Human resource management is the strategic and coherent approach to managing an organisation’s most valued asset — the people who individually and collectively contribute to the achievement of business objectives. In Cambridge A-Level Business, HRM includes workforce planning, recruitment, selection, training, appraisal, motivation, discipline and dismissal, all of which must be linked to productivity, costs and competitive advantage.

Human resource management is the function that plans, organises, leads and controls the human side of the enterprise. It includes recruitment, selection, training, appraisal, pay, discipline, welfare and employee relations.

An effective HRM function aligns workforce behaviour with corporate objectives such as higher quality, lower unit costs, innovation and better customer service. It also ensures that the business complies with employment law and treats employees fairly.

2. Workforce Planning | 劳动力规划
Workforce planning is the process of forecasting future human resource needs and ensuring the business has the right number of people, with the right skills, in the right place at the right time. It prevents both labour shortages and costly surpluses.

The first step is to analyse the demand for labour. Demand depends on forecast sales, technology, productivity, the business cycle and strategic plans such as expansion or automation.

3. Recruitment and Selection | 招聘与甄选
Recruitment is the process of attracting a pool of qualified applicants. Selection is the process of choosing the most suitable candidate using job descriptions, person specifications, application forms, interviews and tests.

A job description states the duties, responsibilities and working conditions of a post. A person specification states the skills, qualifications, experience and personal attributes required to perform the job effectively.

Businesses can recruit internally or externally. Internal recruitment fills a vacancy with existing staff, while external recruitment opens the vacancy to candidates outside the business.

The selection process often includes shortlisting, interviews, psychometric tests, assessment centres and reference checks. A structured process improves the likelihood of hiring candidates who can perform and stay with the business.

4. Employment Contracts | 雇佣合同
An employment contract is a legally binding agreement between employer and employee. It sets out terms such as job title, hours, pay, holiday entitlement, notice period, pension arrangements and disciplinary procedures.

Training is the planned process of improving an employee’s current job performance. Development is broader, preparing employees for future roles and responsibilities within the business.

Induction training introduces new employees to the organisation’s culture, health and safety rules, and their specific duties. It reduces early leaving and helps new staff become productive quickly.

Common training methods include coaching, mentoring, job rotation, workshops, online courses and simulations. The choice depends on cost, time available, the nature of the skill and the number of employees to be trained.
