In IB Philosophy, the ‘letter card’ scenario is most closely associated with John Searle’s Chinese Room argument, one of the most famous thought experiments in the philosophy of mind. It uses a simple image of slips of paper and rule-following to challenge the idea that a computer program alone can have understanding.

The Chinese Room imagines a person locked in a room who receives slips of paper covered in Chinese characters. From outside the room, the inputs and outputs look exactly like an intelligent Chinese conversation.

Searle uses the letter-card room to attack strong AI, the view that a suitably programmed computer literally has a mind, understanding, and consciousness. Weak AI, by contrast, treats computers only as useful tools for studying or simulating mental processes.

For Searle, mental states such as belief and understanding have intentionality: they are about things in the world. The Chinese Room appears to lack intentionality because the person and the cards are not about anything; they only follow formal rules.

5. The Systems Reply | 系统回应

One standard objection is that the whole system — the person, the rulebook, the cards, and the room — understands Chinese even though the individual inside does not. According to this reply, Searle wrongly locates understanding only in the person, whereas it belongs to the system as a whole.

The robot reply suggests that if the room were placed inside a robot with cameras and motors, it would connect symbols to the world and gain understanding. The brain simulator reply suggests that a program mimicking every neuron in a Chinese speaker’s brain would understand Chinese.

Searle rejects both objections. He argues that adding sensory input or simulating neurons still only adds more formal symbol manipulation. The robot’s camera images become more symbols, and the simulated neurons are still formal processes, so they cannot create intrinsic meaning.
