📚 Common Misconceptions in Year 11 Eduqas Politics and How to Correct Them | Year 11 Eduqas

Misconceptions in politics can seriously undermine a student’s confidence and exam performance. In the Eduqas GCSE Citizenship Studies course, many year 11 learners carry persistent myths about government structures, rights and the rule of law. This article identifies the most common misunderstandings and provides clear, exam-focused ways to fix them.

1. Confusing Parliament and Government |

Many students use ‘Parliament’ and ‘Government’ as if they mean the same thing. This is a huge mistake. Parliament is the legislature – the body that makes and scrutinises laws, comprising the House of Commons, the House of Lords and the Monarch. The Government is the executive, formed by the majority party in the Commons, which runs the country and proposes new legislation.

To fix this, draw a separation-of-powers diagram. Label the three branches: Legislature (Parliament), Executive (Government) and Judiciary (Courts). Remember that the Prime Minister and Cabinet are part of the Executive, not Parliament, even though they sit in the Commons. In exam questions, always use the correct term when describing who holds power.

2. Believing the Prime Minister Is Directly Elected by the Public |

A frequent exam howler is writing that voters ‘elect the Prime Minister’. In reality, the UK uses a parliamentary system. People vote for their local MP, and the leader of the party that wins the most seats in the Commons is invited by the Monarch to form a government and become Prime Minister. No ballot paper has the PM’s name on it unless you live in their constituency.

Correct this by practising the chain: General Election → MP elected per constituency → party with majority → Monarch invites leader → PM. In questions about democratic legitimacy, always state that the PM has a mandate through their party’s manifesto, not a direct personal mandate from the whole country.

3. Narrow Understanding of the Rule of Law |

Many answers confine the rule of law to ‘nobody is above the law’. That is only one dimension. The full principle, as taught in Eduqas, includes: laws must be clear, publicised and applied equally; justice must be accessible; and rights are protected by an independent judiciary. A shallow definition will not earn top marks.

Build a fuller paragraph using the AV Dicey approach: supremacy of regular law, equality before the law, and the constitution is derived from court judgements. When writing about the rule of law, always mention judicial review and access to legal aid as practical examples. This shows depth.

4. Assuming Birth in the UK Automatically Grants Citizenship |

Students often write that any child born in the UK is a British citizen. This is incorrect. Since 1983, birth in the UK only confers citizenship if at least one parent is a British citizen or has settled status (indefinite leave to remain) at the time of the child’s birth. Simply being born on UK soil does not give citizenship.

Learn the two main routes: by birth (with qualifying parent) and by registration or naturalisation. Use the term ‘jus soli’ (right of soil) is no longer absolute in the UK. For exams, quote an example: a child born to two non-settled migrants will not be British at birth, which illustrates the importance of parental status.

5. Confusing the European Union with the United Nations |

A surprisingly common error is referring to the EU and the UN as if they were the same organisation, or suggesting that the UK is still a member of the EU. The EU was a political and economic union of 27 member states, which the UK left on 31 January 2020. The UN is a global organisation of 193 countries dealing with peace, security and human rights.

Create a comparison table in your notes like this:

Feature EU UN
Primary purpose Economic & political union International peace & security
Membership 27 European states (UK left in 2020) 193 global states
Key institutions European Commission, Parliament, Court of Justice General Assembly, Security Council, ICJ

Such a table makes it easy to see the differences. Remember, the UK retains its permanent seat on the UN Security Council but has no seat in EU institutions after Brexit.

6. Misunderstanding First Past the Post (FPTP) as Proportional | 误解简单多数制(FPTP)是比例代表制

Many learners think the UK voting system gives fair proportional representation. FPTP elects the candidate with the most votes in each constituency, not the one who needs 50%+. This can lead to a party winning many seats with a minority of the national vote, and smaller parties getting few seats despite significant support.

To correct this, use a real election example: the 2019 general election, where the Lib Dems won 11.5% of the vote but only 11 seats out of 650. Contrast FPTP with proportional representation (PR) systems like AMS (used in Scotland and Wales) where seat share better reflects vote share. Make sure you can state one advantage and one disadvantage of FPTP in exams.

7. Treating Freedom of Speech as an Absolute Right | 把言论自由当作绝对权利

In discussion questions, candidates sometimes state that in the UK, people can say whatever they want because of freedom of speech. This is false. The Human Rights Act 1998 protects freedom of expression under Article 10, but this is a qualified right, meaning it can be restricted for reasons such as national security, public safety, protection of health or morals, and the reputation or rights of others.

To get top marks, always mention that rights can be limited if it is ‘necessary in a democratic society’. Use examples: hate speech laws, Official Secrets Act, and laws against incitement to violence. Refer to cases where the right was lawfully limited, showing you understand the balancing act between individual liberty and community protection.

8. Thinking Judges Are Controlled by the Government |

Some essays reveal a belief that judges do what the Prime Minister tells them, or that courts are part of the Government. This undermines a fundamental constitutional principle: judicial independence. Judges are appointed by an independent Judicial Appointments Commission, and their security of tenure and immunity from salary cuts protect them from political pressure.
