📚 Year 12 AQA Politics: Formula & Theorem Quick Reference | Year 12 AQA

Politics may seem to be all about ideas, values and competing interests, but beneath the surface lie some powerful models, laws and mathematical formulae that shape how political scientists analyse power, elections and institutions. This quick-reference handbook brings together the key ‘formulae and theorems’ you are likely to encounter on the AQA Year 12 specification – from electoral quotas to the iron law of oligarchy – so you can revise them efficiently and see how they connect to real-world examples in the UK and the USA.

1. Electoral Formulas: Droop Quota, d’Hondt and Sainte-Laguë |

Many proportional and mixed electoral systems rely on precise mathematical rules to allocate seats. In STV (Single Transferable Vote), the Droop quota determines the threshold a candidate must reach to be elected. It is calculated as:

Droop Quota = ⌊Total valid votes ÷ (Number of seats + 1)⌋ + 1

This ensures that only as many candidates can reach the quota as there are seats available, and any votes above the quota are transferred according to voters’ preferences. The quota is always rounded down before adding 1, making it impossible for more candidates to meet the threshold than there are vacancies.

In the Additional Member System (AMS) used for the Scottish Parliament and Welsh Senedd, the regional list seats are allocated using a divisor method – most often the d’Hondt formula. Under d’Hondt, each party’s total votes in a region are divided successively by 1, 2, 3, 4 … and the highest resulting quotients win the seats. The table below shows a simplified example with two seats and three parties:

Party Votes ÷ 1 ÷ 2 Seats
Red 50,000 50,000 (1) 25,000 1
Blue 40,000 40,000 (2) 20,000 1
Green 30,000 30,000 15,000 0

The Sainte-Laguë divisor method, used in some other systems, divides votes by 1, 3, 5, 7 … instead. This is slightly more favourable to smaller parties because the later divisors remain larger, reducing the advantage of large parties at each step. Both methods are often compared when discussing the proportionality and fairness of electoral outcomes.

2. Duverger’s Law |

Duverger’s law is one of the most cited propositions in political science. It states that single-member district plurality (SMDP) electoral systems – such as First Past the Post used in UK general elections – tend to favour a two-party system. The logic rests on two effects: the ‘mechanical effect’, whereby only the largest parties win seats because a plurality is sufficient, and the ‘psychological effect’, in which voters and donors avoid ‘wasting’ their support on smaller parties that cannot win, further reinforcing the dominance of two major parties.

In the UK, the law helps explain why the Conservative and Labour parties have dominated Westminster for nearly a century, while the Liberal Democrats, despite receiving millions of votes, have often been under-represented. However, critics point out that regional parties (such as the SNP) can still thrive under FPTP, and that the rise of multi-party politics in some FPTP systems weakens the determinism of Duverger’s law.

3. Downs’ Economic Theory of Voting and the Median Voter Theorem |

Anthony Downs applied rational-choice analysis to party competition. In his model, voters are rational maximisers who choose the party closest to their own policy preferences on a left–right spectrum, and parties are vote-maximisers who position themselves to attract the greatest number of voters. The median voter theorem predicts that, in a two-party system with single-issue competition, both parties will converge towards the preferences of the median voter – the voter exactly in the middle of the ideological distribution.

This convergence can be observed in modern British politics, where both major parties have often moved towards the centre ground on economic policy in order to capture floating voters. The model, however, assumes perfect information, only two parties and a single policy dimension – conditions that are rarely fully met in reality. It also ignores the influence of party activists and ‘core’ voters, who may pull parties away from the centre.

4. Michels’ Iron Law of Oligarchy |

Robert Michels studied political parties in early 20th-century Europe and concluded that all organisations, no matter how democratic their initial goals, eventually become ruled by a small elite. He termed this the ‘iron law of oligarchy’. The tendency arises because large-scale organisation requires specialisation, a permanent bureaucracy and leaders with expert knowledge, which in turn concentrates power in the hands of a few. Party members become apathetic and defer to leaders, reinforcing oligarchic control.

In the Labour Party, for instance, the leadership and the parliamentary party have frequently been accused of dominating policy-making over the wider membership, despite the party’s democratic structures. At A Level, this law is often used to evaluate whether political parties and pressure groups can ever be truly grassroots-led. Some critics challenge the iron law by pointing to mechanisms such as mandatory reselection and grassroots activism that can sustain internal democracy.

