📚 The Unification of Germany, 1815-1871 |
Between 1815 and 1871, ‘Germany’ changed from a loose collection of thirty-nine sovereign states into a single nation-state dominated by Prussia. The process was not a straightforward popular movement: it combined nationalism, liberal pressure, economic integration, Prussian military reform and Bismarck’s calculated diplomacy. Students often examine why unification succeeded only after 1862, why Austria was excluded, and how three short wars transformed the European balance of power.
1. The German Confederation after 1815 | 1815年后的德意志邦联
After Napoleon’s defeat, the Congress of Vienna did not restore the Holy Roman Empire. Instead, it created the German Confederation, a loose body of 39 states including Austria and Prussia, with a Federal Diet at Frankfurt presided over by Austria.
The Confederation was deliberately weak. It could coordinate defence but could not levy taxes, legislate uniformly or create a national army. Austrian Chancellor Metternich used it to suppress liberal and nationalist ideas through measures such as the Karlsbad Decrees of 1819.
2. Economic Integration and the Zollverein |
Prussia took the lead in economic integration. In 1818 it abolished internal tariffs, and by 1834 the Prussian-led Zollverein (customs union) included most German states but excluded Austria. This created a growing ‘Germany of commerce’ in which Prussian currency, railways and trade routes became dominant.
Railways reinforced this integration. The first German railway opened in 1835 between Nuremberg and Fuerth; by the 1850s railway density in the German states encouraged mobility, industrial growth and a sense that political fragmentation was outdated.
3. The Revolutions of 1848 and the Frankfurt Parliament | 1848
The 1848 revolutions briefly raised hopes of liberal national unification. In May 1848 the Frankfurt Parliament met to draft a constitution for a united Germany. Delegates debated two models: Grossdeutschland (Greater Germany, including German-speaking Austria) and Kleindeutschland (Lesser Germany, excluding Austria, led by Prussia).
The Parliament offered an imperial crown to Prussian King Frederick William IV in April 1849. He refused, calling it a ‘crown from the gutter’, unwilling to accept a crown offered by elected liberals rather than by princes. Without Prussian power, the revolution collapsed and the old Confederation was restored.
4. Prussian Power and the Constitutional Crisis |
Prussia’s rise was rooted in its army, bureaucracy and economy. In 1860-62 King Wilhelm I sought to expand and reform the army, but the liberal-dominated Landtag refused to approve the budget. This constitutional crisis brought Otto von Bismarck to power as Minister-President in September 1862.
Bismarck resolved the crisis by collecting taxes without parliamentary approval, arguing that the great questions of the age would be decided ‘not by speeches and majority decisions… but by iron and blood’. This Realpolitik approach prioritised state power over liberal procedure.
5. The Danish War, 1864 |
The Schleswig-Holstein question provided Bismarck’s first opportunity. In 1863 Denmark tried to incorporate Schleswig, which had a mixed Danish and German population. Bismarck persuaded Austria to join Prussia in a short war against Denmark in 1864.
The Treaty of Vienna (1864) placed Schleswig under Prussian control and Holstein under Austrian control. The ambiguous arrangement was deliberately awkward: Bismarck could later use disputes over administration as a pretext for war with Austria.
6. The Austro-Prussian War, 1866 |
Bismarck isolated Austria diplomatically before war. He secured French neutrality by vague hints of compensation, allied with Italy, and ensured Russia would not intervene. In June 1866 Prussia invaded Holstein and the German Confederation collapsed into war.
Prussian forces used railways, breech-loading rifles and superior planning to defeat Austria decisively at Koeniggraetz (Sadowa) in July 1866. The Peace of Prague dissolved the German Confederation and excluded Austria from German affairs. Prussia annexed several northern states and formed the North German Confederation in 1867.
