In 1849–50 Prussia attempted to create a Prussian-led Erfurt Union of German states, excluding Austria. The Crimean War (1853–56) weakened Austria’s international position. This isolation was crucial later because in 1866 Bismarck was able to keep Russia and France neutral while Prussia fought Austria.

In the early 1860s Prussia’s King Wilhelm I demanded an army reform that would increase the size of the regular army and extend service. The liberal-dominated Landtag refused to approve the necessary taxes, causing a constitutional conflict over who controlled the military budget. In September 1862 Wilhelm appointed Otto von Bismarck as Minister President. Bismarck defied the liberal majority, collecting taxes without parliamentary approval and using the army reform as a tool for Prussia’s eventual struggle against Austria. His words that the great questions of the day would be decided by “blood and iron” signalled a new direction.

The Schleswig-Holstein question provided Bismarck with an opportunity to weaken Austria and strengthen Prussia. In 1864 Prussia and Austria jointly defeated Denmark after a dispute over the duchies of Schleswig, Holstein and Lauenburg. By the Treaty of Vienna the duchies were ceded to Prussia and Austria jointly. The joint administration created immediate friction: Prussia wanted to annex the duchies, while Austria preferred an independent duke. Bismarck deliberately used the condominium to provoke disputes with Austria and to present Prussia as the natural protector of German interests in the north.

In August 1865 Prussia and Austria signed the Convention of Gastein, which divided the administration of the duchies: Prussia governed Schleswig while Austria administered Holstein. The arrangement was a temporary compromise rather than a settlement. Bismarck calculated that the awkward geographical separation and Austria’s distance from Holstein would lead to fresh conflicts. He also used the Convention to test whether Austria could be provoked into breaking the agreement, giving Prussia a pretext for war. Far from easing tension, Gastein prepared the ground for the final showdown.

In April 1866 Bismarck signed a secret alliance with Italy, promising Venetia to Italy if it attacked Austria from the south. These moves ensured that in the summer of 1866 Austria would face Prussia on one front and Italy on another, without reliable allies among the great powers.

War broke out in June 1866 after Bismarck accused Austria of violating the Gastein Convention over Holstein and ordered Prussian troops into the duchy. Prussia quickly defeated Austria’s German allies, including Hanover and Saxony, and used railways, breech-loading rifles and better staff planning to outmanoeuvre the Austrian army. On 3 July 1866 the decisive Battle of Königgrätz (Sadowa) ended in a crushing Austrian defeat. The battle demonstrated the superiority of Prussian military organisation and confirmed Bismarck’s policy of solving the German question by force under Prussian leadership.

The Peace of Prague, signed in August 1866, dissolved the old German Confederation and excluded Austria from German affairs. Prussia annexed Schleswig-Holstein, Hanover, Hesse-Kassel, Nassau and Frankfurt, and established the North German Confederation under its leadership in 1867. Austria lost no territory to Prussia except Venetia, which was ceded to Italy, but its supremacy in Germany was ended. The settlement created a Prussian-dominated northern Germany and left the southern German states outside the Confederation, setting the stage for the final phase of unification after 1870.

Historians have debated the reasons for Prussia’s victory and Austria’s defeat. The traditional Borussian interpretation presents Bismarck as a master planner who deliberately steered events toward Prussian hegemony. Revisionist historians stress that Austria faced structural weaknesses: its multi-ethnic empire, financial crises, weaker military reform and diplomatic isolation. Modern scholarship also emphasises economic factors, especially the Zollverein and Prussian industrial growth, which gave Prussia the resources and modern infrastructure that underpinned its military success. In exam answers, it is important to balance these interpretations rather than attributing the outcome solely to Bismarck’s genius.
