Living standards refer to the level of comfort, material goods, and quality of life available to individuals or households in a particular region or country. In economics, living standards are a central concept because they help us evaluate how well an economy is performing for its people. Understanding living standards requires looking beyond total output to consider income distribution, health, education, leisure, and the environment.

生活水平是指一个地区或国家中个人或家庭所能获得的舒适程度、物质商品和生活质量。在经济学中,生活水平是一个核心概念,因为它帮助我们评估一个经济体为其人民表现出色与否。理解生活水平需要超越总产出,还要考虑收入分配、健康、教育、闲暇和环境。


1. Material Living Standards | 物质生活水平

Material living standards refer to the level of access to goods and services. A higher material living standard means people can afford more consumption, such as food, housing, clothing, transport, and entertainment. This is commonly measured by income per person or spending per person. When an economy grows, material living standards generally rise because more output is available for each person.

物质生活水平是指人们获得商品和服务的机会程度。更高的物质生活水平意味着人们能够负担更多的消费,如食品、住房、衣物、交通和娱乐。这通常通过人均收入或人均支出来衡量。当经济增长时,由于每个人可获得的产出更多,物质生活水平通常会提高。


2. Non-Material Living Standards | 非物质生活水平

Non-material living standards include aspects of well-being that are not directly bought with money. These include health, life expectancy, literacy, happiness, personal safety, access to education and healthcare, pollution levels, and the quality of social relationships. Even if incomes rise, non-material living standards may fall if people have less leisure time or if the environment deteriorates.

3. Real GDP per Capita as a Measure | 人均实际GDP作为衡量指标

Real GDP per capita is calculated by dividing real Gross Domestic Product (the total value of all final goods and services produced in a country in a year, adjusted for inflation) by the population. It is the most widely used indicator of living standards because it is easy to compare across time and between countries. For example, if a country’s real GDP per capita rises from $10,000 to $11,000 in a year, this suggests that the average person has access to roughly 10% more goods and services.

4. GDP vs GNI | GDP与GNI

Gross Domestic Product (GDP) measures the total output produced within a country’s borders, regardless of who owns the factors of production. Gross National Income (GNI) measures the total income earned by a country’s residents, including income from abroad. A country with many multinational companies may have a GDP that is much larger than its GNI, because profits are returned to foreign investors. GNI can be a better indicator of living standards for residents, especially for countries with significant foreign investment.

5. Limitations of GDP per Capita | 人均GDP的局限性

Real GDP per capita has several limitations. First, it does not account for income inequality: an average can be high even if most people are poor. Second, it ignores non-monetary production, such as unpaid household work and volunteer labour. Third, it does not include the negative effects of production, such as pollution and congestion. Fourth, it does not measure leisure time. Finally, international comparisons are complicated by exchange rate fluctuations and different costs of living.

The Happy Planet Index incorporates well-being and environmental impact. Also, measures of poverty, unemployment, and inflation are used. For example, high inflation erodes purchasing power and can lower living standards even if GDP is growing.

A rising GDP per capita may not improve living standards for most people if all the gains go to the richest 1%.

Living standards are also affected by the quality of the environment. Clean air, clean water, and green spaces improve physical and mental health. Production that damages the environment may raise measured living standards in the short run but lower them in the long run. Sustainable development means meeting the needs of the present without compromising the ability of future generations to meet their own needs. A country that depletes its natural resources to boost GDP may be counting its future losses as current gains.

Leisure is a key non-material component of living standards. Longer working hours may increase GDP but reduce time for family, hobbies, and rest. Working conditions, such as job safety, contractual security, and the ability to take paid holidays, also matter. Two countries with the same GDP per capita could have vastly different living standards if one has a 35-hour working week and the other has a 60-hour week. In neoclassical analysis, individuals trade off work and leisure to maximise utility, so the quality of that trade-off matters.

When comparing living standards over time, economists use real values to remove the effects of inflation. They may use purchasing power parity (PPP) exchange rates to compare countries more accurately, because market exchange rates can distort the real buying power of income. PPP accounts for the fact that identical goods cost different amounts in different countries. For example, China’s GDP per capita in PPP terms is higher than in nominal terms because prices of many goods and services are lower in China than in the United States.

In low-income countries, a large share of output may come from small-scale farming and casual labour that is not recorded. Consequently, official GDP per capita may understate the actual level of consumption and well-being among some groups. Conversely, if the hidden economy grows, measured GDP may fall while actual living standards remain unchanged.

Governments can improve living standards through responsible macroeconomic management. Policies that promote stable growth, low unemployment, and low inflation help raise material standards. For non-material standards, governments invest in education, healthcare, housing, and public transport. Progressive taxation and transfer payments can reduce inequality. Environmental regulations protect natural resources for future generations. However, trade-offs exist: higher taxes may discourage work, and stricter environmental standards may slow GDP growth. Therefore, policy makers must balance competing objectives to achieve long-term improvements in living standards.
