1. Hare Quota | 黑尔配额

The Hare quota is the simplest formula for determining the number of votes needed to win a seat under the Single Transferable Vote (STV) system. It is calculated by dividing the total number of valid votes cast by the total number of seats to be filled in the constituency.

Quota = Total valid votes ÷ Total seats
