1. The Peace Treaties after WWI | 一战后和平条约

The Paris Peace Conference of 1919–20 set out to reshape Europe and the wider world after the devastation of the First World War. The ‘Big Three’ – Georges Clemenceau of France, David Lloyd George of Britain and Woodrow Wilson of the USA – held conflicting aims, which resulted in a series of compromises that left many dissatisfied.

The ‘war guilt clause’ (Article 231) forced Germany to accept full responsibility for the war, and it was required to pay reparations eventually set at 6.6 billion pounds.

Other treaties dealt with Germany’s allies: the Treaty of St Germain with Austria, the Treaty of Trianon with Hungary, the Treaty of Neuilly with Bulgaria and the Treaty of Sèvres (later revised at Lausanne) with Turkey. These settlements broke up the Austro-Hungarian and Ottoman Empires, creating new nation-states such as Czechoslovakia and Yugoslavia. Many Germans felt the peace was a ‘Diktat’ (dictated peace) and deeply resented its terms, a factor that would later be exploited by extremist political movements.

2. The League of Nations | 国际联盟

The League of Nations was established in 1920 as part of the Treaty of Versailles, largely inspired by Woodrow Wilson’s Fourteen Points. Its aims were to prevent war through collective security, encourage disarmament and improve living and working conditions globally. In the 1920s, the League enjoyed some successes, such as resolving the Åland Islands dispute between Sweden and Finland (1921) and the Upper Silesia dispute between Germany and Poland (1921). Its health and refugee organizations also did effective humanitarian work.

However, the League was crippled by fundamental structural weaknesses from the start. The USA never joined, despite Wilson’s central role, because the Senate refused to ratify the treaty. Germany was not admitted until 1926, and the USSR joined only in 1934. The League lacked an army of its own and had to rely on member states to enforce its decisions; economic sanctions were its strongest tool but proved difficult to coordinate.

The 1930s exposed the League’s impotence. The Manchurian Crisis (1931–33) saw Japan invade Manchuria and set up the puppet state of Manchukuo. The League condemned Japan but took no effective action, and Japan simply walked out in 1933. The Abyssinian Crisis (1935–36) was even more disastrous. Italy, under Mussolini, invaded Abyssinia (Ethiopia). The League imposed limited sanctions but failed to ban oil, and Britain and France continued to allow Italian supplies through the Suez Canal. The League’s failure to protect a member state effectively destroyed its credibility as a peacekeeping body.

3. The Road to World War II | 通向二战之路

During the 1930s, a series of aggressive actions by Germany, Italy and Japan steadily dismantled the post-war order. Hitler’s foreign policy aimed to overturn the Treaty of Versailles, reunite all German-speaking peoples and acquire ‘Lebensraum’ (living space) in the East. His first steps were rearmament (announced 1935), remilitarisation of the Rhineland (1936) and involvement in the Spanish Civil War, all of which met with no effective opposition from Britain or France.

Appeasement became the dominant policy of the Western democracies, driven by a combination of horror at the memory of World War I, economic concerns and a misguided belief that Hitler’s demands were limited and reasonable. The Anschluss with Austria in March 1938 was accepted. The Munich Agreement of September 1938, in which Britain and France agreed to Hitler’s annexation of the Sudetenland from Czechoslovakia, is often seen as the high point of appeasement. Six months later, in March 1939, Hitler seized the rest of Czechoslovakia, demonstrating that his promises could not be trusted.

The Nazi-Soviet Pact of August 1939 shocked the world. Germany and the USSR secretly agreed to divide Poland between them. This removed Stalin’s potential opposition and gave Hitler the green light for the invasion of Poland on 1 September 1939, which triggered Britain and France’s declaration of war.

The wartime alliance between the USA, the USSR and Britain rapidly broke down after 1945. Disagreements over the fate of liberated Eastern Europe, particularly Poland, deepened mistrust. Stalin wanted a buffer zone of friendly communist states as security against future invasion, while the West saw this as Soviet expansionism.

Key early flashpoints included the Yalta and Potsdam Conferences (1945), where the Allies agreed on the division of Germany and Berlin into four occupation zones, but papered over deeper splits. The ‘Iron Curtain’ speech by Winston Churchill in 1946 and the Truman Doctrine of 1947, which offered military and economic support to countries threatened by communism, formalised the division. The Marshall Plan provided massive economic aid to rebuild Western Europe, which Stalin interpreted as an attempt to undermine Soviet influence.

The Berlin Blockade (1948–49) was the first major confrontation. Stalin cut off all land routes to West Berlin in an attempt to force the Western Allies out. The West responded with the Berlin Airlift, supplying the city by air for almost a year. In May 1949 Stalin lifted the blockade, but the crisis cemented the division of Germany, leading to the formal creation of the Federal Republic of Germany (West Germany) and the German Democratic Republic (East Germany) later that year.

The policy of containment, designed by US diplomat George Kennan, aimed to prevent the further spread of communism by countering Soviet pressure wherever it appeared. This policy was applied in several key regions through the late 1940s and 1950s. The Truman Doctrine (1947) provided military and economic assistance to Greece and Turkey to prevent communist takeovers. The Marshall Plan (1948–52) sought to rebuild Europe’s economies so that poverty would not push voters towards communism.

