1. What is Politics? |
Politics involves the exercise of power, decision-making and the distribution of resources. At a national level, it determines how a country is run, while in everyday life you engage in politics when you negotiate rules, vote for a class representative or campaign for a change in school policy.
Key concepts in politics include power, authority and legitimacy. Power is the ability to influence others; authority is the right to make decisions; and legitimacy comes from being accepted as having that right, often through elections or tradition.
2. Democracy in the UK |
The United Kingdom is a parliamentary democracy. This means citizens choose representatives to make decisions on their behalf in Parliament. The word ‘democracy’ comes from the Greek words demos (people) and kratos (power) – literally ‘people power’.
Key features of UK democracy include regular free and fair elections, freedom of speech, an independent judiciary and the rule of law. Citizens also have the right to protest peacefully and to join trade unions or political parties.
3. The UK Parliament |
Parliament is the supreme legislative body in the UK. It consists of three parts: the Sovereign (the monarch), the House of Commons and the House of Lords. Parliament makes and passes laws, scrutinises the work of the government, and debates important national issues.
| Feature 特征 | House of Commons 下议院 | House of Lords 上议院 |
|---|---|---|
| Role 作用 | Makes laws, represents constituencies, holds government to account 制定法律、代表选区、问责政府 | Revises and scrutinises bills, acts as a check on the Commons 修改和审查法案,对下议院起制衡作用 |
Most power rests with the Commons because it is elected. The Lords can delay but not permanently block legislation approved by the Commons.
4. The Government and Prime Minister |
The government is the executive branch of the state. It is formed by the political party (or coalition) that has the most MPs in the House of Commons. The Prime Minister is the leader of the largest party and is appointed by the monarch, who invites them to form a government.
The Prime Minister chairs the Cabinet, a group of senior ministers responsible for running government departments such as Health, Education and Defence. Together they set the direction of policy and make key decisions on issues like taxation, public spending and national security.
5. The Monarchy and the Constitution |
The UK is a constitutional monarchy. This means the monarch is the head of state, but their powers are limited by law and convention. The reigning monarch performs ceremonial roles, such as the State Opening of Parliament, and carries out duties like giving Royal Assent to bills, which is now a formality.
The UK does not have a single written constitution. Instead, it relies on several sources: statute law, common law, conventions, works of authority and EU retained law. This uncodified constitution allows flexibility but can also lead to debates about what is constitutional.
6. Political Parties and the Political Spectrum |
A political party is an organised group that shares similar ideas about how the country should be run. The UK has two large traditional parties – the Conservative Party (right of centre) and the Labour Party (left of centre) – as well as several smaller ones, such as the Liberal Democrats, the Green Party and regional parties like the SNP in Scotland.
The political spectrum helps classify parties from left to right. Left-wing parties generally support greater government intervention to reduce inequality, higher taxes on the wealthy and stronger welfare states. Right-wing parties tend to favour lower taxes, individual responsibility and a smaller role for the state.
7. Elections and Voting Systems |
General elections in the UK are held at least every five years. The country is divided into 650 constituencies, each electing one MP to the House of Commons. The voting system used is First Past the Post (FPTP): the candidate with the most votes in each constituency wins, even if they do not receive more than 50% of the vote.
Some other elections in the UK use different voting systems. For example, elections to the Scottish Parliament use the Additional Member System (AMS), which combines first-past-the-post seats with regional lists to make the result more proportional.
8. Rights and Responsibilities of Citizens |
Every UK citizen has rights protected by law. These include the right to life, freedom of expression, the right to a fair trial, the right to vote and the right to equal treatment. Many of these rights are set out in the Human Rights Act 1998 and draw from the European Convention on Human Rights.
With rights come responsibilities. For instance, your right to free speech must not be used to spread hatred. Citizens also have the responsibility to obey the law, serve on a jury when called, pay taxes due, and respect the rights of others. Active citizens also take part in their communities and vote in elections.
9. The Rule of Law | 法治
The rule of law is a fundamental principle of the UK constitution. It means that everyone – from ordinary citizens to the Prime Minister – is subject to the law. No one can be punished without a fair trial, and all people are treated equally before the law.
Key features of the rule of law include: laws must be clear, publicly known and applied evenly; the courts must be independent from political pressure; and citizens must have access to justice. This principle helps prevent arbitrary governance and protects individual freedoms.
10. How a Bill Becomes a Law |
A proposal for a new law is called a bill. It must pass through several stages in both the House of Commons and the House of Lords before it can become an Act of Parliament and receive Royal Assent.
First Reading → Second Reading → Committee Stage → Report Stage → Third Reading → (repeated in other House) → Consideration of Amendments → Royal Assent
During the committee stage, a small group of MPs or peers examines the bill in detail and suggests amendments. Both Houses must agree on the final wording. Once a bill receives Royal Assent, it becomes law and is known as an Act of Parliament.
11. Local Government and Devolution |
Not all political decisions are made at Westminster. Local authorities – county councils, district councils and unitary authorities – provide services such as education, waste collection, social care and planning. Councillors are elected by local residents and decide how to spend the budget in their area.
Devolution refers to the transfer of certain powers from the UK Parliament to regional governments in Scotland, Wales and Northern Ireland. For example, the Scottish Parliament can make decisions on education, health and transport, while the UK Parliament retains control over defence and foreign affairs.
12. Taking Part in Democracy |
Active citizenship goes beyond voting. You can get involved by joining a political party, starting or signing a petition, writing to your MP, attending peaceful demonstrations or volunteering for a community campaign. Even at school, you can participate in student councils and mock elections.
Pressure groups and charities also play a key role in democracy. Groups such as Greenpeace or Age UK campaign on specific issues, try to influence public opinion and lobby political decision-makers. They give a voice to causes that might otherwise be overlooked.
