers to publicly support government policy once a decision has been made. If a minister cannot do so, they are expected to resign. Individual ministerial responsibility means ministers are accountable to Parliament for the conduct of their department.

9. The Judiciary and the Rule of Law |

The judiciary is the branch of the state that interprets and applies the law. Since the Constitutional Reform Act 2005, the UK has a clearer separation between the judiciary and the other branches of government. The Supreme Court, established in 2009, is the highest court in the land, taking over the judicial functions of the House of Lords. Judges are independent and cannot be removed from office without good cause.

The rule of law is a fundamental principle that means everyone – including the government – is subject to the law. It requires that laws are clear, public, apply equally and are enforced by independent courts. Judicial review allows judges to check whether the government has acted lawfully. The Human Rights Act 1998 incorporated the European Convention on Human Rights into UK law, enabling citizens to defend their rights in domestic courts without having to go to Strasbourg.

10. Devolution and Local Government |

Devolution is the transfer of certain powers from central government to regional governments. In the late 1990s, Labour governments created the Scottish Parliament, the Welsh Senedd and the Northern Ireland Assembly. These bodies have powers over areas such as health, education and transport, while the Westminster Parliament retains control over reserved matters like defence, foreign policy and immigration. Devolution is asymmetrical: each settlement gives different levels of power to each nation.

Local government in England consists of county, district and unitary councils, along with combined authorities with elected mayors in some city regions. Councils provide essential services such as social care, waste collection, libraries and planning. They are funded by a mix of council tax, business rates and central government grants. Turnout in local elections is often lower than in general elections, but councils remain a vital part of democratic participation.

11. Rights and Responsibilities of Citizens |

All UK citizens have fundamental rights, including the right to vote, freedom of speech, freedom of assembly and the right to a fair trial. Many of these are protected by the Human Rights Act 1998 and the Equality Act 2010. However, rights are not absolute – the state can limit them in certain circumstances, for example to protect national security or public safety.

With rights come responsibilities. Citizens are expected to obey the law, pay taxes, serve on juries when called upon, and respect the rights of others. Active citizenship means more than just obeying the law; it involves engaging in community life, volunteering, staying informed about current affairs and holding those in power to account. In a democracy, the relationship between the individual and the state is a two‑way street.
