4. Basic Economic Problem & Resource Allocation | 基本经济问题与资源配置

The fundamental economic problem arises because resources are scarce while human wants are infinite. Scarcity forces individuals, firms, and governments to make choices, each involving an opportunity cost — the next best alternative forgone. The three key questions every economy must answer are: What to produce? How to produce? For whom to produce? Different economic systems (free market, command, and mixed economies) answer these questions differently.

Negative externalities, such as pollution from factories, cause overproduction because private costs are lower than social costs. Positive externalities, like education, lead to under-consumption as private benefits fall short of social benefits.

As AS students, you must be ready to evaluate the effectiveness and drawbacks of different interventions.

(3) Unemployment, measured by the Labour Force Survey, shows the proportion of the labour force without work but actively seeking it. (4) The balance of payments on current account records trade in goods, services, income and transfers.

You must understand the circular flow of income, which shows how spending, output and income are interdependent. Leakages (saving, taxation, imports) reduce the flow, while injections (investment, government spending, exports) increase it. A key summer task is to find the latest UK data for each indicator and practise describing the trends.

The AD curve slopes downward because a lower price level increases real wealth, lowers interest rates, and improves international competitiveness. Shifts in AD can be caused by changes in consumer confidence, fiscal policy, or exchange rates.

The AD/AS model is the central analytical tool for examining macroeconomic problems such as recession and inflation, and for evaluating policy responses.
