Economics is often introduced as the study of how society allocates scarce resources among competing wants. Yet a common debate in A-Level Economics is whether the subject deals with one fundamental economic problem or with many separate problems. This article examines scarcity as the root issue, traces its expression in the three basic questions, and explores microeconomic, macroeconomic, and policy problems that follow from it.

Scarcity means that human wants are unlimited while the resources available to satisfy them are limited. Land, labour, capital and enterprise are finite at any moment, so no society can produce all the goods and services that people desire. This is not the same as poverty; even wealthy economies face scarcity because wants continue to expand as incomes rise.

How should goods and services be produced, using which combination of resources? For whom should output be produced, given that income distribution determines access to goods?