The Korean War (1950–53) was a major test of containment. When communist North Korea invaded South Korea, the USA, acting under a UN resolution (made possible by a Soviet boycott of the Security Council), led a multinational force to repel the invasion. The war ended in a stalemate around the 38th parallel, but it demonstrated America’s willingness to use force to contain communism in Asia. It also led to a massive increase in US defence spending and the rearmament of West Germany.

Containment also shaped the formation of military alliances. The North Atlantic Treaty Organisation (NATO) was created in 1949 as a collective defence pact; an attack on one member would be considered an attack on all. In response, the USSR formed the Warsaw Pact in 1955. The policy of containment continued to guide US foreign policy through the Cold War, even as later events in Vietnam exposed its limitations.

Between 1945 and 1948, pro-Soviet communist governments were installed across Eastern Europe, turning countries such as Poland, Hungary, Czechoslovakia, Romania and Bulgaria into satellite states. Elections were often rigged, and opposition groups were violently suppressed. This process was particularly blatant in Czechoslovakia, where in 1948 the communists staged a coup and established a one-party dictatorship.

Political purges and show trials, such as those in Hungary and Czechoslovakia, removed any leaders who showed signs of independence. Stalin’s 1953 death brought some uncertainty, but Soviet control remained firm.

The death of Stalin sparked new pressures, and Soviet control was severely tested by uprisings. In 1956, Hungarians rose up against their government, demanding free elections and withdrawal from the Warsaw Pact. Soviet tanks crushed the revolution, killing thousands, and a hard-line government was installed. The West condemned the invasion but took no military action. The Hungarian Uprising showed both the brutality of Soviet rule and the limits of containment: the USA was unwilling to risk war over Eastern Europe.

Berlin remained a focus of Cold War tensions throughout the 1950s and early 1960s. West Berlin, a capitalist enclave deep inside communist East Germany, was a constant embarrassment to the USSR. Between 1949 and 1961, around 2.7 million East Germans fled to the West via Berlin, many of them skilled workers, causing a ‘brain drain’ that weakened the East German economy.

On the night of 12–13 August 1961, East German troops sealed off West Berlin and began constructing a wall of concrete and barbed wire. The Berlin Wall became the most potent symbol of the division of Europe.

8. The Cuban Missile Crisis | 古巴导弹危机

The Cuban Missile Crisis of October 1962 was the closest the world came to nuclear war. Following the failed Bay of Pigs invasion of Cuba by US-backed exiles in 1961, Fidel Castro turned to the USSR for protection. In 1962, Khrushchev secretly began deploying nuclear missiles in Cuba, just 90 miles from the US coast. The missiles could hit major American cities within minutes.

Finally, Khrushchev agreed to remove the missiles in return for a secret US pledge not to invade Cuba and a public but delayed US removal of its missiles from Turkey.

Khrushchev was weakened by the crisis, which contributed to his removal in 1964.

9. The Vietnam War | 越南战争

The Vietnam War was a major theatre of the Cold War and a devastating conflict that lasted from the mid-1950s to 1975. After defeating French colonial forces at Dien Bien Phu in 1954, Vietnam was temporarily divided at the 17th parallel. The USA supported the anti-communist government in the South, while the communist North, under Ho Chi Minh, sought reunification. The US policy of containment turned Vietnam into a test case for the ‘Domino Theory’, the belief that if one country fell to communism, its neighbours would follow.

American involvement escalated dramatically in the 1960s. The Gulf of Tonkin Resolution (1964) gave President Johnson broad powers to wage war. By 1968, there were over 500 000 US troops in Vietnam. Despite massive bombing campaigns, the USA struggled to defeat the Vietcong guerrillas, who used their knowledge of the jungle and a network of tunnels. The Tet Offensive of 1968 was a military failure for the communists but a psychological victory, turning US public opinion against the war.

Two years later, North Vietnamese forces captured Saigon, and Vietnam was reunited under communist rule. The war cost millions of lives and severely damaged America’s confidence and international reputation.

The 1980s saw a renewed intensification of Cold War tensions under US President Ronald Reagan, who described the USSR as the ‘Evil Empire’ and launched a massive military build-up, including the Strategic Defense Initiative (‘Star Wars’). However, by the mid-1980s, the Soviet Union was facing deep economic stagnation, a costly war in Afghanistan and growing calls for reform.

Gorbachev also pursued a ‘new thinking’ in foreign policy, seeking to reduce tensions with the West and end the arms race.

A series of summits and arms control agreements, including the Intermediate-Range Nuclear Forces (INF) Treaty (1987), marked a dramatic thaw. Crucially, Gorbachev declared that the USSR would no longer intervene in the affairs of Eastern European satellite states – the so-called ‘Sinatra Doctrine’. Throughout 1989, revolutions swept across Eastern Europe, and the Berlin Wall fell in November. The Warsaw Pact was dissolved, and the Soviet Union itself ceased to exist in December 1991, ending the Cold War.
