1. Power and Authority | 权力与权威

Power is the ability of an individual or group to influence the behaviour of others, even against their will. It can be exercised through coercion (force), persuasion, or manipulation. Power may rest on control of resources, knowledge, or position.

A unitary state concentrates all governmental power in the central government. Any regional or local authorities exercise only powers delegated by the centre, which can be revoked. The United Kingdom, France, and China are examples of unitary systems.

Unlike federalism, the central parliament retains sovereignty and can in theory revoke devolved powers. Scotland, Wales, and Northern Ireland each have their own devolved institutions.
