Economics is the study of how individuals and societies choose to allocate limited resources to satisfy unlimited wants. Every economy faces fundamental issues that shape the decisions of households, firms, and governments.

经济学研究个人和社会如何选择配置有限的资源,以满足无限的需求。每个经济体都面临着塑造家庭、企业和政府决策的根本问题。


1. The Basic Economic Problem: Scarcity | 基本经济问题:稀缺性

Scarcity exists because human wants are unlimited, but the resources available to satisfy those wants are limited. This mismatch creates the basic economic problem that all societies must solve.

稀缺性之所以存在,是因为人类的欲望是无限的,而可用于满足这些欲望的资源是有限的。这种错配构成了所有社会都必须解决的基本经济问题。

For example, an economy has only a fixed amount of land, labour, capital, and enterprise. At any point in time, these resources cannot produce every good and service that people wish to have.

As a result, people cannot have everything they want. They must make choices about what to produce, how to produce it, and for whom to produce. The scarcity of resources forces trade-offs, and every choice involves a cost.

2. Choices and Opportunity Cost | 选择与机会成本

Because resources are scarce, every economic decision involves sacrificing the next best alternative. This sacrifice is called opportunity cost.

由于资源稀缺,每一项经济决策都意味着放弃次优的替代选择。这种牺牲被称为机会成本。

Opportunity cost is defined as the value of the next best alternative foregone when a choice is made. It is not the sum of all alternatives, but only the value of the one that was not chosen.

机会成本的定义是:作出选择时被放弃的次优选择的价值。它不是所有替代方案的总和,而是那个未被选择的方案的价值。

Opportunity cost = Value of the next best alternative foregone

For instance, if a student spends an hour studying economics, the opportunity cost is the value of the next best activity, such as watching a film, that they give up. Governments also face opportunity cost: spending on defence may mean sacrificing spending on education.

例如,如果一个学生花一小时学习经济学,其机会成本就是他们放弃的次优活动(比如看电影)的价值。政府同样面临机会成本:用于国防的开支可能意味着牺牲教育开支。


3. Factors of Production | 生产要素

The resources available to an economy are classified into four factors of production: land, labour, capital, and enterprise.

  • Land includes all natural resources, such as minerals, forests, and water.

  • Labour refers to the physical and mental effort of people in production.

  • Capital includes manufactured resources used to produce goods and services, such as machinery, tools, and buildings.

  • Enterprise involves the skills of entrepreneurs who organise production, take risks, and innovate.

土地包括所有自然资源,如矿产、森林和水。

Each factor receives a reward: land earns rent, labour earns wages, capital earns interest, and enterprise earns profit. The combination and quality of these factors determine an economy’s productive capacity.

4. The Three Basic Economic Questions | 三个基本经济问题

Every society must answer three fundamental questions: what to produce, how to produce, and for whom to produce.

What to produce? Because resources are limited, society must decide which goods and services to make, and which to forgo. For example, should the land be used for farming or for building factories?

How to produce? Society must choose the production methods — labour-intensive or capital-intensive — depending on the availability and cost of factors of production.

For whom to produce? Since output is limited, society must determine who gets the goods and services, based on income, prices, or government allocation.

Different economic systems answer these questions in different ways, which leads to the study of market, command, and mixed economies.

5. Economic Systems: Market, Command, and Mixed | 经济体制:市场、计划与混合

A market economy relies on the price mechanism and private ownership. Consumers’ demands and producers’ supply interact in markets to determine prices and allocate resources.

A command economy is one in which the government owns resources and makes the main economic decisions. The state decides what to produce, how much to produce, and at what price.

A mixed economy combines elements of both. Most economies in the real world, including the UK and China, are mixed: private firms operate in markets, while the government provides public services and regulates certain activities.

6. Positive and Normative Economics | 实证经济学与规范经济学

Economic issues can be analysed from two perspectives: positive and normative.

Positive economics deals with objective, testable statements about the way the economy works. For example, “If the government raises taxes on fuel, the price of petrol will rise” is a positive statement because it can be tested with evidence.

Normative economics involves value judgements and opinions about what the economy should be like. For example, “The government should increase fuel taxes to discourage driving” is normative because it reflects a belief about desirable policy.

In IGCSE economics, it is important to distinguish between these two types of statements. Examiners often ask students to identify whether a statement is positive or normative and to explain why.

7. Market Failure and Externalities | 市场失灵与外部性

Sometimes the market fails to allocate resources efficiently. This is called market failure. One major cause is externalities.

An externality occurs when the production or consumption of a good affects third parties who are not directly involved in the transaction, and the effect is not reflected in the market price.

Negative externalities, such as pollution from a factory, impose costs on society. Positive externalities, such as education, create benefits for society.

When negative externalities exist, the free market produces too much of the good. When positive externalities exist, the market produces too little. This is why governments may intervene.

To correct market failure and address economic issues, governments use various policy tools.

  • Subsidies for goods with positive externalities (e.g., education and healthcare) lower the price and boost consumption.

  • Price controls, such as maximum and minimum prices, aim to make goods more affordable or protect producers’ incomes.

9. Sustainable Development and Resource Depletion | 可持续发展与资源耗竭

Economic activity often leads to the overuse of natural resources, raising concerns about sustainability.

Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. It requires balancing economic growth with environmental protection and social equity.

Resource depletion occurs when renewable and non-renewable resources are consumed faster than they can regenerate. Examples include overfishing, deforestation, and fossil fuel extraction.

Governments and international organisations have implemented policies such as carbon taxes, emission quotas, and conservation measures to promote sustainable development. These measures may slow growth in the short run but protect welfare in the long run.

10. Economic Growth vs. Economic Development | 经济增长与经济发展

Economic growth refers to an increase in a country’s real GDP over time, often measured as the percentage change in output. Economic development is a broader concept that includes improvements in living standards, health, education, and equality.

A country may experience economic growth but not development if the benefits are only enjoyed by the rich, or if growth causes severe environmental damage.

Indicators of development include the Human Development Index (HDI), which combines income, education, and life expectancy. In contrast, GDP per capita only measures average income.

Economists therefore examine not only how much is produced, but also who benefits and whether growth is sustainable. This is a central socio-economic issue in many developing countries.

Unemployment refers to people who are able and willing to work but cannot find a job. High unemployment wastes resources and causes social problems.

International trade also creates economic issues, such as deficits, exchange rate fluctuations, and the distribution of gains from trade. Countries must decide whether to protect domestic industries or embrace free trade.

Economists use policy tools such as fiscal policy, monetary policy, and supply-side policies to manage these issues. Fiscal policy involves government spending and taxation, while monetary policy involves controlling interest rates and the money supply.
