1. Course Overview and Assessment Structure |
Edexcel A-Level Politics (9PL0) consists of three externally examined papers, each carrying equal weighting. Paper 1 covers UK Politics and Core Political Ideas, Paper 2 covers UK Government and one Non-core Political Idea, and Paper 3 covers Comparative Politics – most schools choose the USA option.
Each paper is 2 hours long and worth 84 marks, contributing 33.3% to the final grade. Assessment objectives are divided between knowledge and understanding (AO1), analysis (AO2) and evaluation (AO3), with the highest weighting placed on evaluation. Familiarising yourself with this structure early helps you to target revision and practise essay skills effectively.
2. Core Political Ideas: Liberalism |
Liberalism places the individual at the heart of political thought. Its core principles include individualism, freedom, rationalism, equality, tolerance, consent and constitutionalism. Liberals believe that society should be organised to maximise individual autonomy while protecting rights through the rule of law.
Key thinkers include John Locke, who developed the concept of natural rights (life, liberty and property) and argued that government should be based on the consent of the governed. John Stuart Mill introduced the ‘harm principle’, stating that individuals should be free to do anything as long as they do not harm others. Mary Wollstonecraft extended liberal arguments to women’s rights, and John Rawls used the ‘veil of ignorance’ to defend social justice and a more interventionist modern liberalism.
| Aspect | Classical Liberalism | Modern Liberalism |
|---|---|---|
| State role | Minimal state (‘nightwatchman’) | Enabling state that promotes equality of opportunity |
| Freedom | Negative freedom (freedom from interference) | Positive freedom (personal growth, state intervention) |
| Economy | Laissez-faire capitalism | Managed capitalism with welfare provision |
As shown in the table, classical liberals favour a minimal state and free markets, while modern liberals justify state intervention to address social and economic inequalities. Understanding this tension is crucial for essay questions on the nature of liberalism.
3. Core Political Ideas: Conservatism and Socialism |
Conservatism emphasises tradition, human imperfection, organic society, hierarchy and authority. Key conservative thinker Edmund Burke defended gradual change and respect for accumulated wisdom, while Thomas Hobbes advocated a strong sovereign to avoid a ‘state of nature’ that is ‘solitary, poor, nasty, brutish and short’. The New Right, associated with thinkers like Ayn Rand and Robert Nozick, fused free-market economics with a minimal state, rejecting paternalistic conservatism.
Socialism places collectivism at its centre, advocating common ownership, equality and workers’ control. Karl Marx and Friedrich Engels advanced scientific socialism, arguing that history follows a class struggle leading to a communist revolution. Social democrats like Anthony Crosland accepted capitalism but sought to tame it through the welfare state, while Anthony Giddens’ Third Way promotes a ‘social investment state’ that blends market efficiency with social justice.
4. UK Politics: Democracy and Participation |
The UK operates as a representative democracy, in which citizens elect MPs to make decisions on their behalf. Direct democratic mechanisms, such as referendums, have increased in use – notably the 2016 EU membership referendum and the 2014 Scottish independence referendum. These raise debates about the balance between parliamentary sovereignty and popular sovereignty.
There is a lively debate about whether the UK faces a ‘participation crisis’. Falling general election turnout (until recent rises), declining party membership and disillusionment with traditional politics are evidence for a crisis, while increases in social movement activism, online campaigning and issue-based engagement suggest a shift in participation patterns rather than a complete decline. Pressure groups – from promotional groups like Greenpeace to sectional groups like trade unions – play a key role in enhancing political participation between elections.
5. Political Parties and Electoral Systems |
The main political parties in the UK – Conservatives, Labour, Liberal Democrats, Scottish National Party and, more recently, Reform UK – perform essential functions: developing policy, recruiting and training political leaders, representing different sections of society and mobilising voters. The party system has shifted from a two-party to a multi-party reality, particularly with the rise of nationalist parties and the fragmentation of the vote.
First Past the Post (FPTP) is the electoral system used for Westminster elections. Its advantages include simplicity, strong single-party government and a clear link between the MP and constituency. However, it can produce disproportional outcomes and marginalise smaller parties. Other systems used in the UK, such as Additional Member System (AMS) in Scotland and Wales, Single Transferable Vote (STV) in Northern Ireland, and Supplementary Vote (for some mayors), aim at greater proportionality. Debates over electoral reform focus on legitimacy, the mandate and whether a more proportional system would lead to permanent coalition governance.
6. UK Government: The Constitution and Parliament |
The UK constitution is uncodified, meaning it is not contained in a single written document but derived from sources such as statute law, common law, conventions, authoritative works and, historically, EU law. The key twin pillars are parliamentary sovereignty and the rule of law, though recent constitutional reforms – devolution, the Human Rights Act 1998, the creation of the Supreme Court and the use of referendums – have reduced the absolute nature of parliamentary sovereignty.
Parliament consists of the House of Commons, House of Lords and the monarch, performing functions of legislation, scrutiny, representation, debate and providing government. The Commons is the dominant chamber, but the Lords plays a revising and delaying role. The relationship between the executive and Parliament remains central: backbench revolts, select committee influence and the growing assertiveness of the courts have all constrained the executive’s traditional dominance.
7. Prime Minister and Executive |
The prime minister is the head of the UK government, wielding significant powers: patronage (appointing and dismissing ministers), leadership of the cabinet, media influence, prerogative powers (such as deploying troops and granting honours) and the ability to set the government’s overall direction. The role has increasingly been likened to a presidential system, with personalised leadership and direct appeals to the public.
However, the prime minister’s power is not unfettered. Constraints include the need for cabinet support, the size and unity of the parliamentary party, media and public opinion, the Supreme Court’s rulings and external events such as economic crises. The premierships of Boris Johnson, Liz Truss and Rishi Sunak illustrate how quickly a prime minister’s authority can erode due to party rebellion, scandal or policy failure. The debate over ‘prime ministerial government’ versus ‘cabinet government’ continues to be a classic exam topic.
8. Comparative Politics: US Constitution and Federalism |
The US Constitution is codified, entrenched and based on a clear separation of powers and checks and balances. It establishes three branches: Congress (legislative), Presidency (executive) and the Supreme Court (judicial). Federalism is a core feature, dividing sovereignty between federal government and the states, with powers reserved to the states under the 10th Amendment.
The interpretation of federalism has evolved: dual federalism (layer-cake) kept the levels separate, whereas cooperative federalism (marble-cake) saw a blurring of responsibilities. New Federalism under presidents like Reagan sought to return power to the states. Contemporary conflicts over marijuana legalisation, abortion after the overruling of Roe v. Wade and immigration highlight the ongoing negotiation between federal and state authority. The constitutional amendment process (Article V) remains deliberately difficult, requiring supermajorities, which preserves the Constitution’s stability but can make it resistant to reform.
9. US Congress, Presidency and Supreme Court |
Congress is bicameral, composed of the Senate (equal representation, 2 per state) and the House of Representatives (based on population). It possesses the power to legislate, declare war, confirm
