1. The Collapse of the Imperial Regime | 帝国政权的崩溃

By autumn 1918 it was clear that Germany’s military situation had become hopeless. The spring offensive had failed, the Allies were advancing relentlessly, and General Ludendorff admitted that an armistice was urgently needed. His sudden call for a ‘revolution from above’—a transfer of power to a civilian parliamentary government—was intended to pre-empt a revolution from below and to shift the blame for defeat onto democratic politicians. On 3 October 1918 Prince Max of Baden was appointed Chancellor and formed a government that for the first time included representatives of the Social Democratic Party (SPD).

This ‘parliamentarisation’ diluted the Kaiser’s autocratic rule, but it was resented by militarists who saw it as a betrayal of the army’s honour. At the same time the constitutional reforms of October 1918 turned Germany into a parliamentary monarchy on paper, yet they did not satisfy popular demands for peace, bread and real democracy. The soldiers at the front and the starving population at home began to lose any remaining loyalty to the imperial order, and the stage was set for a full-scale revolution.

The immediate trigger for the revolution was the naval order of 28 October 1918. The High Seas Fleet command planned to sail out against the British Royal Navy in a suicidal last battle, aiming to salvage ‘honour’. Sailors at Wilhelmshaven refused to obey, and the mutiny spread to Kiel on 3 November. Thousands of sailors marched in protest, joined by dockyard workers and soldiers, and they formed the first workers’ and soldiers’ council (Arbeiter- und Soldatenrat) in the German revolution.

Within days the uprising spread like wildfire across Germany’s northern ports and major cities, with councils seizing power in Hamburg, Bremen, Munich and elsewhere. The mutineers’ demands included an immediate end to the war, the abolition of the monarchy and the introduction of genuine democratic rights. Crucially, the regular army units sent to crush the mutiny often fraternised with the rebels rather than shooting at them, showing that the old regime had lost the state’s coercive power. This wave of revolution from below made the Kaiser’s position untenable.

As councils occupied town halls and barracks, pressure grew for the Kaiser’s abdication. The SPD leadership, which had now joined Prince Max’s government, feared a full-scale Bolshevik-style revolution and believed that the quick removal of Wilhelm II was the only way to preserve order. On 9 November 1918, the situation in Berlin reached boiling point: a general strike paralysed the capital, armed workers and soldiers moved through the streets, and the Berlin garrison declared for the revolution. Prince Max, acting without imperial authorisation, announced the abdication of the Kaiser at midday and then handed the chancellorship to Friedrich Ebert, the leader of the SPD.

The Kaiser, who had been at army headquarters in Spa, Belgium, was confronted with the reality that the army would not fight for him. He reluctantly crossed the border into the Netherlands on 10 November, where he signed a formal abdication later that month and went into exile. The German monarchies collapsed almost simultaneously: by the end of November, all the other ruling princes had abdicated too, bringing the old imperial federal system to an end without a shot being fired in their defence.

From a balcony of the Reichstag building, Philipp Scheidemann, an SPD leader, spontaneously proclaimed a ‘German Republic’ to a cheering crowd, aiming to pre-empt a more radical proclamation by Karl Liebknecht of the Spartacist group. Just hours later, Liebknecht declared a ‘Free Socialist Republic’ from the balcony of the Berlin City Palace, highlighting the emerging split on the left. Germany now had two rival republics within the space of a single day.

The moment illustrated the revolution’s fundamental ambiguity: was it to be a moderate parliamentary democracy, as Ebert and the SPD majority desired, or a system of rule by workers’ and soldiers’ councils along the lines of the Russian soviets? The SPD had not planned to proclaim a republic so suddenly, but the pressure of the street left them no choice. Ebert accepted the chancellorship from Prince Max in an attempt to preserve continuity and legality, yet the revolution was making its own law in the streets and factories.

Across Germany, spontaneously elected workers’ and soldiers’ councils became the de facto organs of revolutionary authority in November and December 1918. Modelled loosely on the Russian soviets, these councils took control of local administration, public order and food distribution. They reflected a grassroots desire for radical democratisation and a break with the authoritarian past. However, the councils varied enormously in their political complexion: many were dominated by moderate SPD members, while a significant minority were under the influence of the Independent Social Democrats (USPD) or the fledgling Spartacist League.

The SPD held a clear majority and pushed through resolutions in favour of parliamentary elections to a National Assembly rather than a permanent council-based system. The USPD and Spartacists, who wanted the councils to be the foundation of a socialist state, suffered a decisive defeat. This vote drove a wedge through the revolutionary movement and radicalised those who felt the SPD had betrayed the revolution.

