📚 Year 12 AQA Politics: Key Concepts & Theories Quick Reference | AQA 政治 Year 12:公式定理速查手册

This revision resource is designed as a rapid-reference ‘formula sheet’ for Year 12 AQA Politics. Just as equations underpin the natural sciences, a set of key concepts, models, laws and institutional ‘rules of the game’ structures the study of UK government, politics and core political ideas. Use this handbook to memorise definitions, frameworks and causal relationships that commonly appear in AQA exam questions.

1. Democracy: Direct vs Representative |

Democracy means ‘rule by the people’. In a direct democracy, citizens make policy decisions themselves without intermediaries. Modern examples include referendums and town meetings. AQA requires you to distinguish this from representative democracy, where voters elect officials to act on their behalf. The UK is a representative democracy with some direct elements, such as the 2016 EU referendum.

A crisis of democratic legitimacy can occur when turnout falls, trust in politicians declines or participation gaps emerge based on age and class. Theorists such as Schumpeter define democracy narrowly as a competition for the people’s vote, whereas participatory democrats demand much wider civic engagement.

2. Political Participation and Pressure Groups |

Political participation extends beyond voting to include joining a party, protesting, signing petitions and engaging in online activism. AQA identifies a participation crisis in the UK, evidenced by declining party memberships and low turnout in some elections despite recent surges around high-salience issues.

Pressure groups are organised collections of individuals seeking to influence policy without seeking office. Insider groups (e.g. NFU, BMA) enjoy privileged access to ministers, while outsider groups (e.g. Extinction Rebellion, Greenpeace) must rely on public campaigns and direct action. Their success can be assessed using the ‘power triangle’ linking group resources, government appetite and public sympathy.

3. UK Political Parties and Party Systems |

A political party is an organised group that contests elections in order to gain office and implement a programme based on shared values. The major UK parties — Conservative, Labour and Liberal Democrats — each maintain distinct ideological profiles, ranging from One-Nation conservatism to social democracy and democratic socialism, alongside a liberal tradition.

Duverger’s Law acts as a political theorem predicting that single-member plurality electoral systems favour a two-party system. In the UK the first-past-the-post system has historically produced single-party majority governments, though devolution and recent fragmentation challenge this.

Duverger’s Law: SMDP → Two-party tendency

4. Electoral Systems: Key Formulas |

The UK uses different electoral systems for various bodies. The three main options assessed by AQA are First Past the Post (FPTP), Additional Member System (AMS) and Single Transferable Vote (STV). Each contains calculable rules that determine seat allocation.

Under FPTP, the candidate with the most votes in a constituency wins. No quota formula is needed; victory requires only a plurality. This system creates a ‘winner’s bonus’ for the largest party and excludes smaller parties unless their support is geographically concentrated.

FPTP: Seat is won if Vₐ > Vₓ (all other candidates) in constituency

STV requires a quota to ensure proportionality. The Droop quota is used to elect candidates in multi-member constituencies. Any candidate reaching the quota is elected; surplus votes are transferred to next preferences.

Droop Quota: (Total valid votes ÷ (Seats + 1)) + 1

AMS combines constituency MPs elected via FPTP with regional list seats allocated by the d’Hondt formula. Parties are ranked by their list votes; each party’s vote total is divided successively by 1, 2, 3, and so on. The highest quotients win seats.

d’Hondt divisor sequence: Seats allocated by highest quotients (Votes ÷ 1, ÷ 2, ÷ 3 …)

5. Voting Behaviour and Models |

Explaining why people vote as they do is central to AQA UK Politics. The three classic models are the sociological model (class, region, religion), the party-identification model (psychological attachment to a party) and the rational-choice model (voters weigh policies and competence).

Since the 1970s, class dealignment has eroded traditional working-class Labour support and middle-class Conservative support. Partisan dealignment has also occurred, with more voters becoming ‘floating voters’. Governing-competence valence issues — such as economic management and leadership — now heavily influence outcomes.

