Democracy means rule by the people. In a direct democracy, citizens vote on laws and policies themselves, as in ancient Athens or modern referendums.

A constitution is the set of rules and principles that sets out how a state is governed. It may be codified in a single written document, such as the US Constitution, or uncodified and spread across laws, conventions and court rulings, as in the UK.
