11. Social Optimum and Market Failure | 社会最优与市场失灵
Market failure occurs when the free market fails to allocate resources efficiently. The social optimum is achieved when the marginal social benefit (MSB) of consumption equals the marginal social cost (MSC) of production.

The free market equilibrium occurs where marginal private benefit (MPB) equals marginal private cost (MPC). Therefore, the divergence MSB − MSC or MPB − MPC signals a misallocation of resources.