Voting behaviour formula: Vote choice ≈ f (class, party ID, issue valence, leadership, media)

投票行为公式:投票选择 ≈ f(阶级、政党认同、议题效价、领导力、媒体)

6. The UK Constitution: Principles |

The UK constitution is uncodified (not written in a single document), unentrenched (can be changed by ordinary legislation) and unitary (sovereignty theoretically resides in Parliament, although devolution has distributed powers to Scotland, Wales and Northern Ireland).

Central to the constitution is the doctrine of parliamentary sovereignty, classically expressed by A. V. Dicey: Parliament can make or unmake any law, and no person or body can override primary legislation. A rival principle is the rule of law, which requires that all are equal before the law and that power must be exercised within legal boundaries.

The twin pillars of parliamentary sovereignty and the rule of law sometimes conflict. The EU membership period (1973–2020) saw sovereignty pooled, while the Human Rights Act 1998 gave judges stronger interpretive powers. These tensions continue to shape contemporary debates about a codified constitution.

7. Parliament: Composition and Functions |

Parliament consists of the House of Commons (650 elected MPs), the House of Lords (around 800 unelected peers, including life peers, hereditary peers and bishops) and the monarch, whose role is now ceremonial. AQA expects you to understand the bicameral structure and its functions.

The core functions of Parliament are legislation (making statute law), scrutiny of the executive (through questions, select committees and debates), representation of constituents and providing government. Parliament is not, however, a policy-making body in its own right; the government dominates the legislative timetable.

Select committees have gained influence, conducting evidence-based inquiries that can humble ministers. The Commons also controls supply (granting money to the executive), and backbench rebellions sometimes defeat government bills, demonstrating a ‘revising and checking’ function.

8. The Prime Minister and Cabinet |

The prime minister is the head of government, appointed by the monarch on the understanding that they command the confidence of the House of Commons. Formal powers include patronage (appointing and dismissing ministers), chairing the Cabinet, controlling the Cabinet agenda and determining departmental mandates.

Power within the executive is analysed through two competing models: cabinet government (where ministers collectively decide policy) and prime ministerial government (where the PM dominates). More recently, the concept of ‘core executive’ captures the complex network of relationships among PM, Cabinet, Cabinet committees and senior officials.

Constraints on prime ministerial power include a small majority, rebellious backbenchers, coalition partners, public opinion and events. The ‘presidentialisation’ thesis suggests the PM increasingly behaves like a head of state, but institutional limits remain significant.

9. The Judiciary and Rule of Law |

Under the constitutional reform agenda, the Constitutional Reform Act 2005 created a Supreme Court physically separate from the House of Lords and reformed the role of the Lord Chancellor, strengthening judicial independence. AQA examines the judiciary’s role in upholding the rule of law and checking executive power.

Judicial review is the process by which judges examine whether a public body has acted lawfully. They cannot strike down primary legislation under the principle of parliamentary sovereignty, but they can issue a declaration of incompatibility under the Human Rights Act 1998, pressuring Parliament to amend the law.

The independence of the judiciary is safeguarded by security of tenure, guaranteed salaries and the sub judice rule. Tensions between government and courts have grown in recent years, particularly around the Miller cases and parliamentary sovereignty versus prerogative powers.

10. Core Political Ideas: Liberalism, Conservatism, Socialism |

Liberalism is built on individualism, freedom, reason, justice and toleration. Classical liberals (e.g. Locke, J. S. Mill) champion minimal state intervention and negative liberty, whereas modern liberals (e.g. Rawls, T. H. Green) endorse an enabling state and positive liberty through welfare and education.

Conservatism emphasises tradition, human imperfection, organic society, authority and property. One-Nation conservatives (e.g. Disraeli) accept pragmatic reform to preserve social cohesion, while the New Right combines free-market economics (neoliberalism) with a limited state and traditional values (neoconservatism).

Socialism shares a collectivist ethos and a critique of capitalism. Revolutionary socialists (Marx, Engels) sought to overthrow capitalism entirely, whereas social democrats (Webb, Crosland) advocate a mixed economy, progressive taxation and welfare to tame capitalism’s inequalities. The Third Way (Giddens, Blair) further reconciles market efficiency with social justice.

Ideological ‘equation’: Liberalism = individual freedom + rationalism; Conservatism = tradition + order; Socialism = equality + community