The Majority Social Democrats (MSPD/SPD) under Ebert had supported the war effort and followed a gradualist, reformist path, believing socialism could be achieved through parliamentary democracy. The Independent Social Democrats (USPD), who split from the SPD in 1917, opposed the war and were more favourably disposed towards the council movement. The Spartacist League, led by Karl Liebknecht and Rosa Luxemburg, stood on the far left, calling for a dictatorship of the proletariat, immediate socialisation of industry, and the dismantling of the old state apparatus.

The irreconcilable differences among these groups prevented a united revolutionary front and allowed the old elites—especially the army officer corps—to retain significant influence. The bitter enmity between the SPD and the KPD had fatal consequences during the Weimar Republic.

On the night of 10 November 1918, Friedrich Ebert struck a secret deal with General Wilhelm Groener, the new Quartermaster General of the army. The pact, negotiated by telephone, established a mutual support arrangement: the army promised to defend the provisional government against revolutionary threats, and in return Ebert pledged to preserve the traditional authority of the officer corps and to resist any attempts to replace the military with workers’ militias. This alliance between the SPD-led government and the old military elite was arguably the most consequential decision of the entire revolution.

The Ebert-Groener pact enabled the government to crush left-wing uprisings with military force, but it also meant that the Republic was dependent on a deeply anti-democratic institution. The army retained its semi-autonomous position, refused to accept civilian control, and never developed loyalty to the republican constitution. Officers who later supported the Kapp Putsch and helped Hitler’s rise came from this unreformed officer corps, illustrating how the pact secured short-term stability at the cost of long-term democratic consolidation.

In January 1919, tensions exploded into armed conflict. The precipitating incident was Ebert’s dismissal of the left-wing USPD police president of Berlin, Emil Eichhorn, who had close ties to the Spartacists. Protesting workers and revolutionary shop stewards occupied the newspaper district in central Berlin, and the newly formed KPD, against Luxemburg’s cautious advice, issued a call for armed insurrection to overthrow the Ebert government and establish a council republic.

The government, using the powers agreed under the Ebert-Groener pact, deployed the army and Freikorps (volunteer paramilitary units composed of ex-soldiers) to put down the uprising. The fighting was brutal: over 150 rebels and 17 government soldiers were killed. On 15 January, Freikorps officers murdered Karl Liebknecht and Rosa Luxemburg, the two most charismatic leaders of the revolutionary left. Their deaths traumatised the communist movement and created a permanent schism between Social Democrats and Communists that would later prevent a unified anti-Nazi front.

9. The Weimar National Assembly and Constitution | 魏玛国民议会与宪法

With the radical left crushed and the old elites temporarily stabilising the state, elections to the National Assembly took place on 19 January 1919. The SPD emerged as the largest party with 37.9% of the vote, but did not win an outright majority. A coalition was formed with the Catholic Centre Party and the liberal German Democratic Party—the so-called ‘Weimar Coalition’. The Assembly met in the quiet town of Weimar rather than in turbulent Berlin, a symbolic choice that underlined the republic’s desire for a peaceful new beginning.

The resulting Constitution of August 1919 was, on paper, one of the most democratic in the world. It introduced universal suffrage for men and women, proportional representation, and extensive civil rights. However, it also contained serious structural weaknesses: Article 48 gave the President emergency powers to suspend civil liberties and rule by decree; proportional representation encouraged splinter parties; and the army, judiciary and civil service remained largely unreformed from the imperial era. These flaws provided avenues for the Republic’s later destruction from within.

The Freikorps, which had been used to crush the Spartacist Uprising, grew into a significant counter-revolutionary force. Composed of nationalist, monarchist and anti-communist ex-soldiers, these units crushed further left-wing revolts such as the short-lived Bavarian Council Republic in April–May 1919, often with extreme violence. Their actions were tolerated and even encouraged by the government, which saw them as a necessary bulwark against Bolshevism.

The putsch was defeated by a general strike, but it exposed how little loyalty the Republic could command from the forces that were supposed to defend it.

Historians continue to debate whether the German Revolution was a ‘failed’ revolution or a ‘successful’ democratic foundation. Its undeniable achievement was the removal of the monarchy and the establishment of a parliamentary republic that, for the first time, gave women and all men equal voting rights. It also secured the eight-hour working day, recognised trade unions as legitimate bargaining partners, and laid the basis for social welfare expansion. Without the revolution, Germany would have remained a semi-authoritarian empire.

The violent suppression of the left and the murders of Liebknecht and Luxemburg poisoned the relationship between Social Democrats and Communists, making it impossible to build a united democratic left during the crises of the 1930s. Thus the revolution’s mixed legacy profoundly shaped the trajectory of the Weimar Republic and contributed to the conditions that allowed its downfall.
