📚 Year 12 Cambridge Economics: Core Concepts Overview | Year 12剑桥经济核心知识点梳理

This article provides a structured overview of the core concepts covered in Year 12 Cambridge Economics (AS Level), spanning both microeconomics and macroeconomics. Mastering these fundamentals is essential for success in the Cambridge International AS & A Level Economics 9708 syllabus.

1. Scarcity and Choice |

The fundamental economic problem is scarcity: unlimited wants but limited resources. This forces individuals, firms and governments to make choices about what, how and for whom to produce.

Every choice involves an opportunity cost, defined as the value of the next best alternative forgone. Rational decision-making requires weighing marginal benefits against marginal costs.

The four factors of production are land (natural resources), labour (human effort), capital (man-made aids for production) and enterprise (risk-taking and organisation). Their respective factor rewards are rent, wages, interest and profit.

Different economic systems allocate resources differently. In a free market economy, prices and private property rights guide decisions. In a planned economy, the government controls resource allocation. Most real economies are mixed, combining market mechanisms with government intervention.

2. Production Possibility Curve (PPC) |

A PPC shows the maximum possible output combinations of two goods an economy can produce with full and efficient use of available resources and technology. Points inside the curve indicate underemployment or inefficiency, while points outside are unattainable given current resources.

Movement along the PPC involves an opportunity cost. A concave (bowed-out) PPC illustrates increasing opportunity cost, as resources are not equally suited to producing both goods.

Outward shifts of the PPC represent economic growth, caused by an increase in the quantity or quality of factors of production or technological progress.

3. Demand and Supply |

Demand refers to the quantity of a good or service that consumers are willing and able to purchase at various prices over a given period. The law of demand states that, ceteris paribus, as the price rises, quantity demanded falls.

Factors causing a shift in the demand curve (non-price determinants) include changes in income, tastes and preferences, prices of substitutes and complements, population size and consumer expectations.

Supply refers to the quantity that producers are willing and able to produce at various prices. The law of supply states that, ceteris paribus, as price rises, quantity supplied expands.

Supply curve shifts are caused by changes in input costs, technology, taxes and subsidies, number of sellers, weather conditions (for agricultural goods) and producer expectations.

4. Elasticity | 弹性

Price elasticity of demand (PED) measures the responsiveness of quantity demanded to a change in price.

PED = %ΔQd / %ΔP

The value of PED determines whether demand is elastic, inelastic, unit elastic, perfectly elastic or perfectly inelastic, as summarised in the table below.

PED Value Classification Effect on Total Revenue (if price rises)
|PED| > 1 Elastic TR falls
|PED| < 1 Inelastic TR rises
|PED| = 1 Unit elastic TR unchanged

Income elasticity of demand (YED) measures responsiveness to changes in income. YED > 0 for normal goods, YED < 0 for inferior goods, and YED > 1 for luxury goods.

Cross elasticity of demand (XED) measures the responsiveness of demand for one good to a change in the price of another. Positive XED indicates substitutes, negative XED indicates complements.

Price elasticity of supply (PES) measures the responsiveness of quantity supplied to a change in price. PES values depend on production time lags, spare capacity, and the ability to store output.

PES = %ΔQs / %ΔP

5. Market Equilibrium and Efficiency |

Market equilibrium occurs where quantity demanded equals quantity supplied at a given price. Disequilibrium leads to either excess demand (shortage) or excess supply (surplus), and price adjustments restore equilibrium.

Consumer surplus is the difference between what consumers are willing to pay and what they actually pay. Producer surplus is the difference between the price received and the minimum price producers are willing to accept.

In a free market, equilibrium maximises total welfare (consumer plus producer surplus) under perfect competition, achieving allocative efficiency where price equals marginal cost (P = MC).

The price mechanism performs three key functions: signalling (providing information to consumers and producers), incentivising (encouraging shifts in behaviour) and rationing (allocating scarce goods to those willing and able to pay).

6. Market Failure |

Market failure occurs when the free market fails to allocate resources efficiently, leading to a net social welfare loss.

Externalities are spillover costs or benefits on third parties not reflected in market prices. Negative externalities (e.g., pollution) cause overproduction, while positive externalities (e.g., vaccination) cause underproduction.

Public goods are non-excludable and non-rivalrous, leading to the free-rider problem. Private markets often fail to provide them in sufficient quantities, requiring government provision.

Other sources of market failure include information asymmetry, merit and demerit goods, monopoly power and immobility of factors of production.

7. Government Microeconomic Intervention |

Governments use indirect taxes to internalise negative externalities by raising the private cost to equal the social cost. A specific tax shifts the supply curve upward by the amount of the tax.

Subsidies lower production costs and encourage consumption of goods with positive externalities, shifting the supply curve downward.

Maximum price controls (ceilings) are set below equilibrium to keep essentials affordable, but may create shortages. Minimum price controls (floors) are set above equilibrium to protect producers, often leading to surpluses.

Other interventions include regulation, provision of information, buffer stock schemes to stabilise commodity prices, and extending property rights to address the tragedy of the commons.

8. Macroeconomic Objectives and Indicators |

The key macroeconomic objectives are economic growth, low and stable inflation, low unemployment and a satisfactory balance of payments on current account.

Economic growth is measured by the percentage change in real GDP. Distinction is made between actual growth (increase in real GDP) and potential growth (increase in productive capacity).

Inflation is a sustained rise in the general price level, measured by the Consumer Price Index (CPI). Deflation and disinflation are distinct concepts.

Unemployment is measured by the claimant count or the ILO Labour Force Survey. Types include cyclical, structural, frictional and seasonal unemployment.

The balance of payments records a country’s economic transactions with the rest of the world. The current account includes trade in goods and services, primary income and secondary income.

9. Aggregate Demand and Aggregate Supply |

Aggregate Demand (AD) is the total spending on domestic goods and services at different price levels. Its components are consumption (C), investment (I), government spending (G) and net exports (X − M).

AD = C + I + G + (X − M)

Shifts in AD are caused by changes in any of these components, such as interest rate adjustments, business confidence, fiscal policy or exchange rate movements.

Short-run aggregate supply (SRAS) shows the total output firms are willing to produce at different price levels, with at least one factor price fixed. Shifts occur due to changes in input costs, productivity or supply-side shocks.

Long-run aggregate supply (LRAS) represents the full-employment level of output, determined by the quantity and quality of factors of production. The classical LRAS is vertical, while the Keynesian LRAS has three distinct sections.

Macroeconomic equilibrium occurs at the intersection of AD and AS. A negative output gap means actual output is below potential, while a positive output gap means the economy is operating above trend.

10. Macroeconomic Policies |

Fiscal policy involves government manipulation of taxation and public expenditure to influence the level of AD, economic growth and income distribution.

Monetary policy, typically conducted by an independent central bank, uses changes in the policy interest rate and the money supply to control inflation and stabilise output. Quantitative easing is an unconventional tool.

Supply-side policies aim to increase the productive capacity of the economy by improving the efficiency and quantity of factors of production. Examples include investment in education, tax reforms and deregulation.

Policy conflicts are common: for instance, expansionary fiscal policy may boost growth and reduce unemployment but worsen inflation and the current account balance. Effective policy requires careful trade-offs.
