In political science, a number of foundational principles and theoretical ‘formulas’ help explain how power is distributed, how institutions function, and how collective decisions are made. This handbook collects the most important theorems, laws, and allocation methods found in the CAIE Year 11 politics syllabus, offering clear definitions and practical examples for rapid revision.

1. Majority Rule and Minority Rights | 多数统治与少数权利原则

A fundamental democratic principle states that decisions should reflect the will of the majority, but the rights of individuals and minority groups must be protected against abuse by the majority. No majority, however large, is entitled to violate fundamental human rights or suppress legitimate political opposition.

A.V. Dicey’s doctrine holds that Parliament is the supreme legal authority; it can make or repeal any law and no person or body can override its legislation. This is a cornerstone of the UK constitution, meaning courts cannot strike down primary legislation.

7. Condorcet Paradox | 孔多塞悖论

The Condorcet paradox demonstrates that collective preferences can be cyclical even if individual preferences are transitive. With three or more options, majority rule may fail to produce a clear winner, because option A can beat B, B beats C, yet C beats A.

In coalition government theory, a minimum winning coalition (MWC) is the smallest combination of parties that controls more than half the seats in the legislature. William Riker’s size principle predicts that office-seeking parties will form precisely such a coalition to maximise ministerial payoff per party member.

Required seats = ⌊Total seats ÷ 2⌋ + 1

For example, in a 100-seat parliament, any combination of parties whose total seats reach at least 51 constitutes a winning coalition. A minimal one contains exactly 51 seats, avoiding extra partners that would dilute ministerial posts.
