STV Voters rank candidates in multi-member constituencies. A quota determines winners. STV = “Surplus Transfer Votes” – your vote can transfer if your first choice does not need it.

A referendum is a direct vote on a single issue. Because the UK’s constitutional sovereignty means Parliament is not bound by referendum results in law, most have been advisory, but politically they carry enormous weight.

Remember: in the Welsh context the term is ‘conferred powers’ (only those listed), while Scotland has a ‘reserved powers’ model (everything that is not explicitly reserved is devolved). Students often confuse these, so anchor it with Scotland = Reserved (the more extensive model).

Keep in mind that coalition governments complicate the notion of a clear mandate.
