1. The Fundamental Economic Problem | 基本经济问题

All economies face the basic economic problem: human wants are unlimited, but the resources available to satisfy them are limited.

Because resources are scarce relative to wants, individuals, firms and governments must make choices about what to produce, how to produce it and for whom to produce it.

2. Scarcity, Choice and Opportunity Cost | 稀缺性、选择与机会成本

Scarcity means that resources are insufficient to meet all wants. Choice is therefore unavoidable, and every choice involves giving up an alternative.

The opportunity cost of a decision is the value of the next best alternative forgone. It applies to consumers, workers, producers and governments.

Opportunity cost = value of next best alternative forgone

For example, if a government spends more on defence, the opportunity cost may be less spending on healthcare or education.

3. Factors of Production | 生产要素

Resources used to produce goods and services are called factors of production. They are traditionally grouped into four categories: land, labour, capital and enterprise.

Land includes all natural resources such as minerals, water and forests. Labour is the human effort used in production, both physical and mental. Capital refers to man-made goods used to produce other goods, such as machinery and buildings. Enterprise is the willingness to take risks and organise the other three factors.

Each factor receives a reward: land earns rent, labour earns wages, capital earns interest and enterprise earns profit.

4. Production Possibility Curve | 生产可能性曲线

A production possibility curve (PPC) shows the maximum combinations of two goods that an economy can produce when all resources are fully and efficiently employed.

生产可能性曲线(PPC)表示一个经济体在所有资源得到充分有效利用时能够生产的两种商品的最大组合。

Points on the curve represent productive efficiency. Points inside the curve show unemployment or inefficient use of resources. Points outside the curve are unattainable with current resources and technology.

An outward shift of the PPC can be caused by an increase in the quantity or quality of resources, or by technological progress. This represents economic growth.

5. Positive and Normative Statements | 实证与规范表述

Positive statements are objective and testable. They describe what is or what will be, and can be supported or refuted by evidence.

Normative statements are subjective and based on value judgements. They involve opinions about what ought to be, such as statements about fairness or priorities.

6. Resource Allocation and Economic Systems | 资源配置与经济体制

Every society must answer three basic questions: what to produce, how to produce, and for whom to produce. The way these questions are answered determines the type of economic system.

Resource allocation can be decided by the market through the price mechanism, by the government through central planning, or by a combination of both in a mixed economy.

A market economy relies on private ownership and consumer sovereignty. A planned economy relies on state ownership and central directives. A mixed economy combines market forces with government intervention.

7. The Market Mechanism | 市场机制

The market mechanism allocates resources through the interaction of demand and supply. Prices act as signals, incentives and rationing devices.

As a signal, a rising price indicates a shortage and encourages producers to supply more. As an incentive, higher potential profits attract firms into an industry. As a rationing device, scarcity is managed by allowing only those willing and able to pay to obtain the good.

In a market economy, consumer choices determine what is produced, while competition among producers helps determine how goods are produced.

8. The Planned Economy | 计划经济

In a planned economy, the government owns most resources and makes central decisions about production and distribution. It may set output targets and allocate labour, capital and raw materials.

Planned economies can achieve rapid structural change and provide basic goods to all, but they often suffer from lack of consumer choice, weak incentives, inefficiency and information problems.

9. Mixed Economy and Government Intervention | 混合经济与政府干预

Most real-world economies are mixed economies. They use the market mechanism for many decisions, but governments intervene to correct market failures, improve equity and promote macroeconomic stability.

Market failure occurs when the free market does not allocate resources efficiently. Examples include externalities, public goods, monopoly power and information asymmetry.

Governments can use taxes, subsidies, regulation, price controls and direct provision of goods and services to influence resource allocation.

10. Specialisation, Division of Labour and Money | 专业化、分工与货币

Specialisation occurs when individuals, firms or countries concentrate on producing a narrow range of goods or services. The division of labour breaks production into separate tasks, allowing workers to become more skilled and productive.

专业化发生在个人、企业或国家专注于生产较窄范围的商品或服务时。分工将生产分解为不同任务,使工人变得更加熟练和高效。

Specialisation raises output and lowers average costs, but it can also make work repetitive and increase interdependence between producers.

Money facilitates specialisation and exchange by serving as a medium of exchange, a unit of account, a store of value and a standard of deferred payment.
