When interpreting rates, always pay attention to the multiplier used, as WJEC questions may switch between per 1,000 and per 10,000, and the incorrect scaling can lose marks.

Remember to emphasise that it is the interaction between the definition and the social reaction that generates the real-world consequences.

Coined by Robert Merton, drawing on the Gospel of Matthew, it summarises the pattern whereby those who already hold advantages accumulate even more, while the disadvantaged fall further behind.
