📚 Year 13 Edexcel Politics: Core Knowledge Review | Year 13 Edexcel

In Year 13, the Edexcel A Level Politics course deepens your understanding of UK governance and introduces the fascinating world of US comparative politics. Alongside the core ideologies studied in Year 12, this year focuses on the mechanics of the British state – its constitution, Parliament, the executive and the judiciary – and then builds a rigorous comparative framework with the American political system. Mastering these topics requires not just memorising facts but learning to compare, contrast and evaluate the distribution of power across two very different democracies.

1. Overview of Year 13 Edexcel Politics | Year 13 课程概览

The Year 13 syllabus is built around two assessed components: UK Government (Component 2) and Comparative Politics – USA (Component 3). Component 2 examines the nature and sources of the British constitution, the structure and role of Parliament, the powers of the Prime Minister and Cabinet, the judiciary, and devolution. It also includes a non-core political idea such as feminism, nationalism or ecologism. Component 3 requires you to study the US Constitution, Congress, the presidency, the Supreme Court, and the electoral system and parties, always with an eye to comparison with the UK.

2. The UK Constitution: Foundations and Reforms |

The UK constitution is uncodified, meaning it is not written in a single document. Its sources include statute law (e.g. the Human Rights Act 1998), common law, conventions (such as the Salisbury Convention), works of authority and EU law (retained post-Brexit). Key principles are parliamentary sovereignty – where Parliament is the supreme legal authority – and the rule of law. Constitutional reforms since 1997 have significantly altered the landscape: devolution to Scotland, Wales and Northern Ireland, the creation of the Supreme Court in 2009, and the introduction of the Fixed-term Parliaments Act 2011 (later repealed). These changes have challenged traditional unitary state assumptions and shifted power away from Westminster.

3. Parliament: The Heart of British Democracy |

The Westminster Parliament is bicameral, comprising the elected House of Commons and the unelected House of Lords. The Commons performs several critical functions: it legislates, scrutinises the executive through Prime Minister’s Questions and select committees, represents constituencies, and provides ministerial recruitment. The Lords acts as a revising chamber, using its expertise to amend legislation, and can delay bills (though under the Parliament Acts, its powers are limited). A key concept is the fusion of powers between the executive and legislature, as the government sits in Parliament and derives its authority from the confidence of the Commons. Backbench rebellions and select committee reports have become increasingly significant in holding the government to account.

4. The Prime Minister and Cabinet: Power and Accountability |

The prime minister is the head of the UK government, but operates within a system of Cabinet government. The PM’s powers include the prerogative powers (such as declaring war, negotiating treaties, and appointing ministers), party leadership, and the ability to set the policy direction. However, these powers are constrained by the need for Cabinet collective responsibility, parliamentary majority, media pressure, and the authority of senior colleagues. The Cabinet itself coordinates policy and provides collective oversight. The debate about ‘presidentialisation’ questions whether PMs have become more like individualised leaders, bypassing Cabinet, while others stress that without Cabinet and party support the PM can be swiftly removed, as seen with Liz Truss in 2022.

5. The Judiciary: Rights and Judicial Review |

The Constitutional Reform Act 2005 dramatically reshaped the UK’s judiciary by establishing a separate Supreme Court, ending the Lord Chancellor’s mixed role, and creating an independent Judicial Appointments Commission. The judiciary’s main role is to interpret legislation and ensure the rule of law through judicial review. Judges can declare that a public body has acted ultra vires, but cannot strike down primary legislation because of parliamentary sovereignty. The Human Rights Act 1998 allows courts to issue declarations of incompatibility, pressuring Parliament to amend laws to comply with the European Convention on Human Rights. This has led to tensions between the judiciary and politicians over issues like prisoner voting and deportation, raising questions about judicial activism and the democratic legitimacy of judges.

6. Devolution and Multi-Level Governance |

Devolution has created distinct political and legal settlements in Scotland, Wales and Northern Ireland. The Scottish Parliament has primary legislative and tax-varying powers, the Senedd Cymru has powers over areas such as health and education (and limited tax powers), while the Northern Ireland Assembly operates under a power-sharing arrangement. This asymmetric devolution has fuelled debates about the West Lothian Question – why Scottish, Welsh and Northern Irish MPs can vote on laws affecting England while English MPs cannot vote on devolved matters. Brexit added further complexity, with recurrent disputes over the distribution of repatriated powers between Westminster and the devolved administrations, highlighting the emerging nature of a quasi-federal UK.

7. US Constitution: Separation of Powers |

The US Constitution is codified and entrenched, providing a clear framework of separated powers and checks and balances. The three branches – Congress (legislative), the President (executive) and the Supreme Court (judicial) – are structurally separate, with different electoral mandates and tenure. Federalism divides power between the national government and states. The system creates multiple veto points: Congress can override a presidential veto with a two-thirds majority, the Senate confirms appointments and treaties, and the Supreme Court can rule laws unconstitutional following Marbury v. Madison (1803). While this prevents tyranny, it can also lead to gridlock, as seen during government shutdowns when the branches cannot agree on budgets.

8. Congress vs. Parliament: Comparing Legislatures |

Comparing the two legislatures reveals profound differences in structure, function and power. The UK Parliament is characterised by fusion of powers, with the executive drawn from the legislature and disciplined parties; the US Congress is separated from the executive, with individual members free to vote against their party whip. The House of Commons is the dominant chamber, while the Senate and House of Representatives have co-equal powers in legislation, though the Senate has exclusive advice and consent powers. UK scrutiny is concentrated in Prime Minister’s Questions and select committees, whereas US oversight relies on congressional hearings, subpoenas and the power of the purse. Both have seen declining bipartisanship, but the partisan gridlock in Congress is far more acute, often paralysing the legislative agenda.

9. The Presidency vs. The Prime Minister |

The US President and UK Prime Minister are often compared as executive leaders, yet their constitutional contexts create a stark power divide. The President is both head of state and head of government, directly elected via the Electoral College, with a fixed term (except impeachment). The PM is only head of government, emerges from the legislature and can be removed by a vote of no confidence. The President possesses a veto over legislation and commands the armed forces, but must work with an independent Congress. The PM’s power relies on parliamentary majority and party cohesion. Tangible resources also differ: the President has the Executive Office of the President and Cabinet with no formal collective responsibility, while the PM chairs a Cabinet bound by collective responsibility and faces weekly Prime Minister’s Questions.

10. Ideological Foundations: Liberalism, Conservatism, Socialism |

Although Core Political Ideas are introduced in Year 12, Year 13 revisits them within comparative contexts. Liberalism champions individual liberty, limited government, and equality of opportunity, with strands ranging from classical liberalism’s minimal state to modern liberalism’s enabling state. Conservatism emphasises tradition, pragmatism, and organic society, with tensions between one-nation conservatism that accepts paternalistic reform and the free-market New Right. Socialism argues for fraternity, equality and common ownership, divided between revolutionary Marxism and democratic socialism, including Third Way social democracy that embraced a mixed economy. Recognising these ideas helps explain why US Democrats and UK Labour, for example, differ ideologically despite both being positioned on the left.