5. Lukes’ Three Dimensions of Power |

Steven Lukes argued that power is not just about who wins in observable decision-making. He proposed three dimensions. The first dimension (behavioural) concerns direct decision-making: A has power over B when A can make B do something B would not otherwise do. The second dimension (agenda-setting) recognises that power can be exercised by keeping certain issues off the political agenda entirely. The third dimension (ideological) is the most subtle: A exercises power by shaping B’s preferences, wants and perceptions so that B accepts the status quo willingly.

This model is extremely useful for analysing UK government and pressure group interactions. For instance, corporate lobbying may not only defeat a specific regulation (first dimension) but also prevent environmental issues from being seriously debated in the first place (second dimension). Finally, a government or media narrative might shape public opinion so that the public believes free-market solutions are the only ‘common sense’ option (third dimension).

6. Effective Number of Parties (ENP) | 有效政党数 (ENP)

The Laakso–Taagepera index is the standard measure of the effective number of electoral or parliamentary parties. It weights parties according to their seat (or vote) share, giving larger parties more influence on the index. The formula for the effective number of parties by seats (ENPP) is:

ENPP = 1 / ∑ (pᵢ)²

where pᵢ is the seat share of the i-th party expressed as a decimal (e.g. 0.4 for 40%). An ENPP of 2 suggests a system dominated by two parties, while an ENPP above 3 indicates a genuinely multi-party system. This measure is widely used in comparativе politics when contrasting the UK (typically around 2.0–2.5) with more proportional systems like Germany or the Netherlands (often above 4).

The effective number of parties can also be calculated using vote shares to see how well the electoral system translates votes into seats. A large gap between the effective number of parties in votes and in seats often signals a disproportional system such as FPTP, while a close match suggests high proportionality.

7. Iron Triangles and Issue Networks |

In the study of US politics, the ‘iron triangle’ describes a stable, mutually beneficial relationship between a congressional committee, a bureaucratic agency and an interest group. Each corner of the triangle supports the others: the interest group provides electoral support and policy expertise to the committee, the committee provides funding and friendly legislation to the agency, and the agency offers favourable regulation and contracts back to the interest group. This closed arrangement can lead to policy-making that serves narrow special interests rather than the public good.

By contrast, ‘issue networks’ are more fluid and open. They include a wide range of actors – politicians, journalists, academics, lobbyists and activists – who share knowledge and compete to shape policy in a particular area. Issue networks are seen as more characteristic of modern fragmented governance, challenging the rigidity of the iron triangle model. In both the UK and USA, debates over healthcare or climate change illustrate how policy is not always controlled by a tight elite but rather by shifting, contested networks.

8. The Salisbury Convention and Parliament Acts as Constitutional ‘Theorems’ |

Though not mathematical, certain constitutional conventions operate like functional theorems in the UK’s uncodified constitution. The Salisbury Convention is a key example: it stipulates that the House of Lords will not oppose at second reading any government bill that was promised in the manifesto of the winning party at a general election. This principle rests on the democratic logic that the elected House of Commons has a mandate, and the unelected Lords should respect it.

Additionally, the Parliament Acts of 1911 and 1949 function as a set of constitutional rules that limit the Lords’ power. Under their provisions, if the Lords delay a money bill for more than one month, it can receive Royal Assent without their consent; for other bills, the Lords can only delay them for one year (reduced from two years under the 1911 Act). These Acts can be seen as political ‘formulae’ that resolve deadlock between the houses and uphold the primacy of the Commons.

9. Pressure Group Success Matrix |

Although the AQA specification does not prescribe a single equation for measuring pressure group influence, exam success often requires you to evaluate why some groups succeed while others fail. You can think of it as a multiplicative model:

Success ≈ Resources × Strategy × Political Opportunity

Resources include financial capital, membership size, expertise, and public standing. Strategy refers to whether a group uses insider methods (lobbying, consultation, giving evidence to select committees) or outsider methods (protests, media campaigns, direct action), and how effectively. Political opportunity captures the context: the government’s ideological sympathy, the salience of the issue in the media, and any focusing events such as crises.

For example, a wealthy and well-connected business group under a centre-right government with low media scrutiny will often score highly on all three factors, while a small environmental protest group under a hostile government might struggle to convert resources and opportunities into influence. Use this matrix to structure your arguments about why some insider groups enjoy ‘insider status’ while outsider groups have to rely on mobilising public opinion.
